I don’t see a crack. Just paint chips. Hard tool tell from these pictures though. Maybe others see a crack?

The paint job? Yes, even for rattle can, it’s bad. Use masking tape, people!
But yeah, I don’t see a crack either.

I dont know a whole lot about bikes so maybe it’s surposed to be there. The crack im reffering to is on the first picture, below the seat tube clamp.

The biggest concern I would see is that the seatpost is corroded into the frame and literally won’t move anymore. Have you tried this before buying it?

I don’t see anything.

hard to say from the pictures if it’s just a little rust working under the paint, or worse.
The area that worries you is right below the seatpost, right? So just take out the seatpost, and check from the inside with light, maybe scratch with a nail and see if it’s rotten.

Oooh… you mean the expansion cutout. No that’s fine.

Take the seatpost out, is the seat tube deformed in the area where it appears to be bubbling? If that’s a bulge in the steel it looks like someone might have been riding it with post out past the min insert line.
