I can't tell you how much I'm bothered by tarmaced cycling lanes. Yes, they are comfortable, sure. But my business is cables and pipelines and providing for them within our roads. Downtown you always have sidewalks. Outside municipal borders you don't. And there's less and less room to play with every day. A comfy cyclepath is nice but it does cost us. Where is your watermain going to go? Or your 25kV electricity? Or your waterbased heating system? Not under tarmac, the tarmac won't last a week until they have to break it up. All those lines need servicing.
It's a major headache by now, it's getting crowded.

Utrecht is both a province as a city. It's the same as New York and New York city.
Also, Veenendaal was voted cycling city of 2020. So that doesn't mean they're still the cycling city.

About 10 years ago Groningen was ahead in cycling infrastructure, other city’s were just catching up. In the video “Groningen: The world’s cycling city” (English subtitles) shows what they did.
In the Netherlands there are 2 provinces with a capital with the same name. So there is a province Utrecht with it's capital city Utrecht and province Groningen with it's capital city Groningen.

Don’t know if I posted this before, but the video “cycling to school” of this channel BicycleDuutch is one of my favorite videos. In the video kids are biking to go to school in Culemborg. It starts with the children that lives the longest distance from school. Then other kids join in. It’s like a river growing.
And it’s one of the most Dutch things I can think of.
The video wouldn’t have looked very different in the time I biked to school decades ago.

The Netherlands' Cyclists Union (Fietsersbond) does a survey each year on the municipality level (not necessarily by town, as one municipality may contain several towns). The worst municipality for cycling is Aalsmeer, scoring just 2,7 out of 5. Lack of direct routes and too many streets with a 50km/h speed limit play a part there. Also, too little is done to provide safe bicycle infrastructure for vulnerable cyclists, like small children and the elderly. Other lackluster municipalities are Hilversum, Doetinchem, Venlo, Maassluis, Gouda, The Hague and Rotterdam. The top ten is made up of: Houten, Noord-Beveland, Zoeterwoude, Schiermonnikoog, Veenendaal, Eemnes, Leusden, Zoetermeer, Tubbergen, Vlieland.
