disclose any interest they may have in the the items to be discussed councelor Banks yes I believe I have a a declaration of pecuniary interest when it comes to discussion of 4C the council plan I’m employed by the open University and therefore will not have an unbiased opinion on that part of the plan thank yous um uh I’m employed by the open University as well um is an issue on me is that for transparency yeah just just for transparency yes that right thank you okay okay um item 4D announcements the mayor and the high Sheriff’s peace and unity cycle ride for those of you not already aware I will be kicking off my year of cycling with a celebration cycle ride through Central milon keing on Thursday the 11th of July starting at Station Square we will be riding gently up Midsummer Boulevard hooting our horns maybe and ending at the light pyramid for a bring your own picnic and speeches from a range of guests please do join us if you can you can register your interest online the mayor’s Cricket Cup match and family fund day I’m delighted to confirm that this Sunday the 23rd of June the friends of the Caribbean will be hosting a star studed cricket match and family fund day where a number of former International cricketers will compete for the mayor’s cup the event will be held at Milton King’s Village cricket Pavilion from 10:00 a.m. and tickets are available online and yes I’m going to be playing Cricket uh Midsummer Festival also this Sunday the council are holding the city’s first ever Midsummer Festival from 10:00 a.m. to 10:30 p.m. Midsummer Boulevard will be transformed into a festival Central inspired by traditional Midsummer themes of renewal healing and health as you all know Midsummer Boulevard is aligned with the path of the sun at summer salses which in Tradition folklore is celebrated on the night of the 23rd of June on the subject of the salers for those of you that are early risers we are meeting tomorrow morning at Station Square from 4:15 for summer salsa 2024 that’s for a cycle ride coffee and donuts for the brave are the Mad cyclists sorry tonight there is no Post Council Refreshments in the mayor’s paror so my deput cook women’s leaders award I was pleased to attend the women’s leaders award 2024 yesterday evening it really was fantastic to celebrate some of the remarkable women living or working in Milton keing my thanks go to Julia Mills and all of the trustees for organizing another excellent event a special mention to our own monitoring officer who I won’t mention because you all know her who took home an award maybe we could have a clap for [Applause] her running out of time relay earlier today I headed to Stadium MK where I joined our care experienced young people and our mkcc colleagues for the running out of time relay the relay race which was launched earlier this month at Ben Nas is making its way across the UK and today we did our bit starting at the stadium we cycled and ran over to the Finish Line at the three locks near sto Hamond the king’s birthday’s honors and finally I note the following who were recognized in the King’s Birthday honors Ian Stewart who was awarded the commander of the order of the British Empire for political and public service and Alan PR who was awarded the medal of the order of the British Empire for services to the community in BO brickhill and that’s nearly the finish of my announcements but I have one more announcement to make and it’s councilor gir’s birthday today so happy birthday Council G item two public involvement item two is a public involvement and all sorry it’s petitions all petitions and questions have been published on the C Council website chief executive have any petitions been received from members of the public yes mayor we’ve received one petition this evening which will be be presented by Victoria councilor Victoria Hopkins thank you and before I ask councelor Hopkins to um present competition I just want to say that um I’m not going to do the 30C uh rulle in I’m hoping that everybody will have recorded it’ll be 3 minutes so I just think it personally it’s off put in but we’ll we’ll take some feedback afterwards as well so that’s just the won’t the 30 seconds ruling won’t be happening tonight so um councilor V Victoria Hopkins I understand you will be introducing this petition on behalf of the residents you have up to three minutes councel uh thank you may I’m pleased to be able to present this petition today signed by residents of cot calling for an EST Statewide 20 mph speed limit mayor the simple fact is that if you hit a pedestrian they have a much greater chance of surviving if your speed is lower the risk of fatal injury when hitting a pedestrian at 40 m hour is 90% and reduces to 2.5% when driving at 20 mph approximately 2/3 of all C es in which people are killed or injured happen on roads with a speed limit of 30 mph this is a serious problem across the country and we want to ensure our local areas in DB and wton are as safe as they can be for all our residents and visitors alike thank you mayor thank you councelor Hopkins um councelor Wilson marklo will you respond on behalf of the council you have up to three minutes I don’t think I’ll use three minutes uh um thank you very much councelor Hopkins um as I’m sure you’re aware there is a process that we follow for 20 M hour zones I’ll be very happy to work with you through that process thank you thank you councelor Wilson marklo councilor Hopkins do you wish to comment on the responses from councilor Wilson Marlo you have up to one minute no just thank you very much thank you item two um is public involvement um item two is a public question the total time set aside for public questions is limited to 30 minutes chief executive have have we any questions been received from the member of the public yes mayor received one public question this evening from uh Mr Colin Armstrong thank you Mr Armstrong could I ask you please to come to the floor could you please um just introduce yourself and tell me if you’re uh from any organization and uh you’ve got up to one minute please thank you hi um Colin Armstrong I’m just a member of the public my question is I let my property to Milton King City Council as part of their secur let scheme in September 2020 in May 20203 I asked my property to be returned to me as we were coming to the end of the contract and I wish to rent privately after a stage one complaint a stage two complaint contacting the Ombudsman and countless emails to council offices I received my property back 295 days late I still yet to receive the final rent payment that I’ve been told I would receive in the next payment R May 2024 is it acceptable to keep your professional Partners waiting for payment for such an extended period of time and when can I expect my final payment so this issue can finally be closed thank you councilor I believe you’re going to respond to that thank you very much Mr Armstrong um and thank you for providing the question in advance um I’ve asked the house Supply and acquisition team um Who provided me with a bit of response um so the eviction process for the tenant um is the same as it’s used privately for the section 21 notice um the city council was unable to expedite the court process and has to wait for a court date um as part of the complaints process the delay was acknowledge an and an increased rate Ral payment was agreed the final payment is due to be paid to you on the Friday the 21st of June um it’s accepted that this process has taken an extended period of time due to the need to evict the occupant of your property Mr Armstrong do you have a supplementary question I have an additional comment if that’s right thank you due to the lack of communication and the fact I’ve had to push and derve at every stage of this issue I will never let my prop to Milton King City Council again and will strongly encourage other landlords to do exactly the same I know I’m not the only person that’s been treated in this manner and as a result of the poor treatment of private landlords Mr Armstrong that’s not a question no I thought I made it clear I had a statement perhap perhaps you should have done that at the beginning okay thank you I I did say before we I said it’s not a question it’s a statement thank you yeah it’s a supplementary question rather than a statement okay how can we ensure that this never happens again thank you thank you can I ask that you return to the gallery please Mr R thank you sorry councilor did you want thank you for that final question um about how we can