today’s meeting no okay thank you okay so we’re on to agenda item six which is public questions or statements um we have received a statement from Hazel peacock from the Oakland and panash road safety the inactive travel campaign um can I invite Hazel to uh to make her statements that working yes thank you chair the Oakland and panash road safety and active travel campaign is delighted the 20 M hour scheme is now at the design stage with consultation starting in June we thank the highways team whole heartedly there are some important remaining parts of the scheme which we would like to be included which we hope you can assist us with in getting over the Finish Line can officers help with answering some points of clarification for our understanding are you able to outline the criteria in the classification and consideration of hookstone Road hookstone Drive lead Hall Lane andly Road which are not included with reduced speeds of limits of 20 mph we would very much like to see them included these roads are all category 3B roads in table one in appendix B Oakland’s Drive is proposed at 20 M an hour but the others mentioned remain at 30 m an hour what was the process for the inclusion of Oakland’s Drive is 20 M an hour but not hookstone Road given the traffic volume data captured in December 2023 and Supply to us for hookstone road is 6,392 V traffic vehicles per day so low at than Oakland’s Drive which is 7,286 per day as listed in appendix B with a high density of public immunities on and just off hookstone road and hookstone drive four schools a college a nursery and preschool a playing field a business Park train station used by 893 passengers a day and the largest Standalone Marks and Spencers Food Hall in the UK K with approximately 23,000 customers per week safety is of Paramount concern and the urban characteristics of the road a key consideration as you’re all aware there is continued concern about safety from local head teachers who all support 20 miles on this road parents and local residents this was detailed in a submission of statements to North Yorkshire citing concerns near misses and incidents on hookstone road following the collision at the hornbeam park station Crossing in January and the subsequent site visit with officers the crossing at the station bridge and by ra Road and the inadequate pedestrian provision on the crimple Beck Bridge are also of particular concern finally appendix C states it is the view of officers that none of the recommendations would have any adverse impacts on any of the protected characteristics identified in the equalities Act of 2010 please can officers outline the process in considering the equality impact of not recommending a reduction in TW in limits to 20 M hour on hookstone Road hookstone Drive otley road and Lead Hall Lane particularly for age given over 9,000 school children attend schools or college situated off and off on or and off these roads every school day thank you for your assistance and on G support thank you very much Lista did you want to read out the statement or a response y uh so the report being presented to the area constituency committee today is intended to set out the time scales um for the previously agreed 20 M hour schemes across the south and west of Harriet not to discuss which streets are included within this proposal however to answer the questions put forward hookstone Road hookstone Drive and otley road at category 3A roads and Leed Lane is a category 3B the descriptions for these categories of Roads uh have been included in a table which I’ll explain for reference so category 3A the hierarchy description is a main distributor Road a general description for this type of road is a major Urban Network or inter primary links uh with for short medium distance traffic um and a more detailed description of those types of routes are generally between strategic routes and linking Urban centers to the Strategic network with limited Frontage access in urban areas speed limits are usually 40 mph or less parking is restricted at peak times and there are positive meas measures for pedestrian safety for category 3B this hierarchy description is a secondary distributor um these uh for the general descriptions are B and C-Class roads and some unclassified Urban routes carrying bus hgv and local traffic with Frontage access and frequent Junctions in residential and other builtup areas these Road s have 20 or 30 mph speed limits and a very high uh levels of pedestrian activity with some Crossing facilities including zebra Crossings on Street parkings generally unrestricted except for safety reasons um and in rural areas these roads like the larger Villages um bus routs and hgv generators to the Strategic and Main distributor Network the function for both hookstone Road and drive is to provide a link between Weatherby Road and Leeds Road and is also a key link to the Harriet business park because of this the use um because of this use the introduction of a full 20 M hour limit is not appropriate in line with the policy for the implementation of 20 M hour schemes in regards to appendix C the equalities impact assessment for this report was produced alongside what is being presented to members today outlining the time scales for the proposed implementation the process for both installing reduced speed limit and installing traffic calming will be subject to consultations with the public where where the impact of protected characteristics will be assessed thank you very much and we will ensure that a copy of that response is emailed to you Hazel and um circulated to to all members as well thank you okay moving on to item seven uh which is the examiner report on the panel and burnbridge neighborhood plan uh we should have Joe varer farer to present thank you chair thank you hi there uh this item relates to the panel and burnbridge neighborhood plan and specifically the independent examiners report that the council has recently received just for a quick bit of background neighborhood plans uh are statutory documents that set out planning policies and they’re prepared by qualifying bodies that are independent of the council but once made or adopted by the council they become part of our statutory development plan and they used to determine planning applications alongside the local plan the pan and Burbridge neighborhood plan covers the Parish of panel and Burbridge and has been prepared by the parish council following submission of the plan to us by the parish council North Yorkshire Council has arranged for an independent examination to take place and this is now concluded and the examiner has issued her report The Examiner has considered whether the neighborhood plan meets the basic conditions and other legal requirements and recommends whether it can proceed to the next stage which is a referendum The Examiner recommends that the plan subject to a number of proposed modifications does indeed meet the basic conditions and should proceed to a referendum she also recommends that the voting area for the referendum is the same as the area covered by the plan the pan Burbridge Parish it’s now the responsibility of the council in its role as the planning authority to decide what action to take in response to the examiner’s report in relation to meeting the basic conditions the specific modifications recommended and whether the plan can proceed to a referendum the council must also publish a a decision statement setting out its decision in accordance with neighborhood planning regulations in the report circulated to committee the following recommendation is made to inform the decision of the executive firstly to consider and note the examiner’s report and recommend to the executive to agree the following recommendations included in that report that all 35 modifications to the plan recommended by The Examiner as necessary for it to meet the basic conditions are accepted that subject to the recommended modifications being made the plan does meet the basic conditions and other necessary requirements that the plan as amended by those modif ifications should proceed to referendum and that the voting area for the referendum should be the Parish of panel and burnbridge and secondly to recommend that executive approve and publish the regulation 18 decision statement presented within the report which sets out the council’s decision at this stage the first meeting of the executive following the general election is being targeted for this uh which is on the 16th of July in soby I’m happy to take any questions thank you chair thank you councilor aldred thank you chair and thank you for that uh very succinct report and putting in into perspective there uh it’s a shame that I’m speaking as Vice chair of the the har and NB planning committee and it’s a a shame that our chair councelor man who’s division this obviously is in cannot be with us today but I spent happy hour or so reading it’s a substantial report 100 Pages uh or so and I I just think it’s a fantastic document uh it really H is it it it looks at every element of uh future planning needs in panel and burnbridge it’s obviously been gone through with a fine too code I understand it’s taken since 2017 to produce this with very meetings obviously engaging the whole of the community from schools from Scout groups all the way through to individuals Etc I think this is a just a splendid achievement and it should be used as a template perhaps for other neighborhood plans it will certainly help with the planning process going forward when we’re developing the whole uh new neighborhood plan so I I just want to say Well done to the I think the Town Council took the lead on this and and they’ve done a remarkably job there I know that colleagues in nasur are working towards a neighborhood plan as well and uh it will be some hard work but you could use this for for guidelines Etc and I know there’s an a group of people led by the Civic Society in harri who would like to to go along the initial stages of developing a neighborhood plan for Harriet as the town which I think is much needed actually especially when we’re moving towards the the local plan there uh it is a fantastic document and I I would urge everybody who can to read it and I’d also urge the the executive to vote to go for the referendum and the residents of panel and burnbridge whenever the referend is please take the opportunity to go and endorse this document because it it will be a fantastic back stop for developments in that area in the future and it shows what a community can do working together uh so thank you to all those involved and I’m sure councelor man would have said similar if he would have been here today thank you councelor Harrison thank you it’s a it’s a question around um hierarchy of plans I I I know that when a when a a town or Parish Council is developing their own neighborhood plan it can’t be at odds with the overarching plan so my question is assuming this was adopted we’re clearly early in this stage of drawing up a whole countywide plan of which we don’t know what what the approach the strategy and allocations and all that kind of thing is going to be yet so what what would be the implications of this being adopted and then at a later date we find that it at odds with the strategy for the one Council new plan yes so the the neighborhood plan needs to align with the Strategic elements of the local plan that’s in place and and subject to the modifications that the examiners identified this plan does that it aligns with the harut district local plan you rightly say we’re producing a new plan for North Yorkshire we don’t yet know what’s in it um we may find that the strategy uh that comes out within their the neighborhood plan is still totally aligned with it and then it all follows fine if we find that some of the strategies have changed and there is disagreement between the two plans then at the point the new local plan has has wed then that would um take take precedence but that doesn’t mean the end of the story for the neighborhood plan you know it just suggests that the parish council might want to look at reviewing it and and bringing it more into line with the overarching uh strategy what you do tend to find is that neighborhood plans tend to deal with more detailed planning matters and the overarching strategy things like growth strategies and things like that tend not to have such an effect on um I don’t know the identification of Heritage assets or those kind of very detailed policies so we could very well find that you know there isn’t misalignment but we’ll only know at that stage and then that would be a decision for the parish council to decide whether they wanted to update their plan any other questions or comments from members on this item no and I’d like to reinforce what councilor aldred said I think it’s you know looks like it’s been an incredible piece of work it’s taken a long long time um but I certainly would be looking to to recommend uh the executive to put this to a to a referendum so if we want to look at the recommendations um which I think Joe you sort of run run through but if we want to go over them again Paul do you want to take us through them yes thank you chair so you have recommendations listed at um realan numerals one with four bullet points and rman numeral two um I’ll read through them uh one by one if that helps CH so recommendation ROM one to consider and note the examiner’s report presented at appendix a on the panland burnbridge neighborhood development plan presented at appendix B and recommend to the executive to agree the following recommendations included in the report bullet point one that all 35 modifications to the plan recommended by The Examiner as necessary necessary for the plan to meet the basic conditions and the other necessary requirements as arex accepted uh bullet point two that subject to the recommended modifications being made the plans meet the basic conditions and other necessary requirements bullet point three that the plan as amended by the recommended modifications should proceed to referendum and bullet point four that the voting area for the referendum should be in the neighborhood area designated by the former hargot bu Council on 10 August 2017 brackets of Parish of panel and burnbridge Clos brackets and Roman numeral two to recommend that executive approve and publish the regulation 18 decision statement presented at appendic C which sets out the information in the bullet points above thank you chair does anybody can I formally move on chair yep certainly have we got second councelor hlam a second okay so if we can take a vote on moving that recommendation thank you very much and thank you Joe for taking the time to attend the meeting thank you thank you okay agenda item eight is the harri nbra area constituency committee seed funding and we’ve got um Rebecca oh micholas thank you for that um here today um do you want to say a few words Rebecca yes thank you chair and thanks for inviting me along today um so the purpose of the report is firstly to provide a bit of an update on the economic regeneration tourism and transport project Development Fund for all of the area constituency committees um and then to present project scoping forms for three of the projects that have previously been identified by the ACC as priority projects and ask that these three are endorsed and and finally to seek agreement on which other projects and the ACC wishes to develop for further and take forward for support through the fund um so the report sets out the background of the fund outlining its purpose and the scope of activity that can be supported um and sets out the process for the development endorsement and approval of the projects um because of the delay in getting formal approval for the fund and the approval process we’ve been allowed to roll forward the 50k that had been allocated to 2023 24 and so combined with the 2425 allocation we have a total of £1,000 to spend um before the end of March 2025 um so many of you invol were involved in the um two informal ACC sessions that were held in February and April um to develop and discuss um a long list of project ideas and agree priorities um five PRI projects were prioritized a part of that process um and project scoping forms for three of those are presented today um namely the decarbonization decarbonizing the nasra well-being Hub and creating green energy um Corridor 2 the Harriet cycling infrastructure plan and the a59 Harriet to nbor Missing Link cycle route uh the costs of these projects and the likely contribution from the ACC fund were discussed at the informal sessions however as I’ve explained in the report and in the scoping form the cost of the corridor 2 project has increased significantly since those initial discussions um and so we’re now suggesting that 40K is allocated from the ACC fund fund and and if that’s agreed then um North ych Council