If they wait behind the cars, then they're taking up a cars worth of space, meaning any other car behind has to wait behind them — enough of this can cause a jam
I probably would have stopped as the car in front was waiting to turn right and only one other car behind. If there was a longer queue of traffic then I would have filtered.
