I spent less than 2 hours filming part two of my U.K. ebike law 2025 video and even I was surprised by what I saw. Leeds is the fourth biggest city in the U.K.
I’m guessing Leeds isn’t the only big city in the U.K. that has a problem food delivery riders who deliver for Uber Eats, Deliveroo, Just Eat etc using illegal e-bikes and riding through pedestrian areas without recourse.
So, if they’re allowed to do it, what’s the point in U.K. ebike laws in 2025?

[Applause] [Music] about um 3/4 of a mile away where that guy was killed by a delivery food delivery rider. This goes back to 2023 when Vincent Cullinan was killed by Uri Amadu Diallo when his ebike hit him while they were cycling. Both of them were on the pavement, but the turns out the delivery bike was uh modified. Apparently, it wasn’t used as modified when the accident happened. So, he’s obviously switched that back wall after the accident happened. Um yeah, killed this other guy. Apparently Dio had a bike that was capable of speeds of 32 mph. Cullen who he hit was in hospital for 19 days before he died. Then Judge Mustak Kokar sentenced him to 7 months in prison and he was suspended for 18 months. So at least justice was done. I don’t think it was done. Anyway, I’m filming about 3/4 of a mile away from where that happened today. Just trying to find out if anything’s changed in Leeds since this happened. No helmet, no pedaling, 200 W motor. No need to paddle when you got a throttle, have you? No. No pedaling needed today. There you go. Zero pedaling. He just nearly hit that bloke crossing the road. This one coming up. No helmet. 200 W motor. Well, How does anybody actually know who’s delivering their food to them? I’m going to start calling them e ninjas. That’s got a 2000 m motor on the front. Things just passed me. It didn’t look very stable. Got one coming now. That zero pedaling. At least got an helmet on. He actually ducked down so I couldn’t see his face. Well, at least he’s got an helmet on. You see him? He’s right into the pedestrian area. Look, no paddling again. No pedaling required. Another 200 watt motor. And no pedaling was done that day. Can’t stand these things. I think they’re about 8 pound an hour to our as well. I’m not surprised to see loads of them here because he wants to rent one. I think there’s six spots taken. Okay. Weird things. Back on the pavement down to the pedestrian area. Pedestrian area. Look, pedestrian area again. No pedaling. [Music] This is center leads and there’s no police about argue that they’re not doing any harm, but they are. You wait till one of them hits you. I think that’s video. I mean, let’s be honest here. Why walk when you can break the law? No pedaling. Look, we’ve got warm gloves. So, you don’t need an helmet. You need warm gloves. What’s the range you get on these?
Uh, the range is about uh 25.

Uh, I don’t know the ampire, but uh there are two. It’s 250.

They have absolutely no idea how the ebike law works. They don’t care. Um they’re obviously trying to circumvent it. Nobody wears any helmets either. That that really bugs me. You know, out of all the ebike riders I saw riding around town, um I saw very few helmets being worn. And it’s not just that. the amount of near misses I saw and these bikes are traveling at about 15 20 mph on pedestrian areas through pedestrians and the one thing I didn’t see in the you know hour and a half 2 hours I was there which you’ have thought I’d have seen loads of was any police I didn’t see any police anywhere in Leeds while I was there um I know it’s only a across on the train but I just thought it was well worth going have a look but it it doesn’t bode well does it really doesn’t And you know, if they can’t be bothered to do anything about it, you know, it’s just wrong. I think it’s just if you haven’t got the police on your side, it’s just where are the police? No helmet, no pedaling and straight down the pedestrian area. There’s regular occurrences on local news where ebike riders and delivery riders are crashing into the general members of the public and you can see around here why you know there’s pedestrians everywhere and they said even busy today but you know up 200 watt motor will travel right. Um and last year I got knocked off uh on Meanwood Road, the bottom of Meanwood Road, there’s a mini roundabout, one of the little white ones that are slightly raised,
right?
Because then I’ve been knocked off me bike. Do you know what I mean? The bike was knackered. The wheels were buckled and I’m lucky to be, you know, I’ve got a big dent in me head here as well. I was lucky to because it’s not been being knocked off a bike. I actually win. about six foot. It’s just pretty much everywhere. Look, nobody pedaling. That’s a 2000 watt motor on the back. Somebody there doing it legitimately. Anyway, there’s going to be a part three to this video because it turns out that a migrant hotel in Wakefield about 2 and a half miles away from me. I was being used as a kitchen to cook their own burgers and desserts and use and it says that oh we weren’t using any of the migrants as delivery riders, but I find that really hard to believe and it’s now it’s all over the national news. something like a cbt for ebikes would help… eCBT perhaps. Getting these food delivery companies to actually police their employees might be another. They can track them surely using their apps/data so can see where they have ridden/speed etc. All a bloody nightmare tbh. Btw, engwe finally got the front rack for the L20 3.0 Pro, but I had to move the headlight to the front of it, otherwise under suspension compression it would get in the way. Cheers !
When out on mine I like to at least give the impression of cycling using the pedals 😊, I do dismount and push in a pedestrian area though. Age Well over 60 have had a full bike license since 1974
I'm a ubereats bicycle rider and I'm always using my road pushbike and wearing my helmet and following the traffic rules. I do 10 hours a day on my pushbike and only make £50 in liverpool street London. It's very hard work and my arse hurts massively. The guys on ebikes don't know what graft is.
I'm 62, and remember police walking the beat especially in town/city centres but decades of Government cut back's have led us here, how are they going to police their laws when the police have no presence on the very streets their laws are being broken on?, I think the food shops that hire the delivery drivers could do more but then why should they if they can get away with it?.
my ebike does 40 mph but im a scaffolder so im up and out at 530am and i only use the power on hills …i stop at lights and wear helmut ..got 4 piston breaks and know to watch people the can step out anytime …..so dont ride like a knob and all is fine
im seeing more e-scooters around milton keynes than ever before, super fast…and a few of those InMotion V10F Electric Unicycle popping up….and our redways are getting used by Sur-Ron bikes too
What does not pedalling have to do with anything, you can ride faster if you pedal. I’m impressed that you can tell motor size with just a glance. Are you just another Utuber making content up for the sake of it. Rider accountability and common sense is all that’s needed.

