Maybe because I don't drive often, but when I do drive I'm so completely aware I'm operating a deadly machine. I would be terrified to get on my phone while driving, knowing how easily I could crash or just lose awareness of my surroundings.
Guess uk rules again. Rest of civilized world as long as you are standing you can check your phone. Same as getting something from the glove box that you don't do while driving or removing a jacket.
