Several weeks ago, you kind people helped me to get a fork off a bike, and now I have some questions about getting it back in.
In the picture is the fork in question. When I removed it, it came out like this with the bearing ring sitting in this position on the steerer tube.
My questions are:

Is that headset bearing meant to be there or could/should it (ideally) have stayed in the head tube (like the other one did)?

Do I remove it and try to install it in the head tube again, if so?

If it’s not meant to be on the steerer but in the head tube, is it damaged? It spins freely as it should, but I don’t know enough to tell if there are other issues I should be seeing that would tell me it needs replacing.

Related but unrelated question – is it likely there’s an o-ring that should be installed somewhere in the setup of the fork and handlebars on the frame? I documented removal of all bits and their original location during disassembly, or so I thought, and have an o-ring that’s about the right diameter that’s unaccounted for.