highways have agreed to fund the shortfall um as I’ve set out in table two of reports um if the ACC endorsed these three projects at the suggested values and if the they’re then approved by the corporate direct director um there’s still 30k left in the ACC fund to be allocated to other projects um so the long list of project ideas that have been discussed are listed in the table three in the report um and S today of seeking to identify which of these the ACC would like to progress to full project scoping stage to bring back to the next meeting um just a a bit of a word of warning um so we do need to be conscious of time scales um in terms of managing the projects and getting work procured and things um to ensure delivery by March 2025 so at the informal session um a further two project were projects were agreed as priorities um one around work to improve traffic movements at starback level crossing and one about improving public toilets in Harriet um so there is a bit of of an update on each of those projects in the report so in terms of starbeck um as we suspected quite quite a lot of work already been under taken between the council and network rail um but there is a possibility of looking to support some future modeling work um so although we’ve previously discounted the idea of um a vivacity camera as part of the more General active travel um work in nbor um having spoken to highways colleagues um it may be that a vacity censor on starback level crossing could provide really useful data for any future modeling work and it’s likely that the cost of that would be about7 and a half thousand um the other one public toilets um so North yorch Council are looking to pull together a multi-year strategy for improvement works of public toilets across the county um and we do need to do some further investigation but it could be that we could look into using some of the AC C fund to tr Fast Track some of that work in Harriet um so in addition to those projects Table Three includes some further details on some of the other possible projects um and from my discussion so far it seems that the most of the most deliverable projects that we might want to consider progressing would be the land train pilot in nbor or the preliminary design work to the flax be and Nur walking and cycling routes but I’m obviously happy to discuss any of the other um project ideas if people wish to do that um so through this report I’m asking the ACC to firstly endorse the project scoping forms for the three priority projects that have been brought forward um and notes that if they’re endorsed then they’ll need to be presented to the corporate direct director of Community Development to confirm the allocation of budget from the ACC fund um and then to agree which are their potential priority or possible projects that we want to now develop up for potential support using the remaining budget um yes so the details of all the projects and the scoping forms are included in the report but yeah happy to discuss any more detail that would be helpful that’s lovely thank you um councelor Lacy did you want to start us and then councilor thank you very much and thank you Rebecca for the for the report and I must say that this is a a new process new to us all I think that the informal working groups have worked extremely well they’ve been open and constructive uh and with good part participation from from Members so um in one sense I’d like to make sure that that continues if you like and that today is about signing off some really good work um but seeing that progressing recognizing time scales um so I think there will be a suggestion that we have another informal group in order then to come back in September at the ACC uh in order to meet Tim taes for um for sign off um my supplementary um is the um possibility and this may well affect how the scheme runs across North Yorkshire because recognize that uh it’s it’s a new scheme that’s in the procurement of um works or activity Etc this is a local fund and I’d like to suggest that consideration is given um to local forly constituted um Community groups where that is appropriate um so there might be energy housing other Community Development or uh business developments um that that could actually be owned and progressed um by those local groups so I just wonder whether that could be fed into the process in terms of As you move on it may or may not apply to the current schemes um but it certainly would apply going forwards that that’s something that we should consider it being a local ACC fund so thank you again for for the work on it and I’d be certainly supporting the recommendations made in the report thank you Council aldred yeah a question to Rebecca if May um the you mentioned we need to have delivery by March 20 25 uh just a couple of those are actually design schemes the of the top three priorities recycling infrastructure and the The Missing Link when we say delivery and we meaning the actual work on the ground or just for plan no just so that we just producing a plan basically yet another plan for 2025 but with that plan we hopefully then be able to access um funding to actually deliver but not before 2025 I do know we need plans and I’m amazed that we haven’t got one for the a59 one because it’s such a short distance there uh I would have thought 10,000s would deliver scheme rather than just a a another plan for that short bit of ground but that’s I wasn’t involved in the initial two in former groups because I think it was away so I do I apologize for that but that that would be a comment uh I’m much more interested in delivery of things on the ground than plans uh C has yeah uh thank you very much for the report and I welcome this type of seed funding and I I get the picture that in actual fact if we’ve got a detailed plan IE a shovel ready scheme uh then it’s easier uh to bid for money because whoever the next government is they’ll probably uh pass it down as you’ve got to be you’ve got to have a shovel ready scheme and it’s you’ve got 18 or two years to spend it so I welcome that the uh so the particular one I want to just talk about is the starbeck level crossing and I notice here there’s mentions of BCR and all that sort of exciting stuff um for me starb Crossing is a very important thing I have along with some of my residents who are particularly exercised let’s put it this way by uh by Railways and crossings and stuff uh and this has been on my sort of to-do list or wanting to get it sorted list for a number of years uh and I’d like to just say that I think there’s a little bit of what I’d call Silo thinking within the this here uh the presentation here I’m not blaming anyone it’s just the way we s sort of do things bcrs and stuff and I think there’s two very key things that we should address here one and I have been asking it for some time is that we should have air quality monitors by starb Crossing and I think that would be it would therefore be when traffic is stopped that would be a health issue that needs to be addressed second uh excuse me sorry second uh there is also the meth uh uh how Emergency Services get around the town and I think that if we reduce the time that this Crossing is down then we are opening that up as well and I would like to uh involve the well is now the may but would have been the police commissioner in lobbying for for such a change uh and thirdly I’m quite Keen that we eventually get a train station on Clara Road and one of the arguments at the moment is that a having a train station there will add two minutes to travel time however if we sort the uh uh the um Crossing out then that will probably give us two minutes back so I think there’s a number of issues uh that need to drive this and it shouldn’t just be purely what the what is perceived as the as the return ratio on this so I would like to push forward that the starbeck level crossing is is moved as quickly as possible thank you Paul could you perhaps take a note of of um Council Hasam suggestions about air quality meters because that’s something that perhaps would need to go to scrutiny and be considered there thank you um councelor warin thank you chair um I just want to congratulate this ACC on their approach to this topic um and in fact Paul would probably concur that Selby ACC said how good your approach has been compared to theirs and uh that maybe they could learn from this this process um so well done and um well done to the offices as well the only thing I would respond to C Council alr’s comment about a plan I hate plans um but they’re necessary um but you know you can you right you have a right to answer in a minute um but um what I would say is that at the meeting which I I was fortunate enough to be able to attend the informal meetings it was quite clear that decision process had to say that if we were going to put money into something we had to have a pretty secure chance of it generating more money rather than just being wasted and I just see that what’s been put before this ACC is sticking to that criteria thank you okay does anybody else have any comments or questions yet councilor Walker so I suppose it follows on from uh Arnold and Chris’s comments um so we’ve talked about the the the a59 to NPR scheme for quite some years it has been uh on the drawing board if if that’s what you want to describe it um we have in the last year had a bid put in that has been unsuccessful unfortunately and I would like some reassurance or guarantees that if we’re going to invest that £10,000 to get it to where it needs to be that it will be put us in a good position when there is funding available I wouldn’t want it to fail yet again like others I want to see action and I want to see that I need some reassurance that that will get us in a position so that when funding is available uh we’re we’re ready to go thank you uh Council broad thanks chair I I endorsed the comments of Paul hlam about the starbu level crossing um it’s been a issue since 1929 in the Harriet area lot even I wasn’t born then but it’s been an issue since then we’ve had bypasses underpasses overpasses you name it we’ve had it we’ve had changes and amendments to the signaling and and it’s still still an issue um now I know that the pogs Lane Kingsley has been opened up again so that is another alternative route but it’s not it’s not a satisfactory situation that takes seven minutes for the uh for people to wait while the trains go by I mean at one time there was a talk of trying to get bring the signals together to reduce the time it it’s just um I think something something needs to be looked at in detail at the level crossing itself and and I think there are some Alternatives in other places so I think that needs to be looked at uh as for the um air pollution yes we’d have had regular um air pollution checks that have been machines everything there to watch it monitor it and surprisingly to me it’s never in all the years it’s been done and the number of times it’s been done there never actually with with all the cars they waiting I know they switch the encourage to switch their engines off now but it’s never actually gone over the um legal limits or been even close Woodlands Junction have but um but not the Star level crossing which absolutely surprised me because every time you see loads of cars there you think must be some issue with the going over the legal limits so I think um I would like to support the um pushing of the the star back Crossing because I think it’s it’s time something positive and permanent was done we’re almost getting to the H 100th anniversary of the issue being raised and it’s just not acceptable okay could we perhaps take a look at then the the three that we during our informal sessions outlined as as our main priorities um and see whether we still concur on that or whether there’s anything that you think any members think should come off that list Council ALR yeah I I mean just to speed things along um and it has been looked at informally and I would have thought most people agree that those three are okay even though they are only plans uh can I just formally say if nobody has any objections can we propose that they get taken forward to the assistant director as as the recommendation is and and then maybe I think we need more time to look at the other options maybe we need we need another informal session and looking at the remaining 30,000 pounds there and I think Peter suggested we come back in September and with with a formal recommendation yes still just suggesting that that that the process rolls on basically that this is an ongoing process we going to be able to decide in this forum uh and maybe we want to be more kind of we we want to say things in an informal Forum which we wouldn’t say here so uh let’s have that debate uh so I I’m proposing we go we we endorse host three and go forward with a informal meeting before the next ACC to look at the rest councelor goley I just want to Second Chris Al’s proposal okay so all in favor of the uh Rec recommendation for the Outline Three projects which are the um decarbonization of the nesb wellbeing Hub um the harate cycling infrastructure plan Corridor 2 and the a59 harate to nesra Missing Link can I see a show of hands all in favor okay any against any abstentions okay thank you okay thank you very much Rebecca and well the work continues we we will see you again sure okay okay if we move on to item agenda nine which is the hargate South and West 20 mile per hour speed limit update so we should have um Heather Yandel um with a report thank you Heather thank you um so the purpose of the report today is to update members on the status of the proposed 20 mph limits in harget through the South and West following the 20 mph speed limit review by for a bit of background the approval for this project was obtained on the 18th of December from the corporate director for environment in consultation with the executive M birth for highways to progress with the project following the review of a petition received in June 2023 which was requesting maximum speed limit of 20 mph on a number of roads in the south and west of Harriet and this is also following on from from a previous report presented to this area constituency committee on the 14th of September 2023 which was reporting on the review of the petition previously mentioned in regard to the work done to date since that approval in December um we’ve carried out a number of speed surveys using automatic traffic counters between January and April for locations that didn’t have current data um analysis has been ongoing for that speed data from various sources as well um including the newly collected data uh in prepar for designs and uh advertisements for any Associated traffic regulation orders in regard to the current time scales uh for May 2024 uh we’ve been carrying out as I said those speed survey assessments engaged with North Yorkshire police and traffic engineering to gain informal views before these formal traffic regulation orders um preparing the draft orders themselves um and we will be commencing pre- advertisement uh traffic regulation order consultations with key stakeholders in May moving on to June there will be a public engagement exercise with residents on directly affected streets to seek their views and comments on the proposals this will run for three weeks from early June and then moving on to late June we’ll assess those initial comments um look at the designs and if broad support from the measures we’ll request legal advertise the formal traffic regulation orders and the traffic calming proposals this leads us on to July where the TR the traffic regulations orders will be advertised in July 2024 for a 3-we duration if no objections are received those traffic regulation orders will be sealed and works can commence after this date if objections are received then the trro covers multiple Wards so a report would be presented again to the area constituency committee um due to a wide area impact TR affecting different member divisions um this will then feed into a decision making report to the corporate director for environment and the executive member highways and transportation outlining the objections to the proposals uh this will inevitably um increase the time scale of delivery if there are objections received um in terms of funding the funding for these improvements has already been considered part of the highways team’s annual Capital program um the cost implications have been set out within this report um and some of which will be funded through research ing where we’ll introduce the traffic calming alongside that subject to those successful consultations one of the streets um will be funded through the national two of the streets sorry will be funded through the national productivity investment fund um and all remaining streets will be allocated from the local transport plan um and just as an ultimate recommendation