Senator Van Hollen was clearly kept out of the loop as to the machinations of Schumer and the scheming of the gang of eight.
Instinctively he understood that the shutdown was the only leverage against the Republicans to protect Americans, and now there is none because the gang of eight decided to betray the American people.
Not an insult to Senator Van Hollen. If he was kept out of the loop, it means he would've stood against it and likely would've blown the whistle. Which is a good thing.
