I am actually not surprised by this. Scotland had one of the highest concentrations of homeless people I've seen anywhere in the Western world. I had thought Scotland was the progressive/left-wing part of the UK, so it was a bit surprising when I went there that I saw even worse homeless conditions than I've seen in US cities. Also, the underclass in the US, Canada, southern UK, France, etc., tend to be racial minorities. In Scotland, they are white people, and you can tell by sight they are addicted to alcohol and/or drugs.
This is the state of this country after Tory rule and now Labour, and of course the underfunding and neglect goes back further. They have no hope now with this Labour government unless they are newly arrived migrants.
