The differences are of course vastly exagerrated. Aero jersey and 20 watts?! Maybe a couple of watts but no way this much. Wheels, 20 watts? No test confirmed any gains in any circumstances in any weather exceeding 10 watts. And frame will give you even less than that, it is actually the least important area to seek aero gains. Position and wheels that's all that matters in fact.
On a cold day you will be warmer in the vintage woolen jersey and shorts.
Oh perfect! All I need is new wheels, bike, and a kit and I’ll be riding in the tour…

Watts are overrated
Forget aero. All you need is an ebike with overdrive motors and standing battery changes on support vehicles.
The short answer is No.
Put a modern rider in a vintage race and see what happens.
Nothing wrong with the frame, just upgrade the wheels, tires and the gearing. Easy
With amateurs, it's about the rider. All the bike has to do is not break down. I once heard that if you ride with your mouth open or your number flapping, the aero benefits of the bike are canceled .