assure that n Happ SC um I’m new to this portfolio and I’m Keen to understand how we can um manage our relationships with private landlords because they are a key part of um our house and solutions and provide an accommodation those in need across the city um so I’m happy to take any comments you’ve had around the process thank you right item four reports from cabinet and committees item 4 a is a referral from the Licensing and Regulatory Committees of the 7th of February 2024 councelor Priestley would you please move the recommendation thank you Madame mayor last year was a very busy year for the licensing and uh regulatory committees and just within the licensing area we found that we met over 10 times for a range of areas one of the key areas that we are looking at in terms of challenges for the next year coming are multiple but I think there is a a key um focus on two areas the first being issues around uh areas of um cosmetic challenges or cosmetic um licensing to ensure that the safety of the general public at large is well taken care of and there is work going on in the government at the moment to make sure that we have uh licensing available that meets those challenges to ensure the safety of clients right across the city and I think the other area to mention is around the illegal um drink uh verification for young people and I think there are other areas but everybody has a report in front of them so uh without further Ado I’d like to recommend and move the motion forwards thank you thank you councilor Priestley do I have a second Council mle thank you very much mayor um just to add to what Mariah said it was a busy year I’d like to put on record my thanks uh on behalf of the committee to all the officers in the Regulatory and Licensing team and Democratic Services who managed the uh case load and the meetings we had but apart from that thank you thank you Council McLean chief executive I understand there are no public speakers that’s correct ma’am mayor please confirm those counselors who have given notice that they wish to speak I have no counselors listed to speak do any of the councilor’s wish to speak if you do please raise your hands now no councelor Priestly would you like to sum up please I think I have already uh mentioned some key areas and I’d leave it at that Madame mayor thank you okay perfect is the recommendation agreed item 4 B is a referral from the standards committees the 14th of March um 2024 councelor Canon as the previous chair of the standards committee would you please move the recommendation thank you mayor um I’d like to thank particularly the officers who did a lot of work on the uh managing the whole complaints process as part of uh standards work and I’d like to thank the the members in particular the uh Vice chairs garyi and uh Ahmed and also the independent persons who actually help with the work of the standard committee uh in particular there was uh a lot of work done on the social media policy and the the guidance that has been published for all the members to u to use um I think you’ll find it very useful if you do have a look at it um and and it will help you uh Safeguard yourselves um if you do have any issues with uh social media attacks thank you thank you councilor Canon um do I have a second uh councelor Ahmed formally thank you um chief executive I understand there are no public speakers yes that’s correct mayor Deputy Mayor please confirm those coun who have given notice that new committee all the the luck in the the forthcoming year thank you thank you is there recommendation agreed [Applause] um item 4 C is the referral from cabinet the 4th of June 2024 councilor Marland would you please move the recommendation thank you for the benefit of new counselors um each year um the administration brings forward a new delivery plan that transfers uh the manifesto or manifestos as it might have been in the past to council policy for our non-political officers to deliver on behalf of for the people of Milton ke the delivery plan is uh the annual or in this case two years uh cycle of the council plan and the council plan itself is the four-yearly chunk of delivering the strategy for 2050 this year um as you’ll see in front of you there is only a minor refresh of the council plan 2022 to 2026 carrying on the work that this Administration did with the progressive Alliance the main change is to uh change one of the pillars that the city aim is for from the previous word Progressive to the current word inclusive that’s because I believe that this city should be inclusive uh should appeal to everybody and should regardless of gender ethnicity sexual orientation or any other protected characteristic feel welcome in this city we are am also updating some specific language in the council plan around the university and reiterating our our goal of being carbon zero uh carbon zero by 2030 both both as a council and as a place the delivery plan is for two years as opposed to the normal one year and includes many important things for the future of the city including the MK City plan an events Arena improving Station Square but not always forgetting that we continue and no doubt will discuss later we will continue to live in straightened Financial Times and therefore balancing the budget particularly as pressures grow on social care and adult social care are hugely pressing what is different this year as a labor Le majority council is that we have a 100 day plan which we want to hit the ground running on and councelor Mark Wilson marlu got set this off yesterday by putting to bed the conservative lies about weekly B weekly black sack collections we will also s start in the next 100 days the next generation of council homes move on improving the enery efficiency of a number of our stock and make progress on delivering for residents The Galley Hill and blle regenerations this plan shows that the stability of this Council over the past 10 years but on a national picture it really is time for change and imagine what this council could do with proper funding as no doubt we will discuss during councilor’s Crook’s motion I recommend the council plan to the council thank you councilor Marland um do I have a second Council May so I’m very proud of this uh of this council plan it really does build on the amazing work that we’ve done with the liberal Democrats uh over the last 14 years and I do want to personally thank them not just for their contribution and challenge but I think it made us uh more robust and think about different solutions and I hope that continues my the key theme I want to take out of this is right at the beginning of the document and it talks about service and that service not just of us politicians to our residents which I know many us as counselors share but the service the officers uh feel that they are giving to the city in fact uh having had dinner last night with Sharon when she got her award she spoke of service and actually it’s not about Awards but actually it’s about serving the people of this city and I know that’s something you see in so many of the officers and departments right across and we couldn’t do this without them our financial challenges remain as councelor Marlin said but I’m really proud that we’re continuing to prioritize prevention particularly for children and families with our expanded uh children and family centers child poverty by looking at rolling out breakfast clubs so that every child can have that healthy breakfast and be able to learn and not think about their stomachs growling and also the work that we’re planning on doing to tackle antisocial behavior on our on our high streets as well as the work that we’ve done with with um the police and the courts on tackling knife crime and gangs and the one that’s closest to my heart as you’ll all know our white ribbon City campaign because with the attitudes that we’ve seen and the radicalization of young men online we’ve actually seen violence against women and girls rise in our city we have some of the highest rates of domestic abuse and sexual violence in the temps Valley area and there’s some very important work that we’ll be doing with our partners on tack Ling that but it’s also about prevention and it’s getting all the amazing men in this room to stand up and say this is what a real man looks like who will never excuse or use violence against women and girls and so we have a real leadership uh a real leadership role that we can play so I think there’s so much other stuff that’s fantastic but those are the ones I