we uh request members consider the update of this report and note its content but to take any questions okay thank you very much councelor scoffield thank you chair um I’d just like to uh thank Heather and congratulate Heather and the team for all the work they’ve put in over the last two years on this project uh and bringing all the aspects together over over the divisions um I know it’s been a very lengthy process a lot of hard work because of course we keep asking you to amend things and add things and um but I would like to really say Well done to highways and your team for this so I will always recommend this and commend this okay thank you thank you councelor hlin yeah thank you for the report which is very very comprehensive and there’s a lot of detail here uh and I welcome the proposals uh that are here I just feel that we perhaps should be going slightly further now I don’t want to interfere with the progress that’s made but I am very concerned about the speed limit on hookton road and uh what would be I guess hookston Avenue the one that goes in front of uh uh St John’s Fishers at school um so where my concerns come from is particularly if you look at the detail which was outlined by the question and also is in 3B uh I’m particularly concerned that a that I don’t know how you how you’re differentiating between hookton Road and other roads uh whether it’s a 3A or a 3 B on whether it’s a key link or not a key link um but I would i’ like to see this from two two tackled from two OB objectives or from two sides the first one is I don’t understand the logic of the numbers and therefore I would like that to be looked at uh and the second one is that since 2017 we’ve done copious Road modeling uh in this area or in in in the haraga area as a result of the relief Road and and all that so there’s a lot of modeling about and I would actually like to understand what the change is if on that SoCal key Link Road is if we reduce the speed limit to 20 miles an hour from 30 miles an hour how much would that inh increase somebody’s travel time along there and would it have an impact on the traffic in any way shape or form uh one of the concerns I have on there is that we know that if we take traffic uh we take Park traffic away it does allow traffic to speed and we are introducing some double yellow lines on hookton road so I’d like to see I personally would like us to see if that was if we could look at a traffic model on that the other side of it is from what i’ call an equality side and I I I I look round at the ACC and there’s not a lot of us here that are probably pushing boogies to work in the morning uh uh and realizing and appreciating the track traffic that is going down those Pathways and if you’re if you’re pushing a boogie and you have a young child at the side of you unfortunately it’s not something that men of my generation did that much if we went to work but I do think that we need a woman’s perspective on this uh and I do believe that we really need to really get into understand and perhaps what we should all be walking that at that school time just to see what it is like in actual fact to be pushed and in fact I’m sure we could all get boogies and a spare child to walk down the street with but you know what I mean uh I do think we need to I do think we need to walk in somebody else in in the usess shoes here and really feel What It’s Like on that road and then understand uh what it’s like uh as I say so I would be so I I’m pleased with what’s been done today but I I’m still concerned that we still have not necessarily or are not necessarily solving the total problem of safety here thank you I will just ass sure C ham that I despite working I also have experience of pushing small children having a child on the side and sometimes a dog in toe as well so yeah very aware um councelor warin thank you chair um firstly can I just say that as a father that took my children to school um I had real problems because I used to take them on horses um so I need yeah definitely more bride um it used to be quite interesting when um we had parked up outside the school um because people wanted droing rights um so what I would like to say is that congratulations to the officers on this report and I know a lot of work’s gone into it but I’m going to and it’s a but okay he it’s a but that’s all um we off we see reports coming to us where car is King and uh we have to support officers and getting a cultural change as to saying you know how can we put a link Road in because a link road is for the motor vehicle uh and it without any restrictions it could be huge Vehicles when it’s a community that that link so-called Link Road is infiltrating that are full of pupils parents people are out exercising people you’re going down um for using active travel cyclist the whole alternative to the car we are forcing through at 30 mil per hour when if we concede yes some people think the car is King but we’re going to restrict that car’s ability to kill or seriously injure Somebody by making it this A a road that can go from 30 down to 20 now that’s my but Heather honestly and I I know I understand all the well I know I understand you have to give us 3bs and all the other classifications but I just wanted to start thinking a little bit differently about um communities and how how we impose risks to their well-being their health and and sometimes their lives um so I want to put that before this committee as a consideration thank you uh councelor Timothy thank you um first I’d like to thank the officers as everyone else has done for uh for uh the report that um they’ve done so much that they spent so much time on um you know it’s it’s I I really welcome the chance to see it um the eastern part of this uh report is my ward or is part of my ward and I just it’s including the hookston drive and i’ just like to Echo Council Haslam’s suggestion that um there’s some traffic monitoring on the hookstone drive um to see whether it is appropriate that uh the uh we keep 30 m hour between the junction with the Le Road and certainly St John Fisher’s uh School on the hookston road and hookstone drive um but also uh i’ just like to point out that when I go out knocking on doors and talking to Residents they tell me that you know they just assume that people will speed on the hooks and drive and there is not a single um enforcement camera or other traffic coming measure the whole length of the road all the way from the leads Road uh to actually the end of foxstone Chase um and you know even if even if it is decided that it’s appropriate to keep it at 30 m hour um we we should have some way uh it’s my view that we should have some way to to make sure that people do stick to that to that 30 miles an hour um thank you very much councelor aldred just a part of um clarification really hether there is a 20 M hour section on that road isn’t it as you go up the hill towards St John Fisher it’s cuz I was told off once for sticking to that by a lady behind me who who wanted me to be going up 30 m hour but there is a there is a sign there which actually said I know it’s only a small section and I agree it should be longer but if if you’re saying that it’s designated as 3B what whatever it was why is that short section there at 20 miles hour then there must be a reason for it I believe that short section is just directly outside the school and it is a short section is it not am I not thinking that bit um it’s leading up to the school but it’s not the the section directly outside the school is actually 30 miles per hour it’s the hill going up to from is it an advisory is it the advisory 20 on a Bend so those advisories aren’t enforceable they’re an advisement to traffic right to be slower on those bends so if I had sped up at 30 I wouldn’t have got a ticket then that’s a shame okay is anybody else wishing to speak on this item councelor go I was just wondering whether Heather could give us more um details on the of the impact that’s preventing us from um lowering the speed limit for for hookstone Road and hookstone drive well actually it’s it it’s a category 3A not a 3B at hookstone Road it’s called hookstone drive and like I say it function is ultimately it’s a key Link Road between Weatherby Road and leads Road whilst there are schools down there when we’ve done the traffic data collection um to bring speeds commensurate to introduce a 20 mph speed limit we would have to introduce taffic traffic cing along the length of that road and again given its strategic significance in line with a 20 M an policy that has had quite a few reviews um in recent months as well you know that that’s what we’re tied to essentially so we’ve we’ve actioned in accordance with the with the policy for that but putting the policy to one side what would Pro what’s the outcome that we’re worried about is it um that the cars will have a longer Journey distance is it that the cost of putting in the traffic measures would be expensive what’s well we have to act in accordance with the policy so we we have a policy in place for a reason and obviously that’s what we’re you know adhering to ultimately but like I say the the function of that road there’s lots of different vehicle types using that road and again it would need some physical form of traffic caling to bring speeds down to that commensurate level so that it was self- enforcing um and it’s the issues associated with that as well can I just ask has it been looked at of even having temporary uh 20 m per hour speeds on some of section so during you know the morning school time and the afternoon school time does that where does that fit within the policy so in the policy it it does reference those and that they’re not permitted in line with the 20 m n policy so it’s it does discuss them but that it’s discounted to be used in north yorshire at this time interesting okay uh councelor hlam um policy is a guide and surely we should be able to to modify policy and I wonder whether this is an opportunity for us to actually pilot a change uh of that policy to see whether it works and then whether it could be rolled out elsewhere um you know we don’t have I mean a lot of urban centers within North Yorkshire as a whole but I just wonder whether we could perhaps actually consider that uh the other shortterm thing that I I I can mention to to councelor Timothy is that if you get a couple of post put up using your locality Grant then you can use the uh vas cameras that are set up at the other end and we can switch those around so at least you can get a start on that but going back to my point is that the local uh so the that we we should be able to Pilot something I believe and maybe we can actually modify our own policies that fit to either a temporary which I think possibly would be the best time type of solution for if it’s regarded as a link road that the speed limit is CH is changed at certain times of the day uh I think that is a much better way of going forward to be honest uh however uh I think we I think there should be an exception here or what might become the rule in the end so I would like to propose a pilot please I think that’s a really good point uh Paul because this was supposed to a pilot well you know initially that was that was what came out of uh this meeting and went to the exec the the decision was made that there would be a pilot and therefore you’re right a pilot is surely an opportunity for actually trying out things beyond the current policy uh to to make recommendations for the future absolutely um councelor Walker thank you chair um so I really support everything everybody has has said I think it this needs to be done with an urgency um you’ve talked about a time frame of July um I just want to see if we can get some reassurance that um this might happen by the start of the the the Autumn term the only reason I’m saying this is and I get it’s a slightly different scheme and it’s not perhaps quite as complicated as this one I’ve got an Etro in my own division which has started over a year ago that still isn’t in place uh and I just want to get some reassurance that we can try and get this in place by September for the start of the new term um because I think it’s really important that those children and those people walking on those roads are are safe to go to school thank you uh councilor warakin thank you chair um the the um response Heather gave to one of my colleagues I can’t remember which one now um I had a phrase in it that if we were to reduce the speed to 30 to 20 um we would have to put measures in place because the nature of that road being a 3A um and that would create other issues so Heather I’m asking you what are the other issues thank you so uh because of the use of hookstone road like I say is a category 3A Road it has the business park there as well if we would need some physical forms to reduce speed limits so say traffic calming speed humps Road humps there’s a lot of residents down there as well so hgvs large Vehicles buses going over things like that can cause a lot of noise a lot of disturbance and again they’re subject to public consultation could be something that locals and residents also don’t support yep thank you for the answer hether um but exactly what that’s what we should be doing them asking the residents what they would support would they support a restrict down to 20 M hour or would they support not having the occasional hgvs going past the house um I think we we are and as you said and I’m sure Council Harrison has a view on this because he has in the passed about that phrase pilot scheme Etc um if we are in that process which started in 2022 when I had a vote and I could propose things um then um I would suggest that what council Haslam is is proposing is seconded and supported um but um I don’t have a vote and I can’t second it so I’m looking around the room okay thank you thank you uh councelor Lacy you haven’t passed a little yellow sticky note to somebody have you Arnold um I’d like to combine the comments that councilor Haslam and councelor goso has made and just reinforce I suppose pick up councelor waran has said um the the pilot nature um the fact that policy I’m sure is advisory rather than mandatory and I recognize how officers and and others um need due regard to policy but when we’re exploring new ways then I I would I would suggest that this is without delaying the rest of the scheme we’ve got a particular issue here and I think Council goo’s comments in terms of what are the outcomes if you like of a change from 30 to 20 across a whole range of factors and policy adherence to advisory policy is one of the criteria by which you make a decision it shouldn’t be the sole criteria um so I I would be proposing this this might be what Arnold was was thinking that that actually that particular case is taken as a case study um to explore with some creative minds uh at the end of the day the policy might rule um but unless we’ve considered those other factors I think we’ll be doing residents and others down um so I don’t know whether that’s a a formal proposal that we take that particular section of road as a um as a pilot within a pilot if you like and explore experiment in terms of our thinking and our options in terms of uh and whether that means a bit more modeling a bit more consultation uh consideration but it’s clearly not been given due weight if you like in terms of the outcomes of retaining 30 m hour both from residents and potentially other perspectives um so I would like to suggest that that is taken forward as a as a uh an exploratory project within but without delaying the rest of the uh the schemes we seem to have focused on that particular area but it gives us an opportunity to think creatively okay I’ve got councelor Gosley followed by councelor Harrison I’d like to second that and I also agree that it’s good to do the work in parallel so we’re not delaying um the work that’s already been started Council Harrison um thank you chair I I need to put it on record my my feelings towards what’s being proposed I couldn’t disagree more this is not the place to start piloting fiddling with with policy I do accept that you know policies don’t always have to be applied um line by line but there’s very good reason and the highways professionals sitting behind me know what they are very good reasons why the policies are are written as they are and as applied as they are and apart from anything else I don’t think I have the Mandate from my electorate to start messing about with the 30 m hour speed limits on this map um in the way that’s being suggested in this room and um so I will be voting against that in the strongest possible terms thank you thank you any other councilors wishing to make any comment this point can can I ask for claric clarification as to what exactly we we asking officers to do are we asking him to actually put in a pilot by we would need some form of wording so I don’t