But it got me thinking… I’m from Hong Kong. talking about Switzerland. This doesn’t really concern people in Hong Kong Most people probably wouldn’t be interested or find this irrelevant But here’s what I think: Switzerland its branding has positioned itself worldwide as premier When Switzerland comes up People talk about Rolex watches Switzerland’s beauty or its scenic landscapes how clean it is Switzerland has the world’s highest cost of living evolves into Hong Kongers people around the world People often label Switzerland with certain stereotypes as perfect. Actually, every country has its own culture, customs, and norms. I’m from Hong Kong – born there, raised and educated there. I’ve been living in Switzerland for 30 years. So today I want to talk about what it’s like to own pets in Switzerland, particularly dogs. If you live in Switzerland and want to own a dog, the requirements are incredibly strict. Dog ownership is regulated Swiss public health standards and animal welfare. Are dogs treated humanely when kept as pets? First up: The Swiss dog tax. Here’s how the dog tax works: It’s an annual tax. Switzerland has 26 cantons. The tax rate varies by canton. Each cantonal government sets its own rates independently. How much is the dog tax? You must pay the dog tax. The law was enacted to collect the dog tax. What is this tax actually used for? It provides the government with funding for public health management and dog parks. In Switzerland Often when people take their dogs out to parks or hiking trails I wonder if visitors have noticed along the streets there are posts with boxes These boxes are filled with green or orange brightly colored plastic bags When you walk your dog in Hong Kong Usually I see people bring water and newspapers But not here There are dog waste bins They provide special dog waste bags to clean up bag the waste and dispose of it properly These are free provided by the government in various locations Take Zurich, for instance Bern Geneva’s French-speaking region has different dog taxes too I know in Zurich the dog tax you pay is currently 160 Swiss francs that’s about 1600 Hong Kong dollars per year The Swiss franc is really strong these days almost 10 Hong Kong dollars to one Swiss franc HK$1,600 The annual dog license fee How do they determine the fee? They use a specific formula First, the breed Then the type Size—big or small All require licensing Some breeds are considered dangerous Some dogs are classified as fighting breeds aggressive breeds Dangerous breeds have much higher taxes Different types and breeds size, all affect the tax rate differently. Secondly, the number of dogs you own If you have one dog you pay a dog tax If you have two dogs the tax increases geometrically It’s not like the first dog costs 160 Swiss francs in Zurich The second dog doesn’t cost 160 it costs significantly more So what’s the purpose of this system? Residents are encouraged not to own too many dogs to own just one dog That’s why most households here have just one dog The policy encourages single-dog ownership It discourages people from having several dogs because the taxes are quite high Third point: How is the dog tax determined? Well, there’s a system If your dog is spayed or neutered you get a discount on the dog license fee Basically, the system encourages people to neuter their dogs through discounted fees. The real purpose is to control the stray dog population Some people get dogs but then can’t keep them for personal reasons Don’t want to keep a dog Abandon them in the wilderness Just dump them If dogs were spayed or neutered It would at least control the stray population Plus It encourages reducing the dog population Even if you say the dog tax is low The cost varies by province It ranges from 50 Swiss francs to 200 Swiss francs The minimum is 50 francs and the maximum is 200 francs In equivalent terms that’s about 500 to 2000 Hong Kong dollars per year for your first dog tax payment for dangerous breeds For aggressive or attack dog breeds, the tax is significantly higher can be as high as 500 Swiss francs, which is about 5,000 Hong Kong dollars. For each dog, must be taxed. Actually, some dogs are exempt, and don’t have to pay tax. Can you guess which ones? Some dogs are tax-exempt. Kit has been speaking much more fluently lately. Normally, all dog owners must pay dog tax. It’s mandatory for everyone. However, there’s one exception where the tax is waived. So which dogs qualify? Therapy dogs— like those working in nursing homes. At nursing homes therapy dogs Therapy dogs work in nursing homes helping elderly residents provide therapy or assist patients Therapy dogs are exempt from pet taxes In care facilities Hospitals sometimes have therapy dogs too These dogs are specially trained. Those are exempt from dog taxes. What’s the second thing you need to pay for? Third-party liability insurance. That’s for the dog. The owner pays for it, of course. Owners must get liability insurance for their dogs. The insurance premium It depends on your dog’s breed. It depends on the breed. Age Size, and other factors The premium from HK$100 up to HK$300 In fact Getting third-party liability insurance for your dog is required by law It’s mandatory and compulsory The law requires dog owners to have third-party liability insurance. What’s it for? Well, it’s pretty obvious. Dogs can sometimes act up. If they bite someone, or damage a neighbor’s property, the insurance covers it. In the summer, when people are out cycling, your dog might chase after them and cause a collision, causing the cyclist to fall. If your dog runs into a cyclist and injures them that’s what third-party liability insurance covers If you don’t have it It’s not required in some states but most people get it anyway It’s highly recommended because if your dog causes an accident you’re fully liable and without insurance, you pay out of pocket The compensation costs can vary widely. So people prefer to pay a few hundred Swiss francs for annual dog insurance. Basically, If you have a dog, there are two costs you must cover. First is the dog tax. Second, you need to get third-party liability insurance for your dog. Here in Zurich, For your first dog, it’s 160 Swiss Francs plus about 200 Francs for insurance. So 200 plus 160 comes to 360 Francs. That means even before feeding your dog, you’re already paying basic taxes. and insurance For one dog, it’s about HK$3,600 a year But if you get a second dog, the cost is practically the same. In Hong Kong, people often get dogs just because they want one. Some families have ten dogs or even more… They might have twenty dogs If you live in a New Territories village house In some areas people often have several dogs and then hire someone to look after them That doesn’t fly here It’s a