I’m pretty sure your idea of having the front axel pivot is the right direction to go. Essentially this should make it track like daisy chained trailers would. It will be even more difficult to maneuver in reverse by just manipulating the bike but it should track forward easily enough. I have seen 3 wheeled trailers using a similar principle – the front wheel is steered by the tow arm and a two wheel axel in the rear.
