They do a great work for the people of Hackney. My first charity is the Hackney food bank. This is caused dear to my heart and as a huge part of our poverty reduction efforts, although I’m sure you would all agree that it would be. I wish that there’d be no need for a food bank in Hackney nonetheless, between January 23 and March 2024 over 333 people were helped. This is a 43% increase in the previous period. But even before she was an elected member, she has deep roots in the community and has long been an advocate, one of the important things I have to say before my time runs out, Madam Speaker advocacy for those with disabilities and wanting inclusion. So advocating for step-free access. and making sure that the door shelter. About all of those things thinking about the community and the experience. And also advocating for the public amenities that are in the local area just making sure that local residents have that really positive experience in Hackney and I know she’ll use those skills to carry out her roles there to speak out and Madam Speaker. This has locally economic pressures continue to mount and the results of the recent local elections, are a sharp. Reminder of how swiftly politics can flip to the right. I cannot believe anyone in this chamber. at the last census, it was found that 89 different languages are spoken in Hackney, we have such an incredibly rich cultural heritage the world in one borough and it is expressed in the public art in our streets. In our businesses our hospitality our dance music design, and innovation. There is so much to learn and celebrate and so much to defend and protect. We must uphold the spirit of welcome in Hackney to those seeking refuge and security. I hope you’ve all seen how much I enjoy working alongside our chief executive Dawn and thank her for our optimism and compassion and the face of challenges that might have felt otherwise really overwhelming together. We have all delivered and made great real progress in building a fairer, safe for healthier and greener, hackney and speaker. Last Saturday, I joined the Hatton History Festival. While we must celebrate, what we have delivered. We must also reckon with the challenging realities of our residents’ lives. The cost of living crisis continues to weigh heavily and after years of austerity under the former government councils like Hackney do continue to feel the strain increasing demands we see on housing, social care and services remain very real. To respond to these challenges. I’ve asked my deputy mess to step up to take leadership of two vital service areas. Deputy May by Nicholson is taking on housing management. His work. When our overseer we generation on Sykes across the states, joining up the improvement, we remain committed to bringing to our housing services. Deputy Mayor Bramble in Overseen Children’s Services and young people will join me in welcoming council and your sizer to take on a new role as deputy cabinet member for families. Early years, Andy has excelled in her role as member champion for scent, and I’m confident Bring her knowledge and experience to bear. In helping us to provide a high quality service for our children and young people. I want to thank Councilor, Claire McKenzie for his service as Cabinet member for housing services and resident participation. His lived experience as a hackney housing tenant, informed, a constant commitment to a resident lead As he has said, it is vital that the council continues to provide secure and affordable homes for the more than 30,000 household who lives would have been much harder without access to council housing. Throughout his nine-year serving cabinet. He’s shown incredible commitment and dedication to the people of Hackney crucial and navigating the Council through the stark and daily realities of the housing crisis, during the backlog of repairs, built up during the Covid-19 pandemic speeding up the times to respond to reports of damp and mold and leaks introducing our alternative dispute resolution scheme to quickly resolve challenge in issues agreement of a resident engagement strategy. Designed to ensure that residents are at the heart of everything housing services do and the introduction of a resident scrutiny panel to investigate and review how housing services could be improved. Councilor McKenzie was a tenants rep before becoming a counselor, councilman Social housing is his passion and I know who will continue to serve this administration as an advocate for social housing residents across Hackney and London. I have the CS set out, my priorities to tackle the housing crisis poverty and climate change. And my ambition for our burette remains under diminished across the Council, we will continue to prioritize and protect Hackney’s. Most vulnerable, our transformation strategy is central to this approach building a more sustainable effective and resilient council that can continue to deliver high quality services. The well-managed council that has one respect. Well beyond our borders. So to sum up, I know that we’re living through a time when politics can feel increasingly polarized but Hackney will not be divided. I stand firm in my labor values. They are hackney values in our hackney Labor administration. We recognize that our diversity is our strength, and we stand firm against those who would rather defied and