I recently bought a wheelset and have had trouble getting tires to seat properly. I inspected the rims closely and found weld slag on the inner walls of both rims. It isn't much, but I believe it is just enough to "pinch" the tire just slightly enough so that it does not seat perfectly even.

I reached out to the seller and sent these close-up pictures of the weld slag. He responded by saying that excess rim weld is normal on rims from Sun (rim manufacturer). He mentioned they are MTX29, of which I can find nearly no information about. My question to you all: is this type of excess rim weld normal?

I have a 20 year old pair of wheels from Sun, and they are finished smooth.
