What’s wrong with my cooking set up?

Hi everyone!

I have this (very budget) cooking set up but it hasn't worked too well so far. Water barely boils – it just doesn't seem to get hot enough.

My question is: what shall I upgrade first? Stove or pans? Or maybe there's something else?

I can't afford to buy new everything, as you can probably tell.