unify in the face of hardship. So, let’s be proud of what we have achieved of who we are and what we can go on to do together for our amazing resilient exciting, dynamic and diverse. Thank you. thank you, May would like, um, I’ve now invite the majority opposition group to respond if no more than five minutes answers Steinberg. Thank you. Madam Speaker. I wanted to first of all, Go back to previous item. I think it is the most appropriate to thank the outgoing speaker. Now, Because I’ve known you as a counselor. And you were too good to be a speaker. because, it’s very hard for you as being in the majority group, to be able to obtain pressure. And to be able to do certain things, which you would normally do as being a local counselor, you have a fantastic name out there. You are typical Mrs. Hackney And I felt that once they’ve taken the robe of you and we’ve got back our precious counselor because actually think that ruined you that job. So getting back a hard work encounter who actually does good for the burrow, and actually cares for the barra. So I just thought I would put in my tap and safe any to thank you, but to thank you, not for that year to thank you for all the work you do in Hackney. And when you were speaker, what you were doing outside on the roads when you were alone, when you were not weak, When you were being busy doing your stuff. So I’m sure people outside in Hackney when you were going out benefit very lot. So I wanted to thank you for your great job and I think it’s it’s actually better that you’re back with us because we can have the product counselor back. I also wanted to congratulate. Our incoming speaker. And to be fair. It’s very rare. I think this is a, this is a probably a front page article where you get the Conservatives. Independence and the Greens Voting together. For speaker. And surely, there’s got to be question Marks answers. I’ve said it all the years. That a speaker should be. Every year there should be a speaker from another party. We do important. Still we do in other barrels. We should also do it in Hackney. There’s no reason why we shouldn’t do it. now, I know Sharon, she’s been speaking the past Again. I would prefer from a party, which is not in control. For the simple reason that I feel they would be more fair. And you just have to look at the minutes when the drafted and other things the way that again the officers do a brilliant job and somehow or other. It’s a lot of times the miniatures don’t relate to the and again nothing to do with the officers it just don’t relate to actually happened here. So I wanted to thank Again, the outgoing speaker I want to also congratulate the Deputy Speaker. and I want to give my commiseration through the two of you, but well done for putting your names forward, you actually gave us a choice, you know, here until now it looked like as if there’s no choice for anything. At the same time I wanted to thank Counselor McKenzie. For all the hard work, he’s done. Actually, no. Constantly McKenzie a long time and I think he’s been again another very, I don’t know what I’m talking because I’m so Second Labor Council. I’m saying how good they are, but I think it’s been, he’s been a damn good counselor and I feel, you know I feel again. when I look at what’s happened to his jobs, I it baffles me a little bit because planning is in a mess. So now we want housing to get into a bigger mess, it just doesn’t add up. But again there again, I’m not surprised now, we talk about the government. There is so many problems with the current government. I’ve never seen so many problems in my life. First of all, the benefits, all the people who own housing benefit are not getting council tax, benefits, we keep on. Giving up one message for the public and one message which is actually happening, they’re just people who until now we’re getting benefits for the Council tax. Have got massive bins, You talking about the average person 2,000 pounds. This is under your administration. You keep on talking about the conservatives, you make us look proud because you actually doing 10 times worse. You know, you you’re not giving the Council tax benefit. You take away the heating allowance, right? left? The center you’re cutting and that’s partly why actually new parties are getting in. Because they’re not happy, they’re just not happy. What’s going on? Last but not least, I’m actually very happy to see council sizes on the merry I think you’re going to be very good. So I want to congratulate you and I finish off by thanking. There’s Sam Cooke. And actually, I will mention and thirdly because the council young the way the parcel of the collection has been going, what? It was a very good service and I’ve had people call me up, which have never done. Oh, yes, and saying they were very impressed on the day the way, the crew actually cared and done a fantastic job. So I wanted to thank Sam for that and her whole house. I know you were personally involved also, and there’s a type of Was. Thank you very much. I’ve now, like to write one of the current leaders of the Hackney Independent Socialist Group to respond. You have no more than five minutes. Thank you, Mother Speaker. Thank you. may your Woodley. We have been in Socialist Group we show the painful across Hackney at the passing of Pope Francis. Whether you’re faith or not people respected, but Francis