Ok so he may or may not have a "day time mot" what he clearly doesnt have is a legal registration plate on the rear of the bike.
No registration means no insurance to be driven on uk roads.
The only way a unregistered vehicle can get temporary insurance is for specific reasons including a test ride when buying, normally covered by trade plates, or while waiting for registration after buying a new bike.
This is clearly a off road dirt bike being illegally used on a public road.