wanted to highlight thank you mayor thank you councilman Darlington um chief executive I understand there are no public speakers that’s correct mayor Deputy Mayor please confirm those councilors who have given notice they wish to speak thank you mayor I have councilors mozil councelor Robin Bradburn and councelor krux listed to speak do any other councilors wish to speak please raise your hands now thank you um in no particular order councelor or Bradburn please thank you Madame mayor I will not expand too greatly on what I said at cabinet earlier this month on this item but just to reiterate to those that weren’t there the liberal Democrat position is that now we are the main opposition to the administration despite the various social media posts to the country that came out not so long ago we will not oppose for opposition sake and we certainly will not make unfounded criticisms or claims against the administration that has unfortunately be the nature of the previous three years that said we will offer a cooperative and hopefully constructive opposition but we will when need arise hold the administration to account if targets or goals are not reached the buzzword this general election period is change and the people of this country and Milton kings are crying out for Change and we know it can’t happen overnight but we will hold you to account if change doesn’t happen though the number on the plan has increased from 78 during the days of the alliance to 117 we understand that because it’s set over a 2-year period but we’re also mindful a lot of the aims our Ambitions we both share so I look forward to going forward and making the new city of milon Kings a success and somewhere where we’re all proud to live and work and bring our children up and that’s all the goals we need thank you m councelor Ren um councelor Mel please thank you mayor the plan is excessively high level and filled with wague aspirations rather than clear measurable goals it outlines broad objectives like promoting sustainability and creating high quality jobs but fails to provide specific Strate strategies or timelines on how these goals will be achieved without these details it’s merely a collection of well-meaning words without a road map of for implementation the first principle ambitious in what we do and the second principle public service at its best seems contradictory when considering its out comes for instance the plan States as an outcome that the number of children living in poverty is kept to a minimum and this is not something we should aspire to we need to be a council that will do everything possible to get them out of poverty and we need to have a plan on how we will achieve this we need a vision for our City’s future that is backed by a detailed actionable plan ensuring strategic and effective development that’s going to benefit all the residents that live here and on that note we cannot support a plan that is so nebulous and lacking in actionable items necessary to instill confidence in its Effectiveness thank you mayor thank you councelor m um councelor Kooks thank you mayor this is a question rather than a speech but the leader will remember that in the second half of last year an allp party group looked at the whole issue of the adoption procedures for highways and public spaces uh in the city one of the things that we really came to realize during that period was how much that is in this as Robin said excellent council plan doesn’t actually apply in those newer states on the east and west of our city we brought our report to the cabinet in February where I think Jenny was it’s fair to say that it was warmly received and certainly your decision notice afterwards took on board a number of the most significant recommendations sadly those don’t seem to have worked their way into the delivery plan despite our insisting or we wanting to say that they were urgent my question therefore to the leader is whether in a revision of the delivery plan during the course of the year if he would be prepared to take on board and put into the plan some of the most significant recommend recommendations that that working group made thank you councelor Kooks councelor Marin would you like to sum up please thank you uh thank you councelor Bradburn uh for your kind words and I think this is the third and probably final time that I will say it thank both yourself uh councelor car and councelor trendle for the work that you did in cabinet I know the city is in a much better place for the decision that your group took in 2021 uh than it would be um um otherwise um I do think it’s sad that you don’t take um maybe a note from your current uh national leaders um Progressive agenda and maybe do a bit of water skiing or a bit of rock climbing or or or or maybe drive a tractor through a wall um or or or or or any interesting thing to get yourself in the paper um but I do sort of yeah what what I um I definitely wait I’m definitely looking forward to 2026 to see what the uh stupid stunts of the liberal Democrats might be um Council musil um you might have missed um in the council delivery plan um regarding your uh discussion about the council not ambitious about delivering to sustainability agenda you might have missed the fact that within a 100 days we are going to agree uh 177 million pound refurbishment program into our Council stock that will save thousands of people who are living in those homes money on their energy bills energy bills that this government allowed to Rocket over the past over the past uh two years um you may also have missed that it’s the national government and if you’re talking about sustainability that allowed new oil and grass drilling licenses to continue to pollute in this country and push back its climate Target from 2035 to 2050 change is in the air and change is coming a conservative leader in Milton Kings talking about this Administration not being positive enough on child poverty when the number of food banks in this country has gone from 15 in 202 in 2010 to 1,500 this year you should be ashamed of that you should be telling the people of Birmingham ladywood you should be telling you should be telling the people Birmingham lady ladywood not that they are poor but because of a conservative government they are poor councelor musim you talk about a vision for the future of this city it’s you and your group that on on the agenda this evening have a have a motion to have a referendum on literally the spatial vision for this city when it comes to reality councelor Muslim Hill you should support this plan because your group and your party nationally have got nothing to offer this country and Council Crooks I will take on board what you said and we’ll give you a response in [Applause] writing thank you councelor Marland um I assume that the recommendation is not agreed so I will ask the head of democratic services to undertake a vote on the motion in the way I’ve outlined earlier Newton blossomville parish council meeting so I’ve had to re rework it it’s the um Cabinet member of public realm in relates to um landscap escaping and L lping Etc um at a parish meeting last October I was asked where’s the schedule for the work to be done in that Parish so I asked officers whe we whether we could receive a um a list of all the works to be done in each Parish apart from the devolved parishes um I was told it was too early in the contract we would come later I asked again in April and I was told well we don’t want to do it now because we’ve got we’ve got elections coming up in may we don’t want to send it out twice it’s still not come out so I still no idea uh what the parishes um are receiving by way of work under the new contract on the first of February in this chamber we had a briefing from suiz about the new contract uh I asked about when list picking would occur on the aads because when the um Decay occurred over the winter lots of things appeared bottles cans Etc I was told we get that um I’ve been asking since then on two or three occasions and recently as the grass has grown near roundabouts it’s actually been quite dangerous can I ask you to sum up please councelor mle so I watching I beg your pardon um so I’d really welcome an opportunity to explain um to the cab member what I think’s gone wrong and ask for help in finding the information thank you mayor thank you councelor McClean I’m really sorry I thought the schedule had gone out if it hasn’t I will chase it up I suspect we won’t it won’t go out until after the 4th of July now but as soon as it can go