Thank you for your request for information relating to Fargate and electric cycles which we received on 05/05/2025.

Please find Sheffield City Council’s response to your request set out below:

Q1.There is now a cycle lane down Fargate, but there are no warning signs for pedestrians?

A1. A route has been provided along Fargate for servicing and cycle use, this is not a cycle lane. There are entry signs at the start of this zone on Fargate and Norfolk Row to show this is a ‘pedestrian and cycle zone’ with exemptions for loading at certain times of day. There isn’t a requirement to have any warning signs in a pedestrian and cycle zone to warn pedestrians of anything.

Q2. When will the warning signs be installed and how will I then cross the cycle lanes?

A2. As above there isn’t a requirement for any warning signs.

Q3. When will the Zebra crossings be installed on the cycle lanes?

A3. The Council is not proposing any zebra crossings however the pedestrian crossing points are defined by different paving.

Q4. I understand the new bins with swipe card access on Fargate are not working. What is the issue and when will it be resolved?

Q5. Will the bins be used by both businesses and residents?

In relation to the underground bins, the vehicles and lifting equipment used for the collection of the bins are bespoke items with long delivery times. We are currently waiting on the delivery of these, which we expect will be with us in summer 2025.

We are working with Veolia to commence collections as soon as possible. All properties on Fargate have alternative waste collection services in place for the collection of their waste and recycling. The bins will be used by residential properties and businesses. Once the collection vehicle has arrived and necessary training completed, the existing household collections will move from their current bin collection service to the underground system.

Q6. There are delivery cyclists using illegal cycles in Sheffield, I would say the majority of them. Electric cycles are illegal if you start with a hand clutch rather than pedal. These cyclists will often illegally cycle on the paths not cycle lanes. When will Sheffield city council clamp down on this?

A6. The police have the powers to tackle illegal use of electric bike and have undertaken operations in the city centre to tackle the issue. South Yorkshire Police would be able to provide you with a further response.

so I quickly want to show you Charles Street before I get on to Fargate and show you the cycle lane nonsense because I’ve had a freedom of information back from the council and I just can’t believe it so that’s Charles Street going down there pinston Street going down to the mall all this area I think they’re spending about 20 million pound bringing this up to Fargate it’s active travel and also cycle lanes and whatever it’s all absolute nonsense but we’ll get up onto Fargate and I’ll explain the absolute nonsense going off up there so the cycle lane and active travel stuff will all sweep along here in front of the Rison Blue Hotel so we get right to the top of Fargate next so looking back down Pinston Street into Marcus Pool we got a real mish mesh of cycle lanes it’s just painter on the road here then you come around here and you got barriers that go down to let cars on out to certain hours then you’ve just got one warning sign saying pedestrian and cycle zone so everybody’s walking around absolutely oblivious to this that these are really cycle lanes or for cars outside normal hours and there you got it one way except cycles so that’ll be a cycle lane taking you down Surrey Street this is Tianaan Square up here and then we’ll get on to the other bit coming out from Surrey Street same again on Surrey Street you’ve got what looks like a lane for cars and then a cycle lane at the side of it but then this becomes like a car and cycle lane then you got another warning sign saying pedestrian and cycle zone but has anybody actually understood any of this so really if this if this has been done right people shouldn’t be walking in this cycle lane should they cuz cyclists can’t cycle there but I wouldn’t have even known it was a cycle in because until I saw the signs further down which I’ll show you in a moment but technically this is a cycle lane that we shouldn’t be walking in [Music] there you’ve got another one saying no entry except cycles so cars at some stage will be able to come up here out to normal hours then it says one way except cycles but on the freedom information request which I’ll put in the actual description [Music] you can actually read the response from the council saying that they won’t be warning people but there won’t be zebra crossings across this cycle lane they’ll just be different color paving that was absolutely horrendous bike there so we got three three bins here there’s four lots of them they’ll be used by shops and residents around here but they’re waiting for the lifting equipment the vehicles and also the training but just carrying on down here technically I’m walking in the middle of cycle lane it’s crazy and I’ll just show you how you’ll know that it’s a place to cross so these are your crossing points they’re not zebra crossings they’re just different color paving slabs none of this is in the eyeway code is it and you can see the response from the council i think they’re absolutely crazy these people when we talk about health and safety and then they do stuff like this but if you go in some towns if you actually cycle on a pedestrian area you get a 50 automatic ticket from them so it just goes against it how do people know one way or the other but we’re still waiting for these concrete blocks to go i mean it just looks unsightly as you can see i mean he’s coming on that’s it really folks it’s just absolute madness you’ve got more signs here pedestrian and cycle zone i don’t really want to be walking around with cyclist flying around all over the place there you’ve got your bards that lift up and down well that’s a quick view of the madness just look at the actual freedom of information request

