Valga and Valka are not the same city :/ one is latvian city and the other is estonian city. there is just no boarder due to European union. The same thing would work with Finland too but there's sea between us. Valga people definitely do not speak latvian 😀 the boarder has not been open for that long. Same for latvians. Only russian and english might be possble to speak if any of those…. Valka has been popular only for 2 years because of that cheap liquer store Alko1000 and SuperAlko and some other shops as Depo in Valmiera or Mego (market chain). The same thing works between any of EU country which has no boarders between each other (for example spain-france, germany-france, lithuania-latvia).