out I will make sure it will it does apologies for the delay the litter picking I’ve seen this crop up a few times so let’s have a conversation about it and maybe maybe put some time in with officers to make sure it gets resolved thank you do you have a supplementary Council can you tell me how we can stop the grass growing till the 4th of July you might not get a schedule before the 4th of July that doesn’t mean nothing will happen before the 4th of July I will follow up with officers thank you councelor Jane car thank you mayor my question is also for councelor Wilson markl at full Council in March I put forward a petition on behalf of the residents I serve in Newport Pagel South to save the number one of the number two bus routes that serve the town from being withdrawn by ariva as was the discussion with drivers and residents who told me that’s what was being being discussed the petition came about following an inundated counselor surgery where we saw 30 to 40 residents in attendance all expressing their concerns that ARA were not recording accurate passenger numbers and were failing to collect bus fares leading to ARA to think the roots were not viable the petition which has received over 800 signatures asked the administration to work with ARA to support a full passenger audit please could the cabinet member for the public Reign provide an update on how this is going and if any progress has been made with the bus company thank you thank you very much for your question councelor car I wasn’t here when you bought the petition um but have been working very hard on this particular issue um it’s happening across the city um we have been talking regularly with ARA about the issue I have since initially raising it and being told there wasn’t a problem been advised that there is a problem with the ticket machines um it’s not a Reaver that have caused the problem but they are working with their provider to resolve it we also through uh residents reporting routes vehicle numbers um and times we’ve been able to identify some rogue rogue routs perhaps is a is a way to put it and we’ve been able to to try and put those right I think there are still issues outstanding there um we need to work closely with the Rea and obviously any decisions that we make about continued funding or or or ending funding need to take into account the fact that we aren’t confident in the in the information that AA are providing to us and working with ARA to get to a place that everyone is comfortable with so I really really appreciate you raising it again and I just want to reassure you it is a regular discussion I’m having and I’m really sorry to the residents of Newport Pagel that they’re not being served better thank not just new Citywide thank thank you do you have a supplementary thank you may yes um I’m grateful to Cabinet member for the update and I’m grateful that the concerns of residents having finally been accepted as being real because to be told that you’re lying when you’re repeatedly getting photographs is unacceptable can I request that a further update is available within the next three months perhaps at the September full Council so that I can continue to update residents and reassure them that they are being heard I’d be very happy to do that councilor car thank you thank you thank you than you um councelor Verma please thank you Madame May uh my question is uh for the relevant Cabinet member for E Scooters uh some of my residents have been in touch with me regarding concerns about E Scooters they are worried that they have being left across payments blocking safe walking routes and there have been accidents and near misses involving echool users uh they’ve also raised it’s not very easy to report this issue issues uh and there is no Mi available to see how many people have raised these issues uh the question is how is this Council uh the is is is going to comb back the issues as these and how my residents can get the best feedback and their concerns you um thank you councilor Verma that is me as Cabinet member for transport um I don’t think we have a Cabinet member for E Scooters um uh um so there is legislation that sits around how how E Scooters are used what councils can and can’t do until until a final decision is made about the future of es scooters that legislation can be quite restrictive and changes are made sort of on an ad hoc basis we have had several conversations with the various escooter providers across the city about creating parking spaces about putting in place greater limits on on how they’re used and making sure that some of these issues are addressed because there are ways to address the complaints that residents have and there are ways to make sure that escooter users are using them in a more um thoughtful not thoughtful considerate manner um but that the changes need to go through government and there has been a delay there that that means that those changes haven’t been made and and we the the Eed providers haven’t been able to provide them any complaints do have they can talk to the council about it but all complaints need to be shared with government and they need to be shared with the escooter providers um we do gather feedback and have consistently gathered gathered gathered feedback since starting the trial so if residents would like to contact the council please please encourage them to but just with the caveat that we are doing everything we can within the legislation as it stands to to manage E Scooters and legislation changes would have to be brought in place to make further changes thank you Jennifer Council Verma do you have a supplementary please yes I have uh thank you uh just wanted to check if if you can share this feedback the relevant Mi on the issues that has been reported I guess it’s not which is fine uh just on the same count is this feedback taken into consideration sorry could you just finish your question sure no I was just saying is this feedback or the Mi that comes out of this feedback taken into consideration when the trials are extended I believe it’s been extended recently for two years so where feedback has come back through part of a consultation that is published and and the feedback that went back to the government from us was published where people come with individual complaints that becomes commercially sensitive information so we can’t share that um so it depends what you’re looking for in terms of feedback um but I don’t think I let’s take this offline and I’ll have a further conversation with you because it’s not a back and forth we just and and this go back Mi I is taken into consideration for um that’s it Council Verma I ask the question I’m just ask I think councelor Jennifer Wilson Mar said she’d take it offline with Youk okay thank you councel ferin sorry um my question is for Council hum Cabinet member for housing at the end of 2022 the city council progressed its application for its own local housing company to address the national housing crisis and ensure local people had better access to Better Homes however last year the conservative government changed the rules under which Council owned housing companies borrow money to build more social housing they changed it from subsidized interest rates to commercial interest rates and that was a major blow for the finance social housing is not a commercial service that much should be obvious so will the cabinet member for housing Lobby the new government to return to a subsidized rate so that the city’s Council housing House housing company and many others can borrow money at a reasonable rate to build more high quality and truly affordable homes for the residents of Milton Queens I will hand this one over to councelor um townand um as the portfolio holder with responsibility around the local housing company yeah I’ll pick this up for you councelor Fen not a problem um I completely agree with the sentiment and yes absolutely happy to um ask the government in the terms that you’ve outlined there um yeah thank you um thank supplementary um still on Housing Finance so I guess still for Lauren many of the sites that the mkp mkp hold and also the council and the Community Foundation have a clawback clause so that they have to pay a large amount to the government if they use it for Council housing they don’t have to pay it for other things but just for housing will the council will the cabinet member Lobby the government to try and remove that Clause at least on site that the council assesses are suitable for housing um yeah absolutely this