Is this damage to the gears going to be a deal-breaker in repairing it?

This is all damaged from rust. As I'm cleaning it. It does seem like the most of the gears are in fine shape, but there was definitely some pitting and one gear is missing an entire tooth across the whole body of it. Picture 2.