for speaking out, we more clarity or migration, peace and justice as a fellows of America. I was very proud of how he called out injustice from calling for the release of all hostages and without hesitation calling for what is happening the general side against the Palestinian people, that kind of moral courage is way and suddenly we often see the oppos Happening in Hackney Council. I like to start off by saying and recognizing celebrating positive work from the Council that matters to residents, let the support the Carnival. Estate holders are receiving who after a period, the confusion about carnival funding is encouraging to see. The stakeholders are now being proactively supported managing to progress towards a long-term plan for carnival. And the welcome commitment to support, finding a space for much needed culture. Something that will benefit our report for generations to come really commend that work Likewise, I want to also say that the cancers recent acknowledgment that over hackney and acceptable rate of school, exclusions is very much welcome Education, Hills program offers hope showing the exclusions are preventable. We remain concerned about the lack of incentive for full implementation, but we generally want to be proven wrong. We will continue to do our biggest opposition group in the name of breaking cycle. So, harsh, a school behavior, policing, exclusions working in close collaboration with parents and families. Only reputation we brought last year here as well as working with the mental health sector. We want emotionally healthy schools, in hackney and beyond schools, that must be a place to try parole. Not a struggle. This week is Exams weeks. As many, you might know and for the thousand university students, in Hackney, We want to send you all the love. And every to every student sit in the GCC’S and a levels, Exams exams, also, partly coincides with the mental Health Awareness Week. And so we hope that despite the pressure you and all To you remain aware of how a special and appreciate that. You are in our borough Mayor Woodley, this council is eroding. However, in democracy, tonight’s changes is slash public and opposition is speaking time under these guys, under the Guys coefficiency while doubling the time, was it still down in the time to speak in favor of emotions. We feel that this will mean continuing the tradition of endless, self-congratulatory speeches and filibustering at the expense of taxpayers money. We scrubbing. The cap room system, previously, used passionately to block urgent debate by the call for a Gaza ceasefire. Now to the last bit of my message to your statement Mayor. William And they recently and the recently Hadley Council probably and lovely led by example of migrant, right? They welcome having ghost on library is an example of that. What we are about in Hackney because it’s important to respect to remain respectful in public. Like, I want to make it clear that, I don’t dispute that you care about migrants my email. but unfortunately, since his diamonds and his labor government constant attack on migrants, I as a migrant woman of hackney and also residents feel extremely disappointed by this admit. silence in case partner, escaped into minorities and the blame he puts on migrants for the UK’s economic savior. So as he came for pensioners, then our trans community. Now, it is migrants. So who’s next? You are the voice of Hackney a borrowing, the process of becoming a burrow or We want to hear you speak up against just immigration white paper which canceled and demonizes the very people that we set out to embrace and protect I hope When will you publicly sorry Will where you really? I am worried. I’m worried because I don’t know what the red lines for you and this administration when it’s time to speak and and hold national leadership account when will you publicly demand the resources happening needs? When would you call our Starman? His device Antimicry, will you tell me that the attack on migrant work is week? Three is still so shortages with which eventually further delay building their food level homes with desperately need, will you demand for a school family reform to prevent any further school closure? I hope you answer this. Yes, and soon as well as champion in Poland, achievable actions such as the two percent tax on individuals. We over 10 million pounds which will raise 24 billion personally which really instantly millions our property poverty, finding HS and Rebecca to disability benefits VIP and the two Child Cup. And this of course, we’ll benefit from our Hackney residents Where you really? I would love to hear that. You’re passionate your posts and lobby to block the cruel propose. Extension of roots to citizenship from the current five years to the proposed in your extension, we will affect hundreds of hackney residents though through a cruel extension of visa fees, lack of security, emotionally stress and deepened poverty. Migrants and not the problem. The problem is austerity. Corporate grid and continuing under his in under investment of our public this shamelessly under the Labor Administration. Thank you. Right? One of the co-leaders of the green group to respond, you have no more than five minutes. Thank you, and it’s delight to start and by wishing everyone, a happy new municipal year and welcoming you to the chamber. We