Now, for the first time, Transport for London is preparing to regulate the capital’s 900 pedicabs.

[Music] They’re loud, bright, and can be expensive. 10 minutes, £50, that’s quite a lot. But with new laws and regulations for petty cabs coming in, could their freewheeling days be coming to an end? As day turns to night in the West End, the pedal powered cabs come out. each rick shore with their own upbeat soundtrack [Music] and prices. This driver has a price list on display. £50 for each 10 minutes, but soon lowers his fair cuz I’m on my own. The pettic cabs take cash and card payments mainly from tourists with mixed views and their passengers. How was it? It was nice cuz they even asked to play our own songs. How much do you pay for your ride? So, first he said £60, 30 30 and then he changed to 1010 10. So, it was basically 30 overall. It was just £10 per person. Not really bad. Not too bad. Rachel’s first started appearing on London streets in the late 1990s. 25 years on, like it or not, they’re now part of the West End. But finally, regulation could be around the corner. Do you know how many pettic cabs there are in London? A recent change in law means transport for London can finally start regulating the estimated 900 pettic cabs operating in London. So what we need are fairs. Well, I bumped into a couple of tourists who come to London, had a lovely ride on that, and then the pettic cab driver was demanding £580 to cycle from Old Street to Oxford Circus. Now that’s a 20-minute bike ride. £580 is extortionate. Parking is also an issue. London’s walking and cycling commissioner is conducting a pettic cab consultation which ends tonight. We’re going to bring in fair pricing. We’re going to make sure the vehicles are safe for people using them, the drivers themselves have got criminal records checks and and the vehicles have insurance so if something happens, people are covered. We need to professionalize this to make sure it works for people that they can enjoy going around and have a bit of fun too. Ahmed Ibrahim has driven his electric power assisted pettic cab for 3 years. He says he charges much less than people think. But the most of us we work on like for long way£105 from here like to Victoria and go for £15. But we work very hard and we don’t make that much money. What they saying? I swear to God you just survive in 105. All night you can make 20. All night you can make 50. So it’s my first time in a pettic cap. And to find out what all the fuss is about, I took my first Rick Shaw ride. It’s actually quite fun, isn’t it? This 5-minute trip cost £10, a fair price and surprisingly fun.     Might be inclined to try it ONCE for curiosity's sake, but that's it.

    And the price you were charged would probably be about the same I'd be willing to pay.

    As for regulation, immediately that ruins the novelty of anything, so thanks for nothing as far as that goes.

    Competition can be a good thing. Stifling it because of "extortion" (perhaps because of a misunderstanding, perhaps because it was trickily worded – whatever) is another way to gain control over peoples' freedoms to choose what to pay, and what to charge.