Leeds City Council should police the issue. They are allowing these illegal machines to use "Their pavements and Roads" Trouble is their enforcement officers are too busy issuing parking tickets to Car drivers coming into the city to spend their money.

These little mugs mess it up for everyone. Ive got an overpowered ebike myself, dual motor 2000w (250watt no throttle) is not enough for someone my size. I ride it accordingly and stick to the road rules, but i know theres gonna come a time when i get it confiscated,

those stand on scooters are all very illegal by current law, i'm not sure how they're allowed on the street.
People walking all directions in middle of the street & e bikes is dangerous for everybody. In USA we have sidewalks on side of street (no bikes allowed) Your city planners need to rethink how they can clear the streets & more efficient flow for e bikes.
I agree you shouldn't go fast when mixing with people on pavements. But ebikes aren't the problem. People with no sense are the problem. I have an ebike that can go 28 mph when unlocked but I ride it like my push bike and I'm sensible. And to be fair I can get up to them speeds on my push bike. If folks just got off their bums and picked up their own food they would not be delivering. Shut down deliveroo
Here in Prague e-bikes are considered motorcycles as far as registration, insurance and rules while driving. No riding in bike lanes, no riding on sidewalks or squares, must obey all traffic laws.

I have a thousand watt fatbike and a deliveroo bag that I use for my personal shopping as I don't own a car. (It lets me collect my own takeout too :D) I've noticed that if you're wearing a delivery bag the police literally ignore everything you do like you're invisible or they don't wanna take action and deal with the issues in front of them. Bit of a joke honestly especially considering a lot of these delivery riders are also delivering drugs for dealers. Although I do understand the need for legislation around throttles and speed limits, throttles are really helpful at low speeds if you only have a cadence sensor and the increased top speed is good for keeping up with traffic where the cycling infrastructure is nonexistent, just about being sensible which a lot of these people simply aren't. I think this is a 50/50 issue between poor legislation that's too strict so everyone flaunts it and these absolute twats who have no care for people around them so they ride like nutters and ruin it for the rest of us. Running lights, Speeding in pedestrian zones, etc.

I live near Leeds. I work at the L.G.I . Hospital. I am an e.bike owner and rider. We have a beautiful bike lane system . But we also have a local council system. No police? Look into that. Financial. Uber pay a lot for these nuggets to plow through the streets endangering lives. Money talks. Giving proper people who just want to ride safely absolutely nothing. I bus to work. And ride my bike away from the bike lanes.

You're going after wrong people man. It's e-moto that are the problem. Virtually every rider in this vid was riding correctly (minus a few helmets) and not out of line with traditional cyclists.
Who cares if someone doesn't peddle? Probably cadence sensors and you don't have to continuously peddle when freewheeling.
All looked to be obeying the speed limit. It's people speeding on modified e-motos NOT e-bikes that are the main issue.

The message popping up about gloves that states "THE GLOVE COVERS ARE TO HIDE THROTTLE USE". Doing 15.5mph at 7am in the summer for 7 miles your hands get cold. I use those gloves all the time because they're a faf to put on and off the handle bars so they remain on. They also keep your hands and brake levers dry so they don't slip when it's raining or wet.
As for those using the gloves with a throttle and a massive 2kw motor exposed I don't think they are trying to hide anything by using the gloves when the hub motor is clearly a red flag to the Police.

Pedestrians and bicycles need to pay attention to where they are going better. Just obey speed laws and use crosswalk
I totally understand that these bikes can be dangerous at high speeds, but I’m not sure why you’re so concerned about the riders not pedalling in this particular video. No one seems to be going especially fast. Even if they were pedalling, they’d be going roughly the same speed anyway — I can pedal my non-electric road bike at over 20 mph.
Yes, riding without pedalling is technically against the law due to throttle restrictions — but in my opinion, those restrictions are flawed in the first place. The real issue isn’t whether someone is pedalling at moderate speeds, it’s the speed of the bike overall.
Personally, I think the speed limit for e-bikes on main roads should be raised to at least 25 mph so cyclists can keep up with traffic, especially at large junctions and roundabouts. Anything slower can actually be more dangerous. I also think throttles should be allowed up to at least 15 mph — or even 20 — since people can pedal at those speeds anyway. Whether someone is pedalling or not doesn’t really make a meaningful difference in terms of safety. The focus should be on speed, not pedalling.
Just to be clear, I’m not saying people should be riding through the city centre at 25 mph — I’m talking specifically about main roads. I guess I’m just confused why you’re so focused on people not pedalling when they’re only moving at normal pedalling speeds. At one point in the video, you even nitpicked someone for not pedalling down a slight incline. They were moving slowly and could have just as easily just using the bike’s momentum.