celebrate because the Green Party was the only party to have increased our number of counselors at every local election over the past eight years. Proving that people want real hope and real change. And on the first of May, the Greens won a by-election in Lambeth after winning a by-election. In Haringate, in April historic wins for the Greens. But the rise of reform is deeply troubling. What’s just as alarming is the response from labor, a party choosing not to challenge, the root causes of disillusionment. But to pander to it if you listen to why people voted for reform, people are angry. People are fed up People are let down and people want to see real action on the cost of living crisis. Instead of properly addressing poverty, laborer proposing, cuts to personal independence payments for disabled people. And instead of fighting xenophobia, can start my effort, the words of racist, you know, how the rhetoric was followed by details. The very disturbing plan when the mayor says Hackney is a borough of sanctuary. We absolutely welcome that but how does that square with the Lady Labor leadership saying refugees aren’t of booked character and that they shouldn’t be allowed citizenship We don’t beat Reformed by copying and co-opting their policies. We can’t fight Fire will fire. We will lose I see myself as a citizen of the world and I want to live in a world without racist borders, Hackney is great because of immigration. We need to celebrate our immigrant friends, neighbors, and communities. I think who counts have any lubbock’s housemate borrower, a Syrian refugee who had his citizen ceremony in this very building, I think of the Windrush generation which is celebrated daily square in Goldstone and all our diverse communities. Who have a home in Hackney immigrants of value, valuables human beings, no matter what, we must lead with compassion and fight division with courage and not triangulations. So rendering moral ground, doesn’t win us votes. It just feels division and I completely echo Council. Turbot still off in calls for your public criticism and to stand up for a migrant communities. Turning to the agenda for tonight. later. You’re here. Some of the series concerns about the administration’s proposals to restrict democratic engagement, and changes to our Constitution. The very core of our democracy was those Changes is to restrict the times then the time and length that we’re given to respond to these speeches and if it’s passed the rest of this speech will be considered shut cut, and I’ll be asked to sit down and shut up. So I use this time to talk about the Green Groups positive contributions over the last year and what we hope to achieve in the income. So in this news last-minute per year, we were delighted to have Counselor Liam Davis, join us and the residents, don’t need to selected him to represent him. Don’t Newington in September and he’s made a huge impact working hard for in residents through Casework and the small businesses in Newington and working with communities calling for action over the genocide on Gaza. And through our scrutiny work, we stopped an increase in the market trader. Fees, helping traders across the borough and save over 400,000 pounds, annually and council, have any lubbock strength and hackney stance against casinos in the borough and together we’ve proposed Council budget amendments, which would have invested in a central youth services. we’ve been proud to have supported residents beyond our ward often when residents have felt that down or not, listen to, they’ve turned to us. And we’ve done our best to support them. Last July, we called for new leadership in the council’s, housing, repair service. And we’re glad to see the cabinet reshuffle with a new leadership is coming, and we will continue to work with residents and the new Cabinet member to improve standards of people’s homes, which are the cornerstone to a safe and healthy life. And I want to just reiterate and be crystal clear that we have stood with solid solidarity with our Intersects and non-binary siblings in the face of erasure and hostility this year, we will continue despite the restrictions based upon us so we’ll provide scrutiny and accountability to this administration. We’ll push for better for our young people by addressing the high rates of exclusions which did proportionate impact our black and global majority children. We’re doing all we can to make our borrow more affordable and we’ll be relentless in pursuing ethical pension fund divestment. And we also offer an alternative vision for the borough, going into the next years, local and mayor elections and to continue to inspire people to get behind real, hope and real change. And we will not show away from scrutiny or hussain’s in the election race. This coming year for a stronger greener future. Thank you. Maywoodley do you wish to reply if so you have no more than five minutes. Thank you, Madam Speaker, Madden speaker. This is a friendly meeting so I will thank Counselor Steinberg for his comments on hard working counselors and offices. I can assure you Cancer Steinberg that I speak or be fair and we’re not interfere directly with the minutes and I cannot help, but it’s a bit richer criticize, our government. After the poverty, that’s been inflicted by your party. But I’ll be interested in how your new alliance with the Greens