comes back to your point from the first question doesn’t it about a return to treating social housing as infrastructure um the clawb arrangements are clunky we know that um we currently give up to you know 50% back to homes England um we sometimes struggle to get clear responses from them they sometimes struggle to take clear ownership if we’re being honest um and absolutely we will make sure that those comments on behalf of us as a um local Authority are passed on to the new government and to whoever goes into position as the new Minister um so yes is the answer thank you Council Townsend um councelor giri thank you very much mayor um question to the leader there has been much talk about housing or no housing being allocated to only in the new city plan if the planning inspector adds housing to Oni and you don’t agree to a referendum of residents will you adopt the plan or will you go back to drawing board thank you that would not be in the gift of the inspector I think you misunderstand the national plan policy framework Council Gary Do you have a no that’s fine thank you ma’am thank you um councelor krooks thank you mayor this is a question to councelor Henshaw the cabinet member for children and young people uh Joe you’ll be aware of the labor party’s stated extension to remove a vat exemption for private schools in the event that labor win the upcoming election do you believe that there will be an exodus of paying pupils from such schools in and around Milson ke and will you ask officers to prepare contingency plans lest this turned out to be the case thank you for your question Council krooks um I think it’s impossible at this stage to predict what parents might do because we don’t actually have all of the policy details just yet cuz this is a national policy um I think I should make it quite clear that it has come from the manifesto which is all about priorities and choices uh and the priority is clear here uh we are raising money as tax revenue to put back into state school education to benefit the majority of students who go to state school education uh in fact The Institute of fiscal studies uh have actually said it would raise 1.6 billion and they’ve even accounted for any movement between private school and state school and the range is still 1.3 to 1.5 billion and I think that kind of tells you the figure of what would be expected in terms of movement um but again we don’t know the mechanisms of how the policy would be implemented so I can’t give an answer to that yet we also don’t know what private schools will do uh in relation to they might be offering more bseries as well um to retain pupils they deem at risk um and I have also talked to the officer team they have assured me they have a very good admissions process in place for um placing students into schools and MK um and we don’t really have a short forward placement anyway so we have every confidence that we’d be able to continue to put students in MK uh in a school uh in MK so thank you councelor krooks do you have a supplementary thank you mayor yes I do this is really just a request to ask officers to take another point on board I’m interested in the specific situation of pupil who have diagnosed special educational needs but who do not have educ ation Health and Care plans as I understand it what is proposed and I take your point that we’re in Uncharted territories as I understanding what is proposed is that only those with EHC plans will be Exempted from paying vat in future those without a plan will not be Exempted is the proposal even though they have been diagnosed diagnosed with special educ ational needs we need to make an estimate of how many Milton keen’s children might be affected if that turns out to be the case um thank you for your response um I believe it was yesterday it was just announc that children who are send or with ehcps will be exempt from this policy anyway um but I will talk with us officers regardless thank you one remaining uh councelor or Bradburn thank you mayor um this is a question for councelor Wilson marclo when you wait for one bus you get another bus question but the Gap this time is a bit longer last month AA announced plans to close bus depos in Alsbury and high Wickam in light of this and with Milton kean’s being highly dependent on ariva to provide services for the city’s residents please can the cabinet member ensure that after the general election that all avenues are explored so like reading Bar Council that runs its own bus service that we have a bus service in our city that is not only efficient but also provides an income for the local Authority that in turn can be reinvested into the service thank you m I do love bus questions um we have had so just to address the first point we’ve had written confirmation from ariva that they have no intention of of removing any well removing any Depot capacity from M king um so they have no plan to pull out or or remove the Depot in terms of of getting a bus service that is fit and appropriate for mil M kein and a bus service that the residents of mil M need and deserve we are we will be making detailed um we will be not making um we will be ensuring that should the legislation around how bus services can be delivered we will have a very clear view of the best way to do that for Milton Kings and the best way to be able to serve our residents thank you councelor Wilson Marco do you have a supplementary I’m very grateful thank you so we’ll move on so that takes me on to item six notice of motions for the benefit of the benefit of the public watch in I will outline what happens when we deal with motions firstly the councilors moving and secting seconding the motion will speak where there are amendments these will be introduced and I will ask the counselor who move the motion if they accept them if it is accepted it will become part of the motion if it’s not accepted they will be separate votes on the amendment and the motion at the end at the motion at the end of the debate next any members of the public who have registered can have their say then the council will debate the motion before summing up and vote in so Motion One our first motion is give the people of Milton kean’s the choice councelor giri I understand that you will be moving this motion indeed I will mayor shall I proceed shall I proceed sorry certainly yes thank you um May I’m sure everybody in this Council chamber acknowledges and can agree that 1A of this motion is correct that the new city plan is the largest proposed change this city and burough in planning terms since Milton ke’s was uh proposed it is significant and the level of housing that is proposed is significant and it makes significant changes the way the burough will operate the city will operate and I think it’s important that we all acknowledge while we have a role in this Council to function that we don’t own this city this Council doesn’t own this city this city is owned by its residents and it’s absolutely vital that its residents have a voice neighborhood planning is something that has is well um uh ensconced in the way that plans are developed a develop a plan is developed and then it is voted upon in a referendum by the residents uh who are responsible who who who live in the area and while a plan for a local Authority doesn’t need to be it does seem to me that it would be relatively sensible to give residents the chance to say do they agree with this plan or do they not give them buying give them acceptance when we are making such a drastic change to this city and therefore that’s what this motion asked for it’s very simple uh when the process is finished when the planning inspectors looked at and said whether we have a sound plan let the people decide let the people choose um there’s a group in this chamber who call themselves Democrats I hope they will be able to acknowledge the benefit of this and back it and hopefully everybody will thank you thank you councilor garyi do I have a second councelor mle thank you mayor um yeah I’m very pleased to Second this motion I think it’s appropriate given the length of the next uh new city plan to be something like 24 25 years depending on when the plan is actually brought forward uh as the final version the last ones we’ve the last local plans we’ had have been much shorter and they’ve been eaten into as this one is since it was first conceived I think given the the changes that this City’s undergoing and what is planned for the period up to 2050 it would be entirely appropriate to have uh a referendum on