Hey folks,
I am in the market for a commuter bike to get me 13Km each way across low-moderately hilly terrain.
My city doesn't get so much rain (around 100 days per year) but I am still trying to decide fenders or no fenders.
Have narrowed down to a Giant City Cross 2 equipped and Merida Speeder 300.
The Giant has fenders pre-equipped along with pannier racks which I am keen to use.

The Merida Speeder 300 can have a back fender attached only along with a post-market rack. It also has carbon forks which seems a plus but is about $100 more expensive.

People I have been speaking to have said that fenders aren't always worth the hassle. Can any of you suggest one over the other?
