My question is: if these people are homeless and/or suffering from huge mental health or drug addiction issues what do you do with someone who WANTS to be released and/or does not want to leave as they get a bed and 3 meals a day? You can’t just “call the police” and make it their issue. They’re facing the same issue, from an institutional point of view, as the hospital is. They have someone who MAY want to be within but they’re not qualified to do so (either by lack of critical health need or lack of criminality).
If you want another solution (as a taxpayer) then you need to understand that with that comes a new cost. If you say they should be put into mental hospitals then you need to agree the funding must go towards that but not only just that, you need to ask whether their lack of place to go deems them to non-consensual committal in such a place.
If we lived in a society where we all agreed housing and/or state-funded care is a right then there’s a path there – though it requires additional taxes in some way. If not, then you can not pretend you are outraged by this current modus operandi being used by healthcare institutions.
I am Canadian & I feel we are losing our own version of the NHS for many reasons but I will still be the first to admit that us going the way of a totally free-market healthcare system seems like an even worse version of what we are already suffering from.

In US, private insurance HMO's are taking over Medicare, and the result will not be good for patients. Seduction by HMO's onto their plans are very deceptive, giving out food vouchers etc.