  1. Cycles whizzing in both directions Tim. The 'crossing points' are almost invisible but who is aware of them, because i wasn't. People will just cross wherever and walk down the centre.

  3. Apart from that cultural enricher racing around on his Deliveroo scooter (basically an electric motorbike that can reach 30 mph) I counted ZERO cyclists in your video.
    Can't wait for the first injury claim to go in; it'll probably be mine.

  4. But no one cycles 😂 by the way all of these Low Traffic Zones are most likely going to go following the Lambeth Council court ruling which they have been stripped of appealing.

    So they need to remove all of their barriers, repay every single fine they issued and at some point will face law suits for business that suffered or went out of business. So you’re probably going to see these magically disappear in the night as councils try to pretend they never existed.

  5. What was the logic behind this. People can’t switch off and do their shopping. As a cyclist I’d just get off and push, not worth knocking over a little kid or an old lady.

  6. It doesn't work as an actual cycle lane (I've tried it), and at the moment, the gates/blocks make it difficult to get on to anyway. I suspect the reasoning for doing this might be a legal one. If it is pedestrianised (like a lot of places were in the last 30 years), then cycles are defacto banned like cars etc are. However, you cannot (easily) enforce this, and at the same time, they are supposed to be encouraging cycles, so its probably easier to make an exemption for bicycles and let them legally share it, rather than creating a dedicated path.

    If you want an example of a dedicated cycle path (complete with zebra crossings!) which is full of pedestrians, you only have to go to Meadowhall. That path has been there since the 1990s and still people walk in the cycle lane.

  7. Well this is clearly a lesson in how to kill off a once vibrant and lively City centre. Ban the cars making it extremely difficult for the less able to visit. Bus stops are very long walks away from the very few shops worth visiting. It is incredulous to think that a council who are supposed to improve our City are doing exactly the opposite, in time it will either be almost totally deserted or more akin to old bazaar in Cairo.

    We nipped to town ourselves on Saturday to go to Birds Opticians. WHAT an absolute joke it is. I genuinely could NOT believe the mess our beloved ( joke!!) Council have made!!!! Like either yourself Tim, or someone has said, the cycle lanes are far, far too wide!!! I have only just noticed within your video of the "lips/ kerbs" to the lanes, something else to have to navigate up and down. Not at all good for the elderly or infirm. I use to hate having to push a wheelchair up Fargate because of the lovely "cobbles"it must have shook Chris something rotten…..THIS is on another level, there'll be no room for "pedestrians" HOWEVER we genuinely cant see any logic to ANY of it. We walked along Pinstone street, to down the Moor, WHAT AN ABSOLUTE DISGRACE ALL OF IT IS!!! And this long a waited "upgrade" has come out of our Council Tax payments. As we have always long known, SCC certainly know how to waste money. TOTAL DISGRACE, itll not do anything encourage anyone back into the city centre to SHOP!!!!…theres nothing really left tbh. I pity M & S & the other few well established names that are grimly sticking it out on Fargate. Good luck to them, coz theyll need it.
