Fuji Feather – 700×28 too large?

I used to run 25mm tires on my Fuji Feather, and then switched to 28mm Schwalbe Lugano 2, which fit fine.

Then i tried installing s Schwalbe 700×28 Marathon Plus, and for some reason it wont fit the frame.

I’m using the same rims that the bike came with.