know if councelor hlin wants to propose anything sorry I thought councelor Lacy propose something yeah I’m go ahead I’m not I’m not I’m not proposing a pilot sorry no I know you can’t I’m I’m not proposing a pilot I’m proposing um more desk work but I’m proposing that the due weight and consideration is given to things that are being raised here genuinely of concern so we can make that informed decision as to whether we do mess with policy or not in um Council Harrison’s terms so I’m not suggesting a pilot um but I am suggesting in this particular case that due weight is given to the wider um considerations alongside uh the very good reasons why policy is policy Council hin would you like to yeah I I think we need something that’s um a little more solid here because otherwise the officers won’t know what we really want so what I would be suggesting is that they perhaps look into the possibility of a pilot and what the implications could be so that we then and how they might conduct it and therefore we understand Etc but I also also mentioned a lot of other stuff like we have traffic modeling and those sort of things so how so it’s about building up the evidence as to whether whether it’s right and what the what that pilot might look like as I think has been pointed out no I well I’m certainly not a road traffic expert by any stretch of the imagination so so so I will be looking to our experts to say to to see if there is anything else further we can do here or whether the data actually says that so my proposal will would be to look into how a pilot might be conducted and how constructive it might be in terms of improving uh future policy an informing future policy thank you okay councelor Lacy I hope I’m not straying into what what a good officer’s job is um the I think the question that’s been asked is would would a reduction from 3020 be consistent with policy and the officers have come back and said um no it wouldn’t that’s the question the question that I think that we might want to ask is on the balance of evidence and and other factors apart as as well as policy and that in my mind in terms of business um Talk would be an option appraisal um with with due weight given to other considerations um it’s a piece of desk work I’m suggesting as I said already I’m not suggesting a pilot because I think that could be um yeah difficult expensive um and and it might still sort of come back to the reason to the fact that it would it needs to remain is 30 but I’ll say again I just don’t think that with the concern expressed by residents and around this room that that consideration has has been due consideration has been given to factors other than policy um but not wanting to rip up policy so if the language of an option appraisal with due weight to other factors is acceptable that would be a proposal that I’d make councelor Harrison so I appreciate Paul that you were trying to get officers to understand exactly what we wanted well if we look at the report that was been presented today the offices of I mean the recommendations that we consider the update and note its content but specifically in here there was the steps that we that officers would take after this meeting and and the time scales so uh we’ve got two competing things here because what council Lacy and councel ham is suggesting are different to the steps in here while we’ve got councelor Walker saying well can we proceed with these steps in parallel and do it quickly the two are not compatible and if you vote for that you’re voting to ask the officers to do something that they simply cannot do and then we’ll complain and the public will complain that we burn all this money talking about traffic schemes and never achieve anything so what you’ve currently got proposed ties the officers up in knots and I look forward to the next meeting in November when we’ll have made no progress councilor ham um in no way do I want uh to slow this process down and that I want to see exactly what we’ve put in this timetable delivered however I still don’t I still think that there is an opportunity to be able to review uh what what would be called emergent strategy or consequential strategy as a result of the changes we make uh and uh I I therefore would I would therefore say that I’m not at odds uh I do agree with the proposal that we need to run this for we need to get as much we need to achieve as much as possible and this needs to be done for uh and if this needs to be the first step then uh then fine but what I because I don’t know the officers haven’t told me what they can and cannot do they’ve outlined what they intend to do I don’t know how much additional capacity they have however I would not want to slow and if one of the consequences they said was if you want us to do this it will slow progress down then I I can make a choice my choice would be I can tell you now is that I would like to see uh uh traffic uh speed reductions in this area at the earliest possible time if we don’t get them all then that’s that is just a a function of time but I think the ones that we’ve already got on the table we need to we need to for want a better phrase Speed Ahead with thank you does anybody else wish to speak at this point okay unfortunately Hazel I can’t allow you to speak at this point I know you’d like to okay so I think from what everybody’s saying I’m going to try and summarize so I think we are all in favor of um you know we’re all very grateful for the report we are all in favor for the um recommendations um in the report to proceed but what we would some of us would also like is um further investigation um with regards to and let me get this right which road exactly are we all referring to because there’s various ones in the report go ahead councel um hookstone Road and hookstone drive thank you and the possibilities of traffic reduction whether that be temporary or permanent um yeah so if that is possible we we certainly endorse the work that’s gone on so far we’re very much looking forward to actually seeing the 20 miles hour implemented on on the roads that have already been been agreed on but we would certainly still like uh like that to be looked into further if that is possible do we need to yeah as as councelor Harrison has already said he is very much against that I will take a vote as to whether people are in favor of that so just clarify we’re looking for an options appraisal report coming back to the next ACC in September yeah do you understand that officers yes yeah okay can we take a vote all those in favor all those against thank you so um at the request um of some of the members um we are going to oh sorry my apologies chair um our officer who’s here for item 14 needs to be another meeting in Selby at 1 o’ so with the chair and that meets permission could he go next please sorry did you want to say something Council yeah on that last item although we voted on an options appraisal did we actually vote to say through that everything else would be go as proceeded yeah it wasn’t clear to me thank you sorry shall I introduce the item chair okay so this was um members been working on the um harant station Gateway and no no no ke it does say that Harrison station Gateway that is what we call coun respons station Gateway make not that Tom please in in honor of our first charge of trustee mayor and my apologies is to councilor Harrison it should have read Harriot in the actual agenda title which I was just about to correct before I got to that point um this was a request from Council alri to to just clarify the position regarding the composition of the working group after a number of um changes in membership of this committee and also to receive a verbal update from officers on on progress so we have Matt Roberts here to provide that um particular update and um when it comes to it as well the composition of the group will consist of three seats for the libdems and two seats for the conserva IES and if members are minded to appoint to those positions today that would be helpful thank you chair thank you chair and apologies for the um change in agenda um I always start with with a reminder of the transforming City’s fund overarching aims and vision which is connecting people to economic and education opportunities through affordable sustainable transport boosting productivity and helping to create a cleaner healthier and happier Community for the future and that’s essentially about um enhancing sustainable access to stations I think um uh since we were last here um and and and to remind everyone there’s there’s three significant challenges or a number of significant challenges with station station Gateway project um uh recently there have been a legal challenge to the to the original proposed scope the uh uh DFT imposed time scales for funding and inflation um like many capital projects across the council that were conceived prior to 2021 or 2022 um recently though um in in February March time we had our full business case approved on a descoped albit um good scheme that will still be a benefit to pedestrians cyclists and bus services James Street the ear and roundabout um have been removed from designs um and station parade will remain as as two lanes however we will still be introducing a new bus lane on the Northern side and Northern end of station parade there’ll be a new southbound cycle Lane across the extent of station parade um or lower station parade with with new cycle parking provision in the station car park there will be a fantastic new square that will be able to better facilitate events an improved one Arch um a better coordinated uh signal regime from the rien road Junction all the way through that Network including a new automated exit for buses um leaving the station there will be new Crossing points wider foot paaths new tactile paving and and an improved distribution of blue badge spaces as there’s a number of other measures that will enhance accessibility for people with disabilities and a new uh an improved station Bridge Junction there are a number of conditions that remain outstanding following the full business case approval by the West yorshire combin Authority um and as I’ve previously mentioned DFT time scales mean that the program is very very tight um we are in detailed design on the on the D descope scheme currently we’re looking to have that complete in August there’ll be a contractor pricing period of around three months following um this will feed into the outstanding conditions including value for money assessments carbon assessments um that will all be subject to governance at West yor combined Authority but all being well will’ll be on site um early next year and we’re looking to condense the construction program as much as possible um I’m loath to to give to give assurances on what that will be prior to getting the the detail from the contractor but in the meantime we’re seeking to bring one one Arch forward um earlier this year with a Fant that will have a fantastic new lighted scheme improved drainage and Landscaping um we plan to go out to traffic regulation order consultation in July uh the the central element element of that consultation and those orders will be the removal of loading bays and blue badge spaces opposite the bus station on station parade and we need to uh do such a thing to maintain two lanes of traffic and introduce a cycle Lane um as well we have engaged with the harate disability forum and informally with the businesses directly impacted along that stretch um as part of those that consultation or or to mitigate the impact we will be introducing three new um blue badge spaces within the surface level car park opposite Cambridge Street and and next to the bus station and overall the the amount of blue badge spaces will remain the same and actually be better distributed across the the extent of of Upper and Lower station parade so moving moving forward um we we’re keen to work with the with what the whatever um working group is is formed today um and there’s uh a lot of oversight can be provided on on on finer points of detail although designs are fairly fixed um at this stage um traffic management though public engagement communication Etc and we’re also working to establish how the scheme will link with any future Victoria Avenue um project but um I’ll will take any questions at this point and thank you okay councelor alred thank you chair and thank you Matt for that report I learned a couple cou of things there which I didn’t know include uh the one Arch thing coming quicker I don’t think that’s been in the public domain before I think part of the reason I wanted this on the agenda today is I think we need to be very very transparent with this scheme because there’s a lot of murmuring there’s a lot of people saying we don’t know what’s happening in it and I don’t think there has been a formal kind of this is the presentation to Joe public and I think now is the time for that we were told we couldn’t do that before we got the formal approval from the West Yorkshire combined Authority but that was back in March so we’ve got that you guys have been working on it that’s great I complete you know my personal opinion about W Arch I’m passionate about improving W AR so that’s joy to my heart that you’re saying we’re going to do that sooner rather than later but I do think this working group was established by this ACC we haven’t re we’ve had one kind of informal meeting where we walk around with you guys and we looked at various options and I think most of us um within this room were fairly happy with the scheme that was developed but we weren’t we haven’t really put that into the public domain so I I want the working group to be set up as quickly as possible I want us to be transparent about this and to be feeding in information and engaging particularly with the business Community because a lot of them are are kind of potentially scared as to what things are in in in the scheme and we need to amplify the positives as well because there’s a lot of positives in that scheme it’s 12 million quid being invested in the center of of of harri good and we need to make that a positive in investment there there’s the great Square you alluded to that there is a cycle way in there which could be the the the uh the Lynch pin to start overactive travel schemes so I think we need to be talking about Miss publicly okay the working group probably needs to have an informal session with you guys first but then we need to go public with the whole scheme and get the whole of the community and the town involved in it and if to do that we have to call it the Harrison station Gateway I’m very happy to call it that I’m sure your Memorial Michael uh but yeah we just we need to get moving we need to get public and we need to get transparent please so we need to set up this working group and this working group needs to meet between acc’s not just uh you know one meeting perhaps two or three between accs and really drive this project which which is what I think when we set up the working group we wanted it to do so I’m really happy with that update there’s some great stuff there and I think we go forward to just setting up the reset reconstituting the working group setting some dates and talking about delivery because that’s the important thing now delivery chair can I come back just to the point thank you um yeah all value points councelor Al um the the the full business case went in in in an incredibly tight time scale um because we were told by DFT they wanted something in before the financial year was was over we we went in on very draft designs before we wanted to make to go public and say this is what we were doing we had to prove that those designs would work and the main element of that is the realigned curb way um for for the two lanes and the cycle Lane that we needed to make sure the utilities that we um were were um achievable let’s call it diversions Etc um the it needed traffic regulation orders that required as as as I’ve alluded to some some removal of spaces and we wanted to mitigate against that and work out those finer points so that so that there was there were a couple of um there’s a Ze Crossing that that has been deemed you know for example um not particularly well placed Etc so we we just didn’t want to again present something that that would that would hadn’t been proved and hadn’t been changed but yeah absolutely and we will be making those plans public um in um within six weeks thank you councelor Walker thank you so it’s just a a quick question um we seem to have be running up uh very large bills on Consultants I think um it’s nearly 2 million pound or over2 million pounds now do we anticipate spending any more money on Consultants um before the scheme is completed and if so how much the bill for the um final detail design elements is um Circa £300,000 um that has already been sort of agreed um after much negotiation and cond