the plan and it could be quite easy to do if at that at the time it could be done for the next uh local elections if things slip a little bit uh and we have all out elections in 26 we could do the referendum on the same day so I’m very much in favor of this thank you mayor uh thank you Council mle um chief executive I understand that there are no public speakers on this motion yes mayor that’s correct Deputy Mayor please confirm those councelors who have given notice they wish to speak thank you mayor I have councelors Marlin Robin Bradburn Kooks theen and Bell listed to speak do any other councilors wish to speak please raise your hand down um perfect I’m going to go to councelor Bradburn first thank you mayor I will be brief and the point what is proposed here has already happened in the last two years in the May local elections and despite the catalog of misinformation pedal by the conservatives the residents of milon Kings have given their verdict and the scores on the doors are 25 conservative counselors in 2021 and nine conservative counselors in 2024 the new city plan will be submitted for consultation and views from all parts of the city will be provide a good cross-section of ideas and suggestions which will be examined and looked at indeed Clause 1D of the motion even admits that it’s not a requirement of the local plan to have a refer referendum nowhere in the motion does it mention in what form the referendum will be taken thus there is no indication of costs but a Citywide ballot would stretch into hundreds of thousands I ascertain and interestingly the Mover of the motion counselor giri Was Heard On free Counties Radio today saying that referendums are too expensive and we shouldn’t be doing them so here he is this evening proposing a referendum on the Council taxpayers of Milton Kings this is just a tool to fill forthcoming misleading leaflets saying the council the council have stopped you having your say let’s stop it now by rejecting it thank you mayor um thank you councelor bradwin councelor Marland thank you I mean we could just debate what’s in the plan which is not what is being sort of pedal out there but just make three basic points about the practicalities of it there’s no provision in law for a consultative referendum on a local plan um we don’t know that if that referendum was held and if it was binding or not um what would happen if we then refused to take the r plan to full Council after regulation 19 consultation we would probably almost certainly be open to Legal challenge um and the plan would probably be forced on us anyway the fact that as as councelor Bradburn has said that there is no sort of Within within the motion you know highlighting that the very base sort of online referendum sort of as sort of local government uses sometimes for elections through the Electoral registration um group sort of would cost about £200,000 sort of a full referendum run like a local elction would probably cost about £400,000 not adding to the cost that would probably then end up in court but also because there is no legislation around this because actually there is no practical way of delivering it unlike National referenda where there are spending limits on campaigning There are rules about sort of what might be said or what might not be said sort of this I was going to say pound shot Boris but this 99p shot Boris sort of counselor who sort of could you imagine the local leaflets that we’ve just had talking about sort of scrapping weekly bin collections or pretending that only is going to be dominated by housing who in this Council let alone this this this um this this city would trust councilor giri as agent for the conservative party to offer the public free Frank and fair information on what they are voting on that would be incredible wouldn’t it so let’s address the real reasons for this as Council Bradburn said the real reason for this is that the conservative group want to be able to say because they have such a diminished voice on this Council they want to be able to say Milton ke’s council is stopping you having your say well Milton ke has had their say year after year year after year and that is why there is group of nine sat over there with relatively little power thank God left on this Council and the fal nature of this mini Trump sort of mini Trump um motion is if you can’t win and be truthful lie if you can’t lie and win lie and lose and if you can’t do that try try try again with the same method well the same method has led to a group of nine and you would wonder at some point whether eight other people in that group might think maybe we were being led down the path by somebody who isn’t as clever as they think they are maybe somebody in the that group of eight might think is this the way to go it isn’t the way to go you’re being led down an alley if you vote for this it’s not just one person you’re all culpable [Applause] councilor Bale our children should have the opportunity to stay in Milton keing when they grow up and this cannot happen unless we build houses the issue for us as a council is where we should put them if you ask our residents you’ll have a diverse range of opinions young residents desperate to get on the housing ladder May might be happy for them to go anywhere and everywhere a person who bought a new house in the naughties may say that the city has grown too much and houses shouldn’t be built at all oblivious to the irony that their house wouldn’t exist if people saying the same thing in the ’90s had had their way a person in Village a may be very pro-development providing it’s Milt in Village B at Council we based our decision on where to put the development on a range of complicated factors such as ecology flood risk capacity of local infrastructure and much more if a referendum was held would people take the time to learn about all of these issues so that they can make an informed decision at the polling station will they consider the fact that houses need to go somewhere and it is impossible for us to place them somewhere that everyone is happy with this does not mean that we should ignore residents thoughts when producing or updating our plan after all one of the best things about local government is that it allows decisions to be made as closely to the people they affect as possible the way we ask for feedback must be appropriate for the question we are asking this is where consultation comes in the council consults on their local plan both with public and with Specialists who can advise on more complicated topics these responses should absolutely be taken into account and used to ensure that the updated local plan is fit for purpose consultation is better than a referendum in so many ways it allows for greater Nuance in responses because opinions won’t necessarily be binary and it allows residents to make meaningful contributions to the document as it evolves a referendum is not the solution let’s not kid ourselves that the turnout would be high enough to ensure and accurate representation of public opinion just that of residents who hope that a no vote will stop houses from being built near them if a no vote was the outcome what options would we have ignore it or accept it throw out the plan and risk a developer free-for all as our old plan Falls further and further out of date a neighborhood plan is not comparable it allows parishes to decide where houses should be built and residents vote on whether to adopt it or have the local Authority decide on their behalf it is not a referendum on whether they should be built at all and those who CH to choose to vote no know what the outcome will be if they do the whole thing reminds me of the brexit referendum where no one could agree on what leave would look like when the vote took place and look at how that turned out a referendum such as this asks for a very simple answer to a very complicated question proper consultation is a far more suitable option therefore I will be voting against this motion [Applause] thank you councelor Bell um councelor Fen thank you bring it closer um before answering this question we have to be clear what a referendum would do and what it would not do the fact that it only gives you a yes no answer it doesn’t give you why he’s actually very important but also many residents who turned up in this chamber over the years objecting to the current local plan and it’s been quite clear from their speeches that they believe if they don’t pass the plan they won’t get the houses that is not true not having a local