Can anyone identify this bike?

I found this bike abandoned. The drive chain was broken (sprocket and chain mangled).
The frame has been painted so I can't identify a manufacturer or age.

Does anybody have any idea or insight?
Are any of the components any good?
Worth restoring or harvest the parts?