condensing of of of their work that takes us all the way through to um construction to start so um we don’t at this point we don’t anticipate any further bills from consultants and can I and sorry councelor warc I will say it’s it’s it’s been it’s been the same on all three TCF projects whereby um where cost has impacted projects and Des scoping needs to happen it seems to be a never- ending spiral to to save money you need to spend money because you take something out of a scheme and sel’s been very much the the the example of that it it you can’t just sort of chop and then and it requires further design work further signal changes further further um it’s it’s it’s been frustrating for the project team and and and I understand your point thank you councel yes sorry I’m going to direct this question to Paul actually that those membership of this um working group you gave is freely demns to conservatives is that set in stone um because I do feel for my independent colleagues here that they don’t get a look in and and I think they actually should um for you chair um yes it is politically Bal B and and that is um what it comes out on on the the scoring it’s it’s uh if we wanted to as an ACC could we change that you can have it non-politically balanced if if you wish if everyone agrees I mean what’s the feeling on on the the thing I mean there’s three of you guys with the greatest respect to Robert he’s moving constituencies shortly um uh you know do do we well I’m just throwing this in do we can we make it two lims two conservative and one independent right I think if we’re going to change the political balance then I think well let’s firstly agree whether that’s something that we want to do do we want to just take volunteers from this ACC to be part of the working group with a maximum of five members is every body in agreement with that yeah so could we then have can I then see who would like to volunteer for the group and we’ll see how many there are and then because obviously if there’s more than five volunteers then we we would have to have to work it out between us so do we do we have five volunteers councelor Gibbs sorry councelor Gibbs councelor hlam councelor GS coun Al that’s okay we don’t have to have five but I think councelor Harrison used to be a member of the working group but he’s not he’s not [Laughter] now okay if everybody is happy with that four we’ve got four but if those are the volunteers I don’t want to Strongarm somebody to be on a lead on helping with working groups we understand there’s four ongoing at the moment and um for the supported working groups of which the two he will get in touch with the membership obviously you may wish to constitute someone to shair that at your first meeting of this new really constituted working group and uh then we’ll feed back into the main committee as we continue to build and to develop thank you e e e e e e e e e e e e e e e e e e e e e e e e e e e e okay welcome back members if I can move us along on the agenda then to item 10 this is the otley road sustainable transport measures for the west of harate and we have Jasmine Gibson here from the Improvement project delivery um Team thank you um so the purpose of this report was to provide members an update on the progress on the proposed package of measures to take forward as part of the allyy road sustainable transport measures for the west of harut since the previous ACC in September 2023 so in terms of background um following the decision by the farmer nycc Bez that members to reallocate the remaining funding from the um M um the national productivity investment fund to a package of sustainable transport measures um in the previous report 10 measures have been identified so in this report I’ll provide an update on those and for some further background read reading the previous um report explained how exactly we arrived at those 10 measures so in terms of the um the 10 measures themselves I’ll give a little bit of an overview of progress today and next steps um so for the cold Bath Road signals upgrades we are currently engaging with North Yorkshire highways our internal contractor with regard to procurement of the signals equipment um that could be quite a lengthy process unfortunately historically it does take tend to take quite a while um so that will be how we determine our program once we have confirmation of that we’ll be a to confirm when we’re able ble to implement that particular measure um I would note as well that there is no consultation required for those signals upgrades the next item is the Oley Road bus stop upgrades um we have been leing with internal colleagues on that and also with our internal contractors just to establish exactly what the scheme requirements are costing it up and looking at what we are able to to implement within the funds identified um once we have that a little bit more form firmed up we will arrange walkover with the local member and also start to issue letters to local residents who will be affected um we are hoping to send those letters out in June of this year and that’s just an informal consultation rather than a formal consultation process with regards to the cpath road 20 mph zones the um improved access Arrangements near the Falcon chiropratic on cold paath Road and the C Bath Road cycle parking or parklet um we have packaged that up into a commission um for our internal design has align Property Services um that they’re on with that design at the moment U once we’ve got that finalized and we’ve discussed it with our traffic engineering team and also the police will’ll go out to formal consultation for that again depending on the outcomes of the consultation similar to um the update that Heather presented if we get objections then that could impact on the time scale on that um and separately the parklet also requires a planning application so we expect the delivery of that to be towards the back end of the overall program um the improved crossing point near Ash College um we’re looking at design options for that at the moment um we expect the delivery of that to be after the rest of the green Lan work slow unfortunately um due to to the consultation on that having already commenced um the cycle path signing um NYC officers including myself have now attended a ride over um with the hdca um covering a very large area of harut um looking at you know where the constraints are and improvements that we can make and we’ve also had a meeting with um the haraga and panel lash residents Association um again to look at potential quick wins around the area so I’ve got a meeting arranged to with colleagues in transport planning to discuss next steps on that um the Harriet grammar 20 mph zone is also currently being designed up and the implementation implementation of that will be subject to the consultation exercise in the summer and the Ros roset cycle path is on target for a summer deliver um we’re just arranging um an early contractor involvement meeting with the contractor on site in terms of the finance we’ve got $797,000 available in total there was £60,000 of work outstanding on phase one which is now substantially complete um the forecast for these Works cost is around 55,000 which leaves us £ 233,000 for all the Consultants design fees on site supervision contractors prelims surveys traffic regulation orders and anything else that we might need in order to deliver the projects if we have any funding left then we can look at how we might allocate that to any other schemes which weren’t included in that within this initial package of 10 so the recommendation from the report is that members um consider this update and note content and happy to take any questions lovely thank you very much members does anybody have any questions councilor scoffield thank you chair so just to get this right so if there were to be any funds left at the end of these schemes it would still have to be spent within the otley Oley Road Corridor program wouldn’t it yeah it couldn’t be spent anywhere else yeah it would need to meet the original EMP objectives correct thank you councelor Gibbs not really a question as such just a thanks to to officers good stuff in this and I think ultimately once it’s all come to fruition um the overall end outcome um is actually far better than if you we turn the clock back a few years ago what the end outcome could have been if we’ spend the money otherwise so thank you for taking the comments on board up to this stage and I think we’re going to end up with some good stuff in there yeah councilor go field just to Echo what councelor gives us just said uh completely agree and especially as you’re bringing this together with the other package that you putting together across all the other divisions that we discussed earlier I know how how difficult your workload has been so well done on all okay and councelor Al thanks chair yeah um I do have a couple of minor little quibbles jasine um looking at I mean there’s a lot in the there’s quite a lot in this for motorist think something for pedestrians I don’t see too much for cyclists in there um I’m I’m going to ask specifically cyclan oriented questions the the uh traffic roads at the junction Aly Road and cold Bath Road are they going to be just for standard pedestrian Crossings or can we look at tucans there CU that would link into the the otley road cycle way if we have the the two Crossings we could look at that as an option excellent thank you um and then going down to the Green Lane Asheville uh College uh Junction there can we look at a zebra Paro Crossing there for for pedestrians and cyclists because I don’t think it at the moment it’s just an uncontrolled Crossing as it is now yeah if it was to be a combined um cycle and zebra Crossing then that would need to be a tiger Crossing and for us to put that in we’d need to have a destination at each side of that for Cycles to go so you you couldn’t have that because the foot path widths aren’t wide enough on the other side of Green could you could could you put in a zebra then just a standard zebra we could look at it yeah I mean what what would be the reasons for not doing that cuz at the moment it’s it is an UNC control Crossing is and the changes we’d have to do an assessment on that in terms of like the the speeds of the vehicles the number of the number of vehicles how many pedestrians actually use it and what the desire lines are and that determine what type of Crossing we were to put in there we’re in the early stage of that design process at the right so it’s possible to include that work within um I can’t see now because councelor Gibbs has just moved his head I’m not saying he’s got a big head [Laughter] uh so we can look at that within the the funding it’s determined to be an appropriate cross in in that location then that’s something that we could look at but the main function of what we’re trying to do in that location is to actually increase the visibility from the public right of way um because of the narrow footway in that area pest Crossing I would have thought that increases it even more basically yeah but anyway it’s going to be an upgrade yeah if we can look at it that’s fine and the my third and final point was the signage um you and I both took a a cycle ride with um actually you weren’t on the bik were you sorry you w not on that occasion I was this time excellent well yeah we we went out with our friends from hdca I do think I I tend to agree with him as a cyclist as well we’ve actually got very good cycle signing existing in most of that area and I noticed there’s 10 grand in the scheme for uh upgrading the signage now I’d query whether we need to do that and and whether we could actually spend that 10 grand in somewhere else rather than just improving some good signs which are already there yeah I mean that there are gaps within the cycle signage and that was something that we did observe whilst we were making that rout and it’s whether we can Al look at opportunities to make streets which aren’t currently signed as cycle routes whether they would be appropriate for that and it’s looking at the whole area is a sort of holistic approach and that was the purpose of the ride over and also this review so we’re actually looking at that with within the world yeah it’ll link to the cycle priorities work which is being led by transport planning we when we went out we we were looking specifically at so-called cricet uh uh quiet way I think I think that’s what what it was labeled is there any chance of that still being included or is that too much with possibly not be within the NP scheme as like say we’ve allocated the funding at this time but I will set up a conversation with the um lease holders and representatives for the cricket ground and look at the possibilities there but I am concerned about how we could sign that as a cycle route when it’s is least land I’m not sure of the technicalities of that appreciate that yeah and was a Crossing on Leo Lane I think that was the main which isn’t ideal either no it’s not no Okay I accept that you’re looking into it thank you very much indeed no problem all right well thank you very much Jasmine for attending and presenting your report um obviously the recommendation is that we that we note its contents which we we have done okay so if I can move us then on to item 11 which is um a presentation about harate active travel can I invite Melissa Burnham please to speak just wait for magic to happen it’s okay thank you okay so we’ve heard um a little bit today um from certainly from Jasmine and um Heather in terms of some of the schemes that we’ve been working on the projects we’ve been working on to date um but there are others um and I know that the committee has previously requested an update on the active travel um progress on some of these schemes um in how we get nbra so we also have Victoria renue um which was subject to um active travel fund funding to um back in 20221 I believe it was during the covid time um we used the funding for that to um design a scheme which was pedestrian and cycle scheme um we carried out surveys we carried out a design um and then we realized actually in terms of costs we needed some more money so we submitted a further Fund in uh to the further active travel fund which was to travel fund 4 in June 23 unfortunately um whilst it was a full pedestrian and cycling scheme um we were unsuccessful in that bid so we had conversations with active travel England um and we uh were advised to redesign um focusing on accessibility Crossing points and pedestrians and weaning which is part of their hierarchy recommendation summer autumn 23 we’ve carried out the redesigns we held discussions with active travel England um and obviously in terms of focusing those designs on the pedestrian but also keeping the possibility of cycle phase at at a later date so we were always considering to include cycling but at a later date when there was an opportunity for further funding um in March 24 um just recently um we have um submitted a change control which was essentially um something we have to do with Act of travel England um via a report to reallocate um the funding to the new design so to to the design that we we now have which was focusing on pedestrians in April and May um we carried out two public consultations um and this included two engagement events and over 2,000 letters to both stakeholders and residents in the vicinity of Victoria Avenue um with the the new proposals which concentrated mainly on the pedestrian scheme um just gone I think it was last week maybe a week before we’ve had a a site me meeting with um representatives from active travel England regarding the designs feeding through some of that information that we have in terms of the consultations um and we are taking all that consultation information gathering that we will be pulling together a frequently asked questions so that those that have responded will understand um the responses in terms of our response for the designs um and we’ll be putting that on the website and sending that to the um the representatives as well who have who have obviously made um made a representation through the consultation um and in September October this year we’ll bring another report back to this committee um with updates in terms of where we are but also an idea of the next steps in terms of that design um and funding opportunities with active travel England as well uh We’ve also got the Harriet transport Improvement package um the work continues um and I know um certainly there’s been a number of updates previously to this committee um it has seen a delay more recently um because they’ve been waiting for requirements to include the forecast from the west of hargate developers um the DAT data in terms of cumulative transport assessment has recently been supplied so this is something that can that can then be used by the officers um to produce the