I don't think it's a sufficient explanation. If they're designed to steer themselves, why do we need a handle bar at all? We would never have to touch the handle bars with our hands anyway.
If you want to prove a point about locking steering without people on it don't have people on it. But a test I just did proves your whole hypothesis wrong so
This is why you counter steer motorcycles to turn them. Leaning doesn't do anything. Yes, people have rigged up static handlebars that attach to the tank to prove this.

Missed the most important part of the rake of the forks up to the handlebars. Also known as caster. This is what aids the handlebars weight transfer.
Ngl a bouncy bike seems really cool.
The real question is how and why a 'non conscious' handle steer itself to keep the bicycle steady?