mandatory training program The dogs have to go to school and the owners have to take classes too If you’re getting a dog for the first time you should take your dog to dog training school. There’s a dog training school nearby. It’s just a ten-minute drive from my place, near a golf driving range. There’s a dog training school over there with lots of people taking classes I noticed The training facility has a large grassy area fenced all around Inside, there are slides, tunnel obstacles and stairways all designed for the dogs Owners take classes together with their dogs. Owners must participate in all sessions. Professional dog trainers train the dogs to obey commands. Dogs learn to follow their owners. To sit on command. Obstacle course training Jumping over obstacles Navigating stairs Some things require training After training They need to learn turns Dogs need training classes Absolutely Training fees Owners are responsible for the costs That’s the rule We offer basic courses The basic course covers what I mentioned There are special training courses designed for specific types of dogs like oversized breeds or dogs with aggression issues Beyond the training sessions these dogs must get microchipped The reason for this is pretty obvious It creates an official record of the dog If a dog commits an offense meaning biting someone or damaging property The microchip helps us find the owner locate where they live check if taxes and insurance are paid Also If a dog goes missing the chip can track and locate them Microchipping is required in many places. It’s compulsory. Then there’s dog school. Both owners and dogs must attend classes. They have to pass exams. The dog must pass before you can keep it. Here in Switzerland, owning a dog really makes you think twice. You have to be sure. because the requirements are so strict. There are strict regulations and many legal requirements. In Hong Kong, people often get dogs on impulse. They get dogs as companions for their children. Or just because they like dogs. They hire a helper. but don’t care for the dog themselves. They hire helpers specifically to watch their dogs. This is very common in Hong Kong. That doesn’t work here. Here, dog owners are required to take classes. Pet owners should have plenty of time to spend with their dogs. This means providing proper care, including making sure they are well-fed and cared for, and taking them outside for regular walks. Taking your dog for walks is a big responsibility, similar to raising a child. I know some people I’ve heard true stories who didn’t travel for 20 years because of their dog They owned a dog for two decades without traveling until the dog passed away Only after that did they feel comfortable traveling In Switzerland, the process of owning a dog basically involves you need to go to your local government office to register your dog Register your dog What kind of dog is it How much is the dog tax And if there are any discounts For discounts The basic one is neutering You get a discount for neutering which reduces your tax You’ll also need to get third-party liability insurance for your dog liability insurance Then you can bring your dog home complete all the paperwork before you can take your dog home pay the dog tax get them registered pay taxes every year your dog needs training take obedience classes Actually, having a dog here means I’ve noticed many older people living alone who can take care of themselves and haven’t gone to nursing homes Many of them have dogs because the dogs keep them company and they have to go outside twice a day to walk their dogs You can’t just have a dog Leave it with the helper. You can’t do that. Don’t think nobody will notice. Your neighbors will find out. They might report you. for mistreating your dog. And one more thing. When I’m in Hong Kong, whether hiking or just out and about, I see people walking their dogs They’re walking them on leashes When dogs meet they bark at each other from across the street Dogs normally bark But the dogs here don’t bark I don’t understand why I notice the dogs are very well-behaved They’re quiet Lots of people walking their dogs I saw some dogs at the park People were chatting The dogs sat quietly and were very calm I think Maybe it’s because the dog food here is special What’s special is how quiet it keeps the dogs They never bark Even my next-door neighbor has dogs but I never hear them bark The dogs don’t bark Swiss dogs here just don’t bark Anyway Pretty interesting, right? If you visit Switzerland and take the train, you’ve probably noticed people bringing their dogs onboard. That’s right – dogs are welcome on trains and buses as well. You can take dogs on ferries. All public transport allows dogs here. Why is that? Because your dogs are trained and insured. They’re well-behaved. In Hong Kong, you can’t take dogs on the subway. Or on buses either. But in Switzerland, you can bring your dog on buses and other public transport There are no restrictions No permits required Plus, you can take dogs to shopping centers, malls, restaurants, and supermarkets. You can bring dogs to shopping malls. Restaurants allow dogs too. I’ve seen it happen many times. Customers bringing their dogs into restaurants. Big dogs. They’re very well-behaved. Sitting quietly under the table. Waiting patiently for hours, even the entire evening. Perfectly behaved. So in this place, Some restaurants don’t allow children They worry kids might cry and bother other customers But dogs are welcome Kids might get you turned away But dogs will get you in because dogs behave well At any restaurant here you can bring your dog Even supermarkets You can bring your dog but most people don’t People at the supermarket leave their dogs by the entrance The dogs are so well-behaved waiting patiently for their owners Sometimes you’ll see a few dogs all sitting together They never bark just wait patiently Well, you got insurance for the third dog, they’ve had training, all of them are trained. They’re very obedient. I think their diet makes them well-behaved and calm. But I’m not sure. The best part about living here is when you have a dog you can take your dog out for walks bring them to restaurants ride the train together take the bus with you So there’s no excuse for not caring for your dog because your dog can go everywhere with you In Hong Kong, you can’t do that In Hong Kong, many places are off-limits. What’s great about here is despite all the rules, but here you and your dog can be together. They can go everywhere with you even to supermarkets and other places. That’s why here has this benefit. Actually, Here in Switzerland, owning a dog Beyond just providing care and emotional commitment to your pet, it’s also a significant financial expense and a financial burden.