draft study um which will be then finalized and reviewed by officers um the recommendations for the next steps will then be issued I don’t have a time scale on that just yet because we are talking it’s just been the last couple of weeks when they’ve had that additional information um provided but are working through that um and we’ll be able to provide an update to the next area constituency committee uh this links into some of the work that um certainly that Jasmine’s been doing with the mff um but it goes much wider focusing on Harriet um as a whole um harri good cycle infrastructure plan um in early 2024 um there was a report that went to that’s an error actually went to the environment and executive member members meeting meeting for highways and transportation not the executive um this was granted at that meeting um and we were given permission to um engage with stakeholders um regarding the emerging Network priority for cyclists the engagement has commenced um and this engagement is beginning um certainly started with that cycle ride that um Jasmine and a representative from transport planning had carried out with um with Harriet District collection group believe it was 30 miles 27 27 not quite 30 but it was a long it was a long ride so that just shows you the distance that they’ve traveled um and the amount that they’ve covered in terms of that review so it was it was definitely worth doing and I think probably long overdue um we’ve also started Communications with some of the local residents groups um regarding the the schemes some of the residents who are not quite um well they’re certainly not part of the cycle dist Action Group but they do have a lot of um um thoughts and considerations in terms of where they would like to see some improvements on the cycle Network as they’re using those for commuting and daily use as well so we intend to tap in a little bit more into those resident groups um as well as the stakeholder groups um and this will also be picked up with local members as well um you know in terms of um a lot of the asks that come to local members in terms of cycling priority so alongside this um we’ll be seeking further engagement later in the year um but the corporate director and executive member for highways and transportation um will also be updated later in the year regarding that as well you a number of other projects which you’ve heard about today um so I won’t go through them we’ve had the update for all three of those allyy Road sustainable transport measures H at 20 M hour speed limit update and transforming cities um which are big projects in their own right that we certainly um regard as active travel improvements as well you know in a number of elements within those projects we’ve also got a number of local schemes that we’re working officers are working on um with um some of the local communities um we have Oakland’s road crossing sorry yeah Oakland’s road crossing and weather be road crossing linking slingsby walk um we’ve recently carried out a consultation on that um that is introducing a signalized Crossing on Weatherby Road and a tiger Crossing on Oakland’s Drive um and that will make a a link on slingsby walk both cyclists and pedestrians we’ve recently been out to consultation uh we’ve been in discussions with the local members and the schools and the local stakeholder groups um and we’re at the minute colleting that information again we’ll provide a frequently Asked question sheet for that so that those who have engaged with us um understand the answers um from that consultation um we are also going to do a further consultation which will be starting um fa fairly shortly um with regards to the use of the Stray land on that Crossing so that will be um very soon on that one um and we’ll update the members in due course for those local areas we’ve also got two local schemes again we’re engaging with the local councilors on them but just to mention them um we are looking at crossing point on built and Lane linking The Greenway um that is something that we’ve had a consultation on and we’re we’re now moving to a road there was a number of concerns raised as part of that consultation so we’re moving on to a road safety audit for that scheme um and we’re just waiting for a resource to to be able to facilitate that for us uh we’re also looking at extending a buildout on um at The Greenway exit or entrance at killing Hall um again we’ve spoken to C Council Harrison regarding that as a local member um but we do need to do some uh further engagement with the community so the residents and the businesses in that area um to understand what’s necessary it is more than likely going to require traffic regulation orders perhaps the yellow lines um which is why we want to do that initial engagement first with the communities um letters I don’t think are out but they will be certainly going out in the next couple of weeks and we’ll start that um that engagement positively to understand um where we go next with that and that is all of the projects that I have for um for the uh for the update I would just say though in terms of the cycling infrastructure plan um we are also looking at um developing one for NB which I understand the counselors are aware of um and again that’s something that we’ll be looking certainly later in the year to start that engagement um with the public on that but the work has started in terms of ding it thank you thank you Melissa okay I have councelor warakin thank you um I think area six are sort of really leading the way on active travel and congratulations on that and um I think we have do we have an officer in place do hello um sorry so I’ve got a peripheral vision um so I would want to congratulate on this um the only thing I have a question on is the why were we not successful on that latest bid and um and then the other thing is more for um the whole of the county rather than area six is that and when it comes to scrutiny it seems to be a recorded message that I have I press a button to ask the same question um where are we with a an act of travel team um and if we haven’t made any progress why those two things Melissa okay so uh why were we not successful um we had a meeting it was a surprise to us as much as anybody because it was a a good scheme but it was a very expensive scheme so I think it was costing over a million pounds for that scheme um originally with the cycle and The Pedestrian elements um and I believe that was possibly one of the reasons in terms of the cost that was you know in terms of why we didn’t get that funding um we did however take the opportunity to meet with active travel England in York um afterwards just to have a bit of a debrief and understand um perhaps how we could amend how we could change and I think one thing we took away from that is that engagement going forward with Act of travel England um and as I said we had a meeting last week with them on site um and that’s certainly been really useful in terms of feading through to to Future funding so we’ve got a good link now that we’ll would like to keep keep in that positive spirit um yeah it’s the cost it’s the cost I mean the cost was just not you know they’ve they at that time they focused on Crossing gestions and accessibility um in terms of Crossing packages and I think it was just not appropriate at that time for funding um and active travel team we officers um have had a recent meeting certainly with our seniors um as as most recent as last week actually was it this week as most recent as this week so the conversations are happening um we are just working um working on the plans in terms of how that will work I don’t have a time scale um but I know certainly the Ambitions are to try and get that in place um this calendar year um and I may have further updates in in November for you on that active travel team but it’s certainly happening thank you councelor hlin yeah thank you for bringing this report today I think it’s possibly something I asked a while back but I can’t remember now it’s I know it it’s only six months ago so well done on that um I think as uh as councelor warin um uh suggests I think you know so area six is leading the way on this but there you know and we have probably more ambition to do more so my question really is is how can the elected members help and support you thank you for that um it’s a difficult question on the spot but it’s certainly something I would like to take away and think about because that’s a a very kind offer I mean there’s things like you know so we use we’re using let’s talk on the food so then I think food’s coming up shortly and let’s talk is used but do we want to use let’s talk active travel for example or or or you know and and can we suggest things that that can help I mean I think councilor Warner can offer in asking about the active travel team I think that add puts an additional pressure on for it to be discussed so there’s there’s a number of different things I think we we can probably help and I’d be delighted to certainly take that on board from you thank you I’d certainly welcome ideas and thoughts um in terms of how I think certainly we work um you know we certainly value the input from the members in terms of the projects that we’re we’re developing um uh but welcome your ideas on that we happy to take it forward so thank you um councelor Timothy thank you very much uh thank you chair and thank you very much for bringing this this report um Melissa uh I very much welcome in particular the uh the fact that there is a the the ongoing consultation regarding uh pedestrian Crossings on Oakland’s drive and weby Road um as you probably as you probably already know there’s a lot of public interest in those Crossings uh and and just and I know that I’m new in as a counselor but just just I’d love to be updated with everything that happen Happ s with those uh thank you very much um just really quick question for me um do you know do you have an indication at all how any of the North Yorkshire May’s plans might sort of interact with the harate transport Improvement plan do you not yet I’m afraid no um yeah early days say there certainly some aspirations but I don’t think I can say anything else at this stage okay thank you councelor Walker so um thank you um thanks for the update Melissa I wasn’t aware of the N Cycle infrastructure update perhaps I’ve missed something somewhere so apologies if I have but that would be useful to get um an update on that I think if we could look at um not just in nbor but across the whole of um Harriet nbor some of the part the the um the bike storage and things like that so there are a number of certainly in nbor they’re tued away I I wouldn’t say they were perhaps in the the right place and we do need to think about perhaps covered storage you know cycle theft is a is a big issue um so if if we are encouraging people to use their bikes we need to think about where they can safely store them it’s not just about cycling um we’ve talked a number of times uh about uh park and ride and I think we should we we should look at some of those options as well I know it’s been looked at in the past um but I think we really do need to to look at that I think it’s part of reducing PE people getting out of their cars I’ve get they’ve got to get there in their cars but once they’re there we can get them on buses or cycling or walking to elsewhere so if we could have a look at that that’d be much appreciated thank you Council aldred thanks chair there’s some really good stuff in there and um thank you for report Melissa we do appreciate you know this is just one part of the area you’re involved in and the jobs you guys have to do and it’s great I mean jasm and board but you know particularly looking at act active travel I do think that’s where area six does take a bit of a lead and the um when we were all elected I think uh the director Mr batsby was saying it it was his ambition to have a active travel scheme for the whole of uh the county as then was the council as now is uh and now it’s coming to fruition it’s taken two years but nothing happens overnight does it but I do hope we’re not sitting here in another 12 months and there isn’t any delivery on any of these schemes because I do Rec sitting at the initial meeting of this ACC and I think yourself presented a report about AC Travel again and they you know we talked about Victoria renue we talked about Gateway as was then which was a different scheme then there hasn’t been any delivery in the last two years we in fact we’ve gone backwards because see the the scheme that was actually working quite well for Cy Beach Grove um our wonderful highways executive member and cycling Champion decided to take that away so that was the link from otley Road into Victoria Avenue and and that’s no longer there and it wasn’t very expensive those Planters there which were presenting the traffic from going up and down uh and it was obviously done for a political reason uh I can’t see how he can be a cycling champion and not being in favor of cycling schemes but I wouldn’t want you to comment on that and I know you can’t comment on that but I do just want to go back to this delivery point and I I think I am right in same the Victoria renue thing was we didn’t get the full funding we wanted because we it it was said it wasn’t um ambitious enough and that is disappointing we should be presenting ambitious schemes because we don’t we we rely on this outside funding we don’t put actually any money out of our own budgets into these active travel schemes I think that’s right in saying we we rely on developers money and we we we rely on getting money from the likes of active travel England hopefully we’re not just going to park the bus and say oh we’ll reely on the mayor now because the mayor’s got this this funding there I’m sure we’ll get some from the uh the mayor the mayor Al combined Authority but we we do need to be ambitious and we do need and I know we need these plans and we spent huge sums on Consultants we we’ve we’ve kind of been developing plan after plan after plan we haven’t got anything on the ground and we haven’t had for a number of years I think the only substantial really cycling scheme in in harria is the Green Way which was delivered Not By Us by the council okay probably helped but it was actually substan sub substrand substrand thank you who put most of the money and indeed a lot of the the labor into that as well so I I just come back to delivery I just do hope we’re not sitting here definitely in two years hopefully not in a year and we’re still at this stage where we’ve got all these plans we’re looking at funding from XY and Z but we haven’t got anything delivered in in the ground personally I just cannot see how we spending 80 850,000 on Victoria Avenue we’re making things better for road traffic uh we slightly improving things for pedestrians although it’s not the worst pedestrian area in in the center of harut that road and yet we was no improvements at all for for cyclists there it seems a huge amount of money we’re spending and and we’re not delivering uh these active travel schemes on the ground we we got the plans you’ve gone through them all I said this two years ago and remember councelor broadbank backing me up on on that occasion we do need to deliver the a59 it’s just a little bit of Road there and I know we’re helping out now with the ACC funding going in to help put in yet another plan for that but we really do need to start delivering within the next year definitely it is it possible we could have some kind of delivery plan which you could either circulate after this meeting or maybe you come to our next meeting in September with a list of dates where we’re actually going to do something and it all kind of connects together sorry to be despond do you want to respond Min um yes a plan of that nature is definitely something we can bring to the November um cons committee if that’s or or we can submit it afterwards that’s not a problem um we have through a number of reports we’ve we’ve presented over the years um we have also highlighted the constraints that we have been faced in terms of delivering some of these schemes um so it’s not the will of the offices is certainly there in terms of delivering this and I think the fact that the three of us are here today presenting all these projects to you demonstrates that um what it is though is that there are some caveats in terms of constraints that we have faced that might be objections to the schemes from other people who aren’t cyclists it could be um Road Safety aspects um could be land aspects could be funding so there are a number of constraints in terms of delivery that we have been faced with um so whilst I’m happy to provide that delivery plan I’d also probably add a column in terms of some of the hurdles and constrains that we have to overcome before we get there as well because that is you know like