Its simple, Putin offers talks, the West force Ukraine to reject them, provoke Russia more, and the next phase begins each time the chances and deal gets worse for Ukraine. If Ukraine hasn't learned by now its not winning this, they are definitively dumb. Take the deal before it becomes unbearable.
