Fiji Touring series IV – worth picking up?

I may be able to get this bike for free or nearly free but it's not in the best condition. I know nothing about it's personal history besides the fact that it's been sitting in a basement for at least the last 6 years. Is it worth making repairs on it? There's some rust on the frame which worries me the most.