I said the will of the officers we’re wanting to certainly deliver these schemes on the ground um but uh you know in in some cases unfortunately deadlines have been missed and that’s been out of our control thank you okay is anybody else want to make any comments at this point no okay so I think you’ve got the relevant minutes there that uh with regards to providing delivery plan excellent yeah yeah thank you chair just to clarify we have meetings in September and November so perhaps clarify afterwards I think one’s 12 12th of September and the other’s late November so whichever one after the meeting if you can just clarify for of us we’ll then schedule me I mean I can September is not a ask Liz me to present thank you chair good afternoon members I think it is just um I’ve brought to you I’ll have before you the report from the stronger communities program for the year April 23 to March 24 um the purpose of the report is to give you an overview of the progress the program has made um across the Harriet and nbor constituency area in that time span the background of Us coming into April 23 was that we were coming from the successful Community Support organization infrastructure that we’d operated through covid and we were developing the community anchor model um across the um North Yorkshire area and also increasingly during this time we’ve also kind of returned to prepandemic projects and working with the organizations and also developing the Community Partnership p you’ll see one of the core um kind of offers of the stronger communities program has been the community anchor organization model this is very much a development program that will take place over three years 24 place-based organizations are participating in the development program at the moment and they’ve been funded through strand one funding there is also funding available through um to areas where we haven’t actually been able to identify um in principal towns those organizations that were coming forward and development work has taken place there both harut and scarber are identified for strand two funding where we’ve worked with key voluntary sector organizations over the year to actually identify and understand what was happening in those areas both Harriet and scabra have very defined kind of more local areas within them and it’s important that we we understand who’s operating in those areas and how perhaps a model could developed that was reflective of those local communities that exist in the harri and scarber areas you also see from Inspire grants these are our small grant funding of £1,000 they often are used to kind of nurture activity or encourage people to have kind of confidence to take on new things and get people involved these are available um to any groups in the community are accessed via the as it was with this with the delivery managers now through the local it leads it’s important to look at these in the context of other small grants that are available to community organizations operating in the areas so there’s also locality budgets awards for all from Lottery funding the starb grants program and the harate fund and where organizations are able to access that small grant funding and we know from evaluation that can make a considerable difference to people living in areas the Community Partnership Pilots are underway and I myself have been supporting the community pilot in rippen and that will be reported on at the rippen and Skipton and rippen ACC meeting in terms of capacity building we’ve historically supported organizations when they’re wanting to reflect on where they are or perhaps where they’re going and actually there might be times when they need to consider if their operating model is the one that they need at the time so we’ve been able through the year to to support organizations contemplating potential merger and we’ve helped organizations go through a diagnostic health check as well in section four you’ll see that there’s the broader stronger communities work that’s taken place this is Led on by members of the team and often is across North Yorkshire these include the holiday activities food program which is actually um supported by um North Yorkshire together which North Yorkshire sport who are based in the health and wellbe Hub in Buon have been very much a key partner in delivering the household support fund has provided grant funding to low food cost providers across the county and resurrected bites locally have been an organization that have benefited from that funding the North Yorkshire local assistance fund continues and they are able to accept referrals from many kind of local organizations referring people in that will include kind of citizens advice and some of the food banks in terms of food insecurity there is a local food Summit held and also there’s some work being undertaken with York City of York to look at actually um food insecurity and some of the um ways that people can kind of be approached can be helped um to look at the situations they find themselves in and how that can be helped and the trussle trust locally has been very active in that the trussle trust and the harag and nbor food bank in terms of the broader cost of living activity of the North Yorkshire Council the website’s been updated with information and many of you may have seen the where to turn leaflet which is produced locally to support people in where they can turn to for food but also where if people are wanting to contribute where do they actually um contribute in terms of the home for Ukraine program the Harriet and nbor District of sanctu have been very proactive in supporting families and the UK UK shared Prosperity fund was was opened and many local organizations have benefited from some of the funding in that and also you’ll see there the work around digital inclusion and I would encourage members to look at kind of reboot North Yorkshire which where you can drop um kind of um used digital equipment into the libraries and this is repurposed for people who perhaps haven’t got access access to laptops you’ll also see here that we’ve been doing some work with health colleagues around the Community Mental Health transformation and locally that has involved us working with the route one to Wellness partnership I’ll draw your attention to kind of locally um the key progress that we’ve made in terms of identifying Community anchor organizations under the Strand one funding chain Lane Community Hub in nbor are undertaking a three-year development scheme and Burbridge Community charity formerly Burbridge Community Care um in Burbridge were um undertaking the development program there you will also see that harria and District Community Action um received funding to support us in the developing the model for the Harriet area they have actually um produced a report and we’re looking at this now but there isn’t um the new locality lead for the area will pick up talking to those local organizations that identified so we can look at how we develop a model that reflects people in Harriet and where they will look to for local support in terms of our Partnerships with health as I say we’ve very much been involved with local organizations on developing Community Mental Health transformation and we’ve also been working in partnership with the Robert Robert Ogden Center and McMillan through the West Yorkshire ICB um to look at developing community beacons this work was identified as a need for live people living beyond a cancer diagnosis or living with a longterm cancer diagnosis um seven organizations are participating in upskilling their training with the view that they will become and develop a scheme where we have across the area Community beacons which are able to offer support more holistically and kind of help people access their Community you will also see um the community Transport um the was a need to to look at the provision for this through the year and working with local organizations two solutions were found so we were able to maintain community Transport across the areas of both harria and nbor so a new scheme has been established with support from tadcaster voluntary Community Support Association who are actually doing the scheduling and people contact them via a harant number and the drivers are being supported by and and um recruited through harant neighbors some of you may be aware of harant neighbors they run the extra Care Facility um in starbeck and also chain Lane Community Hub have established a community Transport scheme for nbra and have recruited new volunteers for that you also see in point six that the new localities restructure has taken place we are now in post from the 1st of May and we’ll be transferring our work across to our col colleagues the locality lead for the harag and N barera is Susie sing and she will be joining you at Future meetings for this report so in terms of recommendations I’d just like to recommend that you note the contents of this report and that members agree to an annual update on the activity of the full locality service thank you do you want yeah we’ll just let our area six colleagues leave the meeting right can I open up for any comments or any questions from any members yet councelor Walker thank you chair I’d just uh like to highlight the work of the community anchor organizations with within nbor um and just really highlight the importance um after the recent flooding um in nbor so I’d like to thank and put on record the thanks for all the work that the council uh officers did to help the residents the chain Lane Community Hub um and and the Town Council and the ongoing support that is being provided to those residents so thank you very much yeah thank you and councilor Lacy so thank you very much Liz for for the report lots of activities in a period of significant change so um congratulations on that obviously welcome now the the forming of the new teams and very much looking forward to um engaging with them and in part just referencing um the working group that we that we set up it met it meet once or twice I think it performed a useful function in terms of understanding the changes and the challenges that we’re going through and um we would therefore propose that it continues um we can come back to membership in in a moment um but just to acknowledge that that’s that’s a really useful way of um providing information um and having a wider conversation I suppose uh I think the the the information that was provided was useful to all counselors um even though there’s only one sub working group working on it uh so looking forward to the future and congratulations on settling into that new team okay any other comments y councelor Al just a very Quicky one just to minute it if we can Paul because I know from talking to my here um how helpful and useful it was your predecessor Mr Codman being uh involved in the nbit scheme and he did he did go above and beyond in those first few hours when he was crucial to get support such as sandbags and other chain Lane open and other things and I’m think is a committee as Mark is no longer with us we should acknowledge Mark’s Ro in that and say thank you Mark and well done okay Paul um are we happy with the did do you all Edward have any comments about the working group that Council Lacy was referring to as these one of the four yeah we’ll come to that is another agenda item I think to yes it’s 15 we got just talk about the working groups generally on that so just to confirm your recommendation on that as well to receive the annual report and we’ll we’ll we’ll do that and we’ll pass on the thans to to Mark well formally minuted as well thank you that’s lovely thank you very much Liz thank you okay if I can move us on then to item 13 which is the let’s talk food survey feedback and we should have Angela Crossland um head of healthier lives community and economy um and oh is she on screen excellent many times good afternoon counselor and do we have Ruth as well apologies Ruth is our annual leave today so w be attending it’s just me thank you all right over to you Angela okay thank you um good afternoon uh counselors um I’m here to give you the feedback from the let’s talk food survey U my understanding is that the let’s talk series of uh campaigns come to the acc’s um for information um and discussion um so I have already um produced a cover report and presentation in your packs for you um that I will just whip through some of the highlights of the presentation I’m conscious there’s quite a few slides there um so if I do some of the key headlines um and then open up to any discussion if you if you so wish um so I will just share my screen um for you so this is part of um um was getting some understanding around health and sustainability of Food Systems in North Yorkshire um am I sharing properly can’t see anything else yet okay let me just uh check I’ve got the right screen uh okay I think it’s CU I’ve got dual screen I’ll move it on to this one be with apologies move you to there okay there we go right so uh you should be able to see it now nope not yet not entirely sure why that’s not sharing then don’t know if Charles got any idea Charles do you have a copy of the presentation that you could present we’ve it’s in the pack is got it the yeah okay okay probably the easiest way then for time as well um thank you for indulging me okay so yeah so this is about um looking at our food system from Farm to Fork is an easy way to look at it and the first slide um just gives you that understanding of how the system works together really um and how we want to look at that to make sure that right from the beginning of of food being produced through to how we consume it and how and then what we do with it after that as well um how we can make that system much more uh sustainable with nutritious food for the health of our people our economy and our environment um the next slide um is about place shaping um and just showing how the council has a number of roles in the food system which is why it’s important for us to understand our role um the statut functions we have how we can bring Partners together and how we can help the Catalyst to to change in in the food system so it’s just to give that context really as to as to the work we’re doing the next few slides are about the let’s talk campaign in general so I’m sure youve had uh present a before um where you um understand that various topics are taken to Residents um for their views this time it was on food um and uh overall there have been over 18 and a half thousand surveys completed across the range of campaigns from local areas Devolution council plan climate um transport and the budget um and we’ve asked about healthy food and food waste um Slide the next slide um about the letop food survey summary identifies that it ran from the 5ifth of Feb to the second of April we had 2,53 responses which um was about a Target we were looking for so that was that was good to to get that response and as you can see 213 of those responses were from harut and nbor particularly um we focused on um do people have healthy balanced diet how they access healthy food and what their food was behaviors are like and they’re kind of high level questions that we’re around thinking about people’s behavior and motivations really and then we wanted to look at those from kind of age gender um and disability as well as ACC location um I want to caveat that um this is part of a wider engagement piece so we will be looking at focusing down onto particular groups that will include um Farmers young people particular because of response levels as well for young people um small to medium Enterprise uh larger chains so we looking at a spectrum of how we can and get um views on the system and it its sustainability so um and also um as you will know from let’s talk campaigns previously people self- select to respond to surveys so we have to um keep a caveat on on what we’re learning but there are some common things themes coming out that are really helpful for us going forward on this work um so the the first table um it’s slide nine to me but um it’s called key findings and demographics just breaks down the ACC areas that um have responded and how people have responded so just to kind of give you an idea from the harut and nbor perspective 213 respondents is a is about right in terms of representation so we had a 16% sample um and we the population of harut and asur is about 17% so it’s about right um for us to be be getting a good response from from the area um we had 2133 respondents um generally who who identified as having disability or long-term life limiting condition this is really helpful um and it’s in line with um our general understanding um and did identify that they’re more likely to have food access issues for a number of reasons um women were more likely to respond to the survey than men but there were limited differences in in um responses