and the Independence goes forward in the coming year. Cancer turbo deloff, As I say, this is a friendly meeting. So I thank you for your support for our communities, around the world. The conflict has been devastating. I agree with you. That Pope Francis took and such strong stance on this and I hope to see the same from Pope Leo. I also recognize your thoughts for those undergoing exams and I I know it can be stressful time, I’m still remember mine. and as of emotions, I think of our intent is that they can now be heard and fully debated. The cab rank system simply was not working and as for silence, I speak up for Hackney every day and I lobby for more resources through, London councils through the local Government Association through labor and co-op meetings through our resourceful MPs, really pleased to see, Emily Thornbury here today and I do not let up on that. Councilor Gareth. This is a friendly meeting. I thank you for sharing my commitment to refugees asylum, seekers, and our great migrant history and a congratulate you on your successes in elections. I notes when you held a council in Brighton, you were subsequently voted out. But this is a friendly meeting, so rather than cutting time to speak and welcoming opposition today. I think, historically, we rarely had that and we were now have an opportunity for each of the opposition to bring a debate. And I think full debate and challenges exactly what our council needs. But most importantly, we should now have the dedicated time to get business through these meetings, which has been compromised over the last year and that’s really important. We get council business prioritized and passed but again this is a friendly meeting and thank you for your contributions. Yeah. As police. And I’m not going to call short comfort, right? For five minutes like you all back here. Please as promptly as possible. Thank you. There’s something about please come members and guests take their seats, please. Chambers and guests take their seats. Okay, ladies and gents, ladies and gentlemen. Would you like me? Man, countless members guests. Thank you very much. Thank you for very, with me, being back in your seats. Appropriate time. Right agenda. Item. 10. Composition of cabinet appointments. As the appointments included establishment of cabinet committees and the scheme of delegation under, this item are legally a matter that only the mayor can determine I will not take any questions or comments, maybe you have two minutes. To speak to your report. Thank you. Thank you, Madam Speaker. I have outlined my changes to Cabinet, including the appointment of Counselor, Sizer as Deputy cabinet member for families, early years and send in my address. I’m also pleased to announce that Councilor Jasmine Martens has been appointed as our new disability inclusion Champion. My thanks. Go to all Cabinet members, champions and counselors past present, and future. He dedicate themselves to helping residents Can we the Council notes recommendations set out on page 51 of the agenda? Item 11. The Council has before a report on the establishment and the composition of Council committees, etc. As amended Appendix 2, were circulated in supplementary appointments. Well, members agree. The recommendations are set out on page. 78 of the main agenda and revised appendix too. Great. item, 12 Council has it before a report on the appointments and nominations to outside bodies. Well members, agree, the appointments and nominations for the appointments of cancers to outside bodies. On behalf of the castle, I set out an appendix one on page, 99 of the agenda. Okay, great. Okay. Item 13. Council has before a report, which brings forward proposed amendments to the Council’s. Procedure rules, which were proved by the Constitution Committee at its meeting on the 8th of April and recommended to full Council production. I write Deputy Mayor Bramble, as Chair of the Constitution Committee and Cabinet member for legal and governance to introduce the report you have two minutes. Thank you, Madam Speaker. It’s really good that we have tonight because it’s demonstrating the common, the Constitution in live action. If you talk about the Constitution, normally it’s not the most exciting topic. But when you principles of why we have It for our res. Idents and bring the important business so that we can deliver the services. they need. Implement the policies that are so important and do what we are here in elected to do, which is to serve each and every one of our communities. So whether it’s Madam Speaker, we’re looking at the report that came to the Constitution Committee back in October 2024, or if you look at the Peer review report all the business of the Constitution itself and the report actually in the peer challenge to talk about having a robust transparent, strong culture, but also said, Actually, there’s an opportunity to review and look at what we’ve done. We Do a survey at Madam Speaker, listening to electric members and residents to think about what we can do to improve the work that we do and us as members of the Constitution were all tasked with going and talking to our colleagues. About what we felt was working and what could be improved and to report back to myself as chair and Louise as them wanting to officer, thank you to Louise and her team for the dynamic work that they have