West Virginia does not have the tallest mountains, of course, but I believe it's named that because it's the only state entirely contained within the Appalachian Mountains. I used to live in Utah, where I rode a lot, and I've toured several times in Colorado, Wyoming and New Mexico. I think the Appalachians are more challenging for cycling, because of the steeper grades and the constant climbing and descending.