plan does not stop development what it stops is local control over development if you want the development that will suit Milton ke as best we can all together possibly judge then you need a local plan because otherwise the government policies override we lose what’s special about Milson keing so for instance we would lose grid roads they’re not in government policies at all we would Lo we would have fewer play areas Less open space fewer community centers building on mild F planes no balancing lakes and many many more aspects is that really what you want for Milton King those developments would then be a long-term part of Milton Kings they can’t be knocked down if we get a local plan later and the residents who live in them have to cope with them you can say that that would only happen once our policies are out of date and the referendum would only put it back a bit but if you get a rejection at the referendum what are you then going to do you haven’t got feedback as to what they would accept so you modify your plan and you try again and presumably the referendum requirement still applies you could see it going around several Cycles you could see it being a seriously long time before we got a plan in place and by that time all of our local plan would be out of date we would almost certainly not have a 5year land Supply and the development would be planned by the developers not by residents and Milton Kings if you actually want a city that you want to live in that has the facilities we need that has the infrastructure we need don’t be fooled by this make no mistake a local plan even if you think it’s flawed is far better than no local plan please reject this motion thank [Applause] you thank you councelor Fen um councelor Crooks thank you mayor those of us who are connoisseurs of Peter Gary’s motions will know that he is bilingual as well as English he has perfected a second language called giri speak now giri speaks not on Google translate mayor but with your permission I’ll translate his motion for the benefit of the council paragraph 1 a is there to flatter us but what he’s actually really scared about is that there might be a change of government and the reintroduction of housing targets backed by sympathetic labor and libdem counselors the rest of his Motion sounds uncontentious who could object to Residents having a say but what Peter is actually saying is that counselors shouldn’t have ultimate control over what happens in this City even though it’s what we were elected for certainly we are here to represent our constituents certainly we share great pride in our city but there’s a third Duty on us as counselors which Sophie has already touched on we have to create enough houses and jobs for our children 60% I’m going to repeat that percentage 60% of anything we build over the next 25 years will go to the family to the children of families who are already in Milton ke we are here today because 50 years ago people like John Smithy Joe Cassidy Bill Thomas Ray bellchambers fought for and welcomed this city their Vision their commitment and their political courage has meant that we are able to sit as a council now mayor they were on the right side of history and I want the counselors who will be sitting here in 20 75 in 50 years time just like them in what I hope will be the greater Milton ke’s City region I want them to look back on us today and say that we were on the right side of History just like they were and that the conservatives were not thank you ma’am thank you councelor councilor giri as the owner of the motion you may now sum up if you would like to thank you very much mayor and yes I would like to let me first of all take the positives of what we’ve got here um you always know when you’re struggling with an argument when people resort to personal attacks councelor Crooks and Marland um I perfectly take the points that um councel Bell put in place but understand one little statistic that um um came forward that I that I found out recently average house price in Milton King that sold last year was 335,000 the average new house price that was sold in Milton keing last year was £475,000 people think that is sustainable if people think that is going to be able to house the children of this city if that continues think again you won’t do it we are building the wrong houses in the wrong way that’s not really clearly what this motion’s about the acknowledgement I have to say say the positive that’s come out of tonight the fact that people acknowledge that elections are the referenda on these sorts of things if that’s what you wish to be the case well people have got the chance in a couple of weeks time haven’t they um you can’t say it’s nothing to do with what’s coming up in a couple of weeks time or indeed what is going to happen in a couple of years time that is fine if that is the case then that is fine acknowledging that point but what has also come out of tonight that is highly I think regretful is a good word to use for it is the fact who here trusts the residents of Milton Kings is very easy for everybody to say of course they don’t understand how could they possibly understand we’re doing it in their best interests we’re the ones who have been appointed to do those things we will do it to you councelor Marlon please let councelor gir speak we are the ones who would we are the ones who would do what we like that shows something that is especially for a party that puts Democrats in Mar please that is something yeah I know he can’t control himself May don’t worry I’ll carry on um that is something that is highly regretful and it is something that this Council should be ashamed about but obviously you have the right to say those words we have free speech as well uh and by the way Robin I never talked about the cost of referenda and I will not take any lectures from this Council who votes to have elections every every 3 years costing this Council £800,000 over an electoral cycle I’ll take no lessons from you on the cost of asking people how they wish to vote thank you may thank you Gary thank you councelor Gary um I assume that we will need to go to a vote um Peter thank you mayor so councilors we’re voting on councilor gir’s motion if I can ask all those in favor to raise their hands please all those against and those abstaining thank you um councilor for six council is against 46 council is abstaining one the motion is lost sorry sorry Madame M I missed the first bit could you just repeat councilors four please six behave thank you okay we’re going to move on now thank you we at this point in time we were due to have a break but if everybody’s agreeable we’ll just crack on is that’s okay thank you very much for that okay so motion two Local Government funding our second motion this evening is Local Government funding councilor krooks I understand that you will be moving this motion thank you mayor I I hope it’s not as controversial as the last motion as the leader has spotted uh the motion is based on the lga’s recent white paper from which I picked out three issues that seem to me to be hugely important I hope the motion will pass when we vote later on it ideally with the support of all three parties the first issue I picked out is the scale of financial cutbacks to to local government there’s a 5.25 billion real Cuts since n since since 2016 in what councils received from central government we obviously know how that has affected our own budget but what really worries me is how to our residents it’s about much more than money it’s the consequences that they notice the potholes the Landscaping the state of our schools the unanswered phones or emails when they contact us and so on the second issue is our most vulnerable citizens I was asked recently if I thought it was right that 80% of our resources went on 15% of the population and the answer is yes I do because that’s exactly what an enlightened Public Authority is for the LGA white paper is a little opaque on council tax my third issue but I prefer to be direct I think the C the government’s count I think the government’s cap on council tax expenditure breaks the link between counselor and citizen this Council should be able to set its own level of council tax and then to justify that decision at The Ballot Box mayor I believe that it is just as important in a fair society that we redistribute wealth as well as cre that above all is what local authorities can do Prov divided we are backed by government and not impoverished I beg to move thank you uh councelor krooks do