done in the constant, forget and change. I think it’s really important. We, as the message out, we’re making these changes to ensure. We get that balance of hearing our residents in the chamber. People. ‘S Park Chambers also Madam Speaker, but getting that balance right? And showing that we can get through the business of why we are here is truly important as well. Thank you Madam Speaker. Thank you. Pastor Randall. Chambers wish to debate. If so, I would take Enjoy cup. That’s been another book. Just a point of order under art for Section. A of the procedure rules, as we’re talking about the Constitution, 18.5 says that Speaker must invite the Elector mayor and councils to ask questions of the Cabinet member. So we would like to ask questions prior to making any having any debate. Thank you. Thank you. Thank you. Cats have been in Lubbock. I understand the point that you you’re making whatever the the rules provide however, by convention this castle’s always dealt with any questions as part and parcels to bite on any item in the interest of efficiency running information. I do not propose to divert from the comp convention that this evening. you’re welcome to ask any question as part of your Constitution to the debate. Um, members, I would take one member from each group, you’ll have one minute. Because I’ve been in love at you integration. You wish to speak. I think it’s, I think it’s quite ironically, we’re ignoring the Constitution that while this this report I feel is breaking the Constitution. I first got involved in politics back in the Iraq war days and I had a very dim view of politicians back then, and I’ve never felt as disillusioned as I have. Since these these proposals were brought, it feels like a battling down of the hatches one year out from an election and there are so many bad things in these changes. The Constitution they’ve had the number of deputations that we can hear from residents. And I’ve written to all of the councilors with the concerns about how these changes could impact public participation. And particularly worried about, you know, residents who can campaigners who want to be part of making a better place, especially around the petition scheme. Now I’ll list some of the Mental changes to the petition scheme. I expect I’ll run out of time before I finish. These changes will set a hard limit on the number of petitions we can hear completely remove the public’s right to challenge how the petition has been dealt with. They Rob campaign is a key tools to keep interested parties informed about petitions and share them with their friends, their family networks. I think it might also breach Gdpr only one in of nine of the petitions currently on the Council’s E positions page has over a dozen signatures and four of them have none at all the Council’s E-padition page themselves are clearly not user tested and are a risk of being inaccessible to people. Once someone starts with petition, no one can sign it for 10 days. Providing an unnecessary calling off, period are the position sites. Do not enforce labor, should welcome, robust scrutiny, not be scared times, Okay? And I’d like to ask the question, Does the mayor believe that the measures that we’re hearing today? We heard that I Constitution Committee, you have to vote twice. Is that a good Is that a good time? Representation of democracy and happening? Thank you. Thank you. Is there any other speakers from any other group? Councilshara. With me Vermont spoke against and he joined with our fellow position people. was gives the opposition 15 minutes a year to discuss the political changes in Hackney and but still we’ve still got two and a half hours a year for planted questions by the Labor, Group to the labor councilors for the Cabinet members which is blatantly ridiculous. He reduced it that by 20% by the House and 40% my house and 20% right by the mayor all so, and how can you not make it not political? We are here as politicians. Minor politicians are still politicians and we’ve already had from the nearest discussing a farmer many times in the chamber. You know, and it’s politics. We are talking politics and you can’t Told we’ve only got. in it’s a year and what we can speak about which is basically nothing at all This is not democracy working properly and we were all very, very disappointed and and very much against this this paper You indicating cancer out. Thank you very much. Adam Speaker. There is a fashion going around? Labor running councils in London at the moment. It’s trendy for them to limit the powers of opposition counselors in Merton, Wandsworth, and Southern a variety of measures, have been introduced similar to those proposed this evening, south of the river. the lived in. And yes, they do have loved them down there. By the way, have called An assault on democracy and from where we sit on the opposition bench as that is exactly how it feels. Limiting motions. >> Helen Woodland: You are. >> HTH Room 104 – Council Chambers: reducing speeches and making it harder to review executive decisions. and there’s a lot to review. Systematic housing, failure, savings that really mean cuts ignoring genocide, so please don’t try to tell us. These changes are in the name of getting the job done more efficiently. Everyone knows they’re all about overriding residents, views, and restricting, democratic accountability. I’d