Kansas City added a few of these full-width turn boxes (in front of the southbound traffic stop line), but I'm struggling to find the right rules for them. A city bus driver yelled at me through his speaker today because he thought I was using this one incorrectly. Could someone explain to me the right way to use them, or better yet, point me to some set of rules for these online? I would love to provide it to our bus authority so that the drivers could get some amount of education on it.

This is Grand and 12th in downtown Kansas City. The east-west road is one-way going east, so it can't be for westbound traffic to do a 2-stage left turn. North and southbound have protected bike lanes on either side of the road. It seems obvious to me that this is for southbound bikes to make a left turn without waiting in full traffic.
