Is the angle of these bars and grips kosher?

I’m tall with a long torso and the top tube of this 26” Le Tour is only like 57cm. I find it more comfortable to aim the bars down a little. I’ve looked at pictures and this doesn’t look unusual for a vintage bike but I’ve seen quite a pew where the to of the bars are flat, including in the Schwinn catalog. Is this silly?