I have a second councelor Brad brand a second thank you Madame mayor I’m pleased to Second this motion like many in this chamber the calling of a general election is a much needed lift to everyone’s spirits except perhaps ironically to the party to my left but um and also like many in this chamber I have sat through many Council meetings and in particular chaired many budget and sources scrutiny committees where the shadow of the continued funding Gap has cast across all that we try to achieve as a council and Ward members the continued failure of the conservative government to profer a proper and sufficient 4-year plan to local government has no doubt caused Untold damage to local Services Countrywide and caus many councils to be on the brink of section 114 notices even for us here in Milton Kings with a balanced budget over the last few years we’ve had to make difficult choices which if we had a long-term 4-year settlement we could have avoided or mitigated to the best possible outcome for our residents no we had yearly settle settlements offered delivered later than normal on the back of a packet on the 17th of December we applaud the lga’s white paper it gives hope and vision for the future and we hope that a change in government will bring what we need the new three MPS will go to Westminster and hopefully they will ensure a fairer funding for local government and in particular Milton King has achieved rather than being kicked down the lane every Autumn I back to move as well Matt thank you uh Council councelor Maron please move your Amendment thank you uh so to be very clear if you treat this chamber like trash and want a circus you’ll get a circus but if you want to be constructive and be a proper opposition you’ll be treated with respect and I hope that the Amendments Before You Tonight Show that absolutely this is the front and center issue you know I serve as National spokesperson for local government on finance I am sick of being called by national newspapers to go on the television and defend councils that have had to go on bust not through any fault of their own in the main now but because the funding has just run dry we’ve just had a question earlier about send we are now one of only six councils in the country with a balanced send budget every other Council in this country that delivers send is now overspent it’s not a situation that can continue hopefully the amendment again sort of add something to the motion to be really clear there’s not going to be I don’t think if there is a new government there’s not going to be 10 million pounds overnight to rescue local government but what the LGA white paper is very clear on is that there is probably enough money in the overall system if you move it to the right places and spend it in the right way it cannot be right for instance that the number of children being admitted to hospital with dental problems is the number one issue for kids being admitted to hospital if we spend that in the right place you would save money and children have better lives if you spent it on public if you spent it on public health you’d probably get an even better return now the LGA white paper is not just about council tax it’s also about other freedoms and flexibilities that could be given to local government for in for instance when I went to Manchester last week for the law of the labor party Manifesto I had to pay a pound to stay in a hotel room overnight that money is invested back into the greater Manchester area to pay for trams to pay for public transport to pay for the things that M Andy Burnham is so is so proud of councils on an individual basis and collectively should be given those powers to charge extra topups and levies where appropriate and not to Levy those fees on individual ual househ owners council tax is a bad tax it’s a regressive tax I don’t think I think that it is wrong that central government stop us putting up council tax by the amount that’s needed but the only ability the only ability to be able to raise council tax would put the burden on the shoulders who those who can bear it the most so in if you want a referendum the past 14 years have seen the worst austerity ever delivered to local government Please Mr mland what we need it’s three MPS who bat our corner and I so I just cor correct you Robin it’s not as given certainty that there will be three new MPS for milk ke people have got to go out and vote for it I assume you’re finished have you finished thank you thank you um councelor Hannah O’Neal please thank you um I can’t begin to explain how excited I am at the opportunity that we will have the opportunity to speak to three new Representatives who can go to government and Champion local government and Champion Milton Kings Council I joined this Council originally in 2018 um and obviously came into the administration in 2014 and the cuts that I had to witness or I had to be involved in because of the horrendous cuts that were being passed on to us will live with me forever the decisions that this government made or previous um governments in the last 14 years have made have absolutely destroyed local local services and residents and having witnessed that and having to in some way be part of that with no choice with no options will like I said will HT me forever what kind of a government reduces Public Health Health funding when our when our communities are getting sicker and poorer what kind of government looks to reduce NHS um funding what kind of government looks to reduce funding for schools when things are more and more and more challenging as I said I’m incredibly excited and I can’t wait to see the benefits that this Council and other public bodies will get to to have uh as we move forward I believe that’s uh Hannah O’Neil’s is that your maiden speech councelor Wilson Mar thank you very much mayor um I one one of my the best things that I’ve ever done as a Cabinet member is do a tour of some of the Parish Community and town councils across the city who are serving some of the areas where rates of poverty are the highest um we all know that demand across the city has gone up for various different reasons demand for services and we all know that the money and support to to help those citizens has not been there but Parish town and Community councils have done what they can to step up uh they’re trying to hold their communities together they communities that are really struggling those communities are struggling as a result of austerity the the impact is so direct it’s so clear from the conversations that you have the services that these Parish councils are having to provide things like helping Working Families who cannot feed their children things like having warm spaces for older people in Winter because they cannot afford their heating bills things like helping people navigate homelessness Services across the city because their mortgage rate has gone up to the point where they can no longer afford their mortgage our parishes have stepped up as much as they can but our government should have done better thank you [Applause] councelor Crooks as the owner of the motion you may now sum up if you would like very briefly mayor I would just like to ask that uh after the election has taken place officers of the council might write to the three new MPS whoever they are with the contents of the motion seven item seven is the report of the amendments to scrutiny committee terms of reference Annex a has been circulated separately and is on your desks I will formally move the recommendation which are set out in the report of paragraph 1.1 1.2 and 1.3 Deputy Mayor will you second formally chief executive I understand that there are no public speakers on this motion yes that’s correct mayor Deputy councel Council alone thank thank you mayor can I take people to page seven of the supplementary agenda um under the section Health adults and social care scrutiny committee I just want to highlight under the terms of reference number one the importance of Health scrutiny and how that’s been reinforced in this uh amendments to the terms of reference and in particular the inclusion of a scrutiny role over the Bedford Lieutenant Milton King’s integrated Care Service I think this is really important and I did write to the officers for welcoming their suggestion of the Amendments the terms of reference I think it’s very important and will help that Committee in its work holding the NHS to account thank you thank you um Council along for that um anybody else to speak before I no thank you