like to ask Deputy May time how much input the mayor? The Cabinet, and the chief width label with had into constructing these proposals. Thank you. Capture Google. Thank you. Madam Speaker, as vice chair of the Constitutional Committee. I’m speaking in support of the proposed amendments to the Constitution, These amendments follow the recommendations, the recent local Government Association Peer review. Also been the subject of careful deliberation in public by the Constitutional Committee, which is a voluntary commission. We have in Hackney the proposal. Strike a balance between vital public participation in our meetings and making sure diversity of opinions are heard in the Chamber. And our responsibilities to all members of the communities. We serve the changes include a reduction in the time that the mayor has to speak. For example, one final point madam speaker like you or like Deputy Mayor Bramble, another members of Constitutional committee I was concerned to hear about operational issues, affecting residence access to online petitions. Sincerely, hope that our hard-working leader and governance team will come up with a solution that works residents with that caveat. I would urge all colleagues to vote for these amendments so that we can get our business done. Thank you. Imagine speak. And now we write Deputy May Bramble to respond. You have something. Thank you Madam Speaker. and councilor shower. There are many ways for elected members to demonstrate their opportunities to advocate on behalf of their community and through full council. So I welcome your opportunity to put through an opposition motion debate as and when you see fit to do that process, That is just one example where you and we are able to conduct business and have those opportunities, Okay? The words of Counselor Gordon in terms of the reasons why we make these changes and council around. But thank you again for raising your questions and your comments that were raised and discussed in length, in at the Constitution Committee. And I will say again, as we agreed in the meeting, that Louise and her governance team took note. Of the queries. And the concerns that you rate that we all echoed the concerns of petition and as as we said in the meeting, we would be updated as a accordingly. I think there’s a little lots of comments about not being transparent. Lots of comments about democracy being shutting down Madam Speaker. like to end with this. The Constitution is cross-party, and it’s cross-party. Because when I begun the work on the Constitution, with then Dawn and the one in officer, and we won’t tell her that we are now working. So close together, don’t you? Wear my favorite when you were before. Up on eternal officer. We used to sit in an internal meeting in this council making those decisions. I made the decision that we make it a public committee and task in officers, you know what it’s like politician has an idea. It just always means work for officers. And Dawn, and the team took that to task. And now the same places that you raise, the concerns are the public forum that I decided us to have that is the Constitution that is democracy and that is how we best serve our residents. Thank you. Madam Speaker. Thank you cats. The Bramble, Adam Cameron members of greater recommendations to set out on page 102 of the agenda, Okay, well we’ll take a vote. Can we have a vote, please? All those against, Okay. All those in favor of the recommendations. Okay, US and extensions. I think that’s carried. Okay. Magnum speaker. Please, please. Can you sit down houses? Can you sit down please? Thank you. okay, thank you very much item 14, which is the dispensation Report Council has before a report seeking approval of dispensation for cancer leaving from attending meetings on the grounds of ill health, following the conclusion of the debate, Well, the Council are great to note in accordance with section 85 of the Local Government Act 1972 Council, leave, he’s not attendance meetings until the first year of November Do we agree to that? Thank you. I’d like to wish cats are leaving a speedy recovery and I hope the conservative group can pass that on to him. I’m sure they’re in contact with him. I Agenda item. 50 cancel. Il sorry counseling. Oh yeah. I just want I think you’ve just decades it speak about. I just wanted to make it public as well that we us on this side of the chambers to Counselor Levy. Can cancellation. That’s very nice. How’s the Steinberger? It’s quickly. I wanted to thank all the offices and counselors for all the support all along the way for the Health Council. With a great dad. A ginger item, 15 The reappointment of an independent person stands, great Council has it has before a report seating, the reappointment of Pharrell urgent urgent to the role of independent person standards for a further term, four years until the end of the municipal year 2028-29 well Council greater this set out on pages, 165 for the gender. I want to speak. I just wanted to make the point as terrible that we did. Welcome following guidance from the LJ Peer review and other external reviews that we’ve had that we have welcome to new independent members to the audit committee. I did. Raise this unfortunately didn’t have a supplementary agenda but I just wanted that noted. Thank you, bad and speaker. Thank you, Council Lynch. Okay.
