In order for that document to be worth anything, it has to be ratified by commonwealth law.
As for a vehicle in drydock, that sounds like maritime law, not exactly valid for a land vehicle.
Registration is required for the safety of the citizens. Licensing is required for road usage. Nothing the cop did was improper. At least within the context of this video.
