I'm planning to buy this from fb marketplace today as a commuter bike. I have not ridden a bike for over 10 years so this will be a first… The price is about $70 which is appealing as I do not have a big budget. The seller said the tyres, tube, cables chain and brake pads are all new. Is it sensible to get a vintage road bike for commuting?

I commuted on a vintage bike for several years. For $70 it seems like a low risk. Go for it. Try it out. Adjust your fit. Make sure you like the saddle. Have it checked over by your LBS.
How far are you commuting?
The left and right cranks are at different angles. I would have it checked out by a reputable bike mechanic before riding.
