I saved this bike from scrap yesterday with the aim of restoring it. I'm new to bikes and DIY in general, hoping to learn as I go along! I've been trying to find out a bit more about the bike, but couldn't find much online, and wondered if someone could help! I picked this up from the tip, so have no idea about where the bike came from, no information was left with the bike. From the faded shield on the front I figured out it's an elswick hopper, but wanted to know which model and an approximate age. I can't find any serial numbers or extra information on the bike, and unfortunately the handlebars, saddle and tyres all seem after market. From a search on eBay I think it's a "city bicycle" but the frames and handlebars all seem to differ slightly on these. If anyone has any tips on restoration or helpful resources they would be much appreciated too! Is vintage bicycles an appropriate place to ask questions about restoration and repair?

Tldr: what model and year is this elswick hopper? No info when found, no serial number available
