I've a great idea! Make all cyclists take a cycling proficiency test before they can go on the roads then they can wear a registration plate on their cycles so they can be identifiable and can be made accountable for their actions! It's not perfect but it's a start!

There maybe rules for cyclists but as they consider themselves to be above the law they ignore them.