um I just identified that harut were proportionately represented um Selby were kind of the only area really that haven’t been um and this is across um other Lex talk surveys as well not just this one so there is something uh that we feeding back to colleagues about how we can help support um increased um representation um and we significantly had um over representation from older people as compared to younger people and and that’s something we need to be careful of in terms of drawing um conclusions on what um younger people particularly are saying to us in general across all of the um survey questions though there was a general um consistency of what people were saying the biggest difference um and again caveat in small responses was around food waste um and um older people less likely to waste food or find it easier to repurpose food than young people again cover on small numbers but that was kind of a more Stark um element really um so the key findings across the headings from the survey um the first one around having a healthy balanced diet um no surprises people um um felt that they really did um have healthy and balanced diets um they did want to have access to healthier food and eat healthier food and some of the things that um people were saying within their free text commentaries which is the you know the interesting elements that we we want to understand is what affects that is how accessible healthy food is and then education and and skills on what to do with it so how convenient is it often um to be able to to balance healthy food in your in your um diet and lifestyle um some of the things around access to healthy food again people thought particularly you could access it from places like supermarkets Farm shops Etc but um they did think especially when you started to get into kind of more rural or um areas of deprivation or areas where um Choice was poorer um or your convenient life where p is choices poer those are the kind of times when it was starting to get limited as to to when you could choose healthy food in um uh transport came up and identification of cost so some of the key things that people said uh around access is uh no surprise lowering the cost of food people thought healthy food was more expensive than unhealthy food um but there’s some real insight as well from people around uh and this is interesting for policy um and how we we kind of shape policy going forward is about how do we support things like reducing unhealthy food advertising uh educating people about food labeling uh and supporting um local Gardens or food projects supporting um access in different ways to to shops the food waste um as I mentioned um is something that saw some differences in in age ranges particularly um and people it kind of um looked at throwing away food was around a quarter threw away unused food once a week or more than once a week um which is is of interest um and would like to think about reducing food waste some of the things we’re about um understanding how to use food it goes off um quickly for some people um that it’s sold in larger amounts they’re having to buy in bulk when actually um they don’t want to so how how can we encourage loose food uh smaller ations Etc um also the what comes with that as well is about having skills and experience um you know some people were talking about fa simple things like um using your freezer M batch cooking um and again I think some of that came down to age ranges as well um around um how people would use food uh that is Surplus to their requirements um so those are kind of the top key Finders and then what I’ve got are a series of slides um that identify uh the next one was the ACC response overview so just identifying if on average where we may have had some differences to positive or negative um within the ACC areas harut and and nbor were consistent really in terms of the general consistent theme coming through from um all of the ACC areas so there’s not much in terms of how you can identify um difference there um but you know are in line with the kind of General messages that are coming through um I I’ll flip very quickly what you’ve got then in a series of dashboards um on the questions that give you an idea of split by ACC um but also what you’ve got as some um slides around the free text and we’ve kind of themed them and put them into kind of um bulk them so that you can see what people were saying um and very much around accessing healthy food as I I mentioned in the key findings um choice of food availability in shops how to use food the skills and knowledge transport one was quite an interesting one because it didn’t feature uh significantly in comparison to things like um people thinking lower cost of food or reducing unhealthy food advertising as issues but older people were more likely to say that transport was an issue or could be an issue in accessing food particularly in those rural areas um think com there was some comments like um if if I had to rely on my Village I could get eggs but that would be it um and if I haven’t got a car um or a public transport it can have a significant impact on on ability to get healthy food um um consistently and regularly so so um I expect the there’s no surprises in terms of the the free text as well of what people were saying around access um and selections um I know as well particularly in um support of farmers people wanting to understand how to support Farmers more in terms of things like protecting land but access to those food those Food Supplies as well so some really insightful things um from from our residents about how they want to support the food system to be healthier and and have access to healthy food um I won’t go um through every slide um and you you have had them in advance um I think the food waste particularly is interesting again significant responses around food going off food sold in larger amounts than I need um and I think the the slides around um that that quite that contrast in terms of the age groups suggests around venience of products um and ability to to to use food waste in in in creative ways shall we say um so so we got lots of information there around how people um in general think around access to to nutritious and healthy food and some really um ideas around how we could support through policy and Community activity uh and working with businesses so so towards the end the last three slides third from third from the end um what I wanted to do was give you a bit of an idea of of the kind of things we’re starting to do to support um a a a nutritious and sustainable food system um we we’re working with a number of organizations and Partnerships um to think about how we can increase uh food access uh Liz will have just mentioned um about the food insecurity partnership the food access model work that’s looking at how do we support people to um with wraparound Services as well as um access to food to ensure that the cost of living is minimized um around food uh and what we can do to support there um there’s lots of really interesting work going on uh with schools particularly the healthy schools program they’re supporting um in the Skipton um ripping area around food pantries we’re looking at uh sell area kind of embedding into the curriculum learning around re regenerative growing and behavior change so there’s there’s all kinds of of things that you will pick up that are happening and we want to put that into a cohesive um idea of how to to draw on each other and create additional um benefit from all this work you will be aware of the rotters that do a lot of schooling Community engagement as well um and the love food hate waste campaign is something that particularly our waste colleagues get behind um significantly as well and what we want to do is join up um systems really uh and Partnerships so we can we can position North Yorkshire as a you know a real um food Advocate um because of our Industries because of our um place um we can we can have a greater voice in some of the policy changes that that happen or need to happen at a wider level so the University of York um have a program called fix our food and they’ve been supporting us to develop our framework um and they have they are um a regional and National voice um in terms of sustainable food they’ve formed um a new commission called fix our food commission um it’s chaired by um David KFOR and vice chaired by um Jan thoron as some of you will probably know them about how we raise um issues and and get systems working together for sustainable food so what we want to do is position North Yorkshire as part of that alongside colleagues in West Yorkshire South Yorkshire and Beyond um and we’re also looking at that that element about young people and it’s their future sustainable food system that we need to think about um there’s a National Youth advocacy um organization called biteback that we’re were also looking to work with um and we’re going to be working with some of the youth councils to think about how we can get their voice uh and then their ideas um into the food system um in a greater way um so the next steps for us are um to continue to work in that systemwide way developing a objectives for food for the future uh I’ve mentioned the local conversations we’re looking to have uh with a range um of groups and individuals um Farmers young people food Partnerships lived experience um that’s not exhaustive there will be a few more um and then from that we want to develop some actions that we can identify from across that system that support um the agenda we’re working closely with our climate colleagues as well um to make sure that we’re we’re really looking at Health economy and environmental issues um as part of the system I mentioned fix our food um and if anybody’s interested the fix our food the University of York and and leads have a regenerative farming trial just outside tadcaster that were we’re welcome to visit and I can I can organize visits for anybody that would like to really understand a bit more about that agenda as well um so that’s in terms of let’s talk um how it’s springboarding some of our work really to shape Direction um into the future um I’ve been asked to say as well the let’s let’s talk campaign the next steps um we’ve shared this um output with yourselves uh a public report will be published um by the end of June um and that will um end the let’s T food c campaign however let’s talk food let’s talk waste campaign will also be starting um very shortly I think 8th of June is launch I think um which will get further insight into um generally how people’s behaviors around food and climate and environment um will continue to grow ideas from that so thank you for indulging me um in that feedback and pay patience with um my slide’s not working I’ll work that one out for another date but um if you have any questions anything I’m more than happy to to discuss thank you thank you Angela um right I’ll throw it open to members did councelor hlam I’m conscious of the fact that you need to leave soon did you have anything you wanted to ask or at no I actually work with Angela on this particular thing so she’s already taken me through it but uh I just wanted to make sure I was just checking she had told me one story and you telling you another excellent thanks Paul okay counselor warin thank you Angela um if if I have an era of expertise you have just talked about it um having 40 years being an organic producer of fruit and veg and direct marketing with veg B schemes Etc um I also manufacture dog food which is you might say well what’s that got to do with it but the dog food is all human grade meat and we um have the king’s award for sustainability because we don’t produce a lot of waste um I have some concerns about the language in this and also I also have concerns about when we ask people about healthy food do we know and forgive me because it sounds a bit condescending but do we know they actually know what healthy food is when they answer these questions and the reason I would say that to you is quite was emphasized to me one one time when I was told that by a young man that he was eat eating five two of his five fruit and vge when he was having carrot cake and strawberry FL of cider and that is in an education process but we can’t be condescending we can’t s and say we know better so I think it’s a gently gently process with this and I think the report you’ve drafted here gives us an Insight but it’s only the start of this journey um it’s really really important that we learn from what we gathered here and particularly I mean you’re going to present this to Selby which is what I where I actually sit with a vote and a right to propose I don’t by the way I don’t have a right to do anything here by the way um just make that point I’m sending a pink not notelet around to everybody it was it yellow wasn’t it wasn’t it um but I think um I would like to see a little bit more standing back and looking at the language um for example um I don’t think vegan vegetarianism is a dietary need um glutenfree might be because the associated health conditions with that but it’s a lifestyle thing is vegan and vegetarian um otherwise you would also include in there organic and fair trade as well you know so I think we need to be careful about what the the messaging is that we’re putting out there on the basis of the type of questions we’re asking um there’s some contradictions in there and Angela You and I maybe need to talk about this and not bore the rest of this this committee with it because there are some contradictions in there and I just feel that if we’re going to get this going to where it needs to be because the importance for me as a farmer you might ask what you can engage with farmers and do for Farmers what you can do for me is do something about climate change because I cannot get my teleporter off the land because it’s it’s too wet to drive it off and it’s been sat there for over six weeks now as a water feature and I and this is a s and therefore I can’t do certain crops and grow certain things and it’s the same for Farmers all over the this country and all over the world that the impact of climate change on it so what we can do is maybe have more input into what what helping the farmers by reducing climate change reducing flooding the other thing is we can do is look at our own close to home if you go to the members room when we’re getting fed and see the amount of waste after they’ve gone home or even more importantly you see what the waste is they’ve eaten the carbohydrates they’ve eaten the stge and they leave the healthy bits like the S the tomatoes the lettuce the Cucumber the fruit we need to educate ourselves as well and we can lead by example then but I’ll get off my high horse as you know I feel passionate about this and and all the relationships but thank you for the presentation and if we can if I can help going forward of course I will thank you thank you councelor Lacy thank you and two two brief comments um one if councelor goslo was still here um she might mentioned the fact that in her outgoing n town mayor um she um gave a prize to Stockwell Community Center for a community garden um which is now growing vegetable fruit and has been picked on by passes by and kids and it’s great and it’s grew out of covid um and they receive very um worthwhile prize a significant sort of BU note of that is that there’s also proposed by Council Casto at full Council a proposal to review and make accessible land owned by North Yorkshire Council for just such purposes uh and the Stockwell Community Hub is a good example of that because I think the building is owned by nesar toown Council but there’s certainly Council links so back to the message that councelor ban has made you know we can do a lot and I hope that um we can learn from the examples and and progress as a council in terms of encouraging that sort of activity um the other point I’d like to encourage which is I suppose my not quite as high hobby horse but Arnold’s great as the F me I’ve been in the health sector for 30 years and clearly a letseat consultation is linked to health um and I suppose my challenge around the language would would be that it starts out as I can see let’s talk we’ve lots of con ations we’re listening but it feeds into the both the education and the urgency um with which we need to talk about food in the context of Health um whether it’s obesity or other factors um we are in in a Health crisis that will only grow in terms of the the impact so I suppose my challenge to the language is to be much more and I noticed that councelor Harrison as the lead on health the exact lead on on Health and Care um will um contribute the forward I hope that is a very strong message um that this is fundamental to our health and well-being and it’s not just a cozy conversation about what people would like to eat or not so I’m I’m putting a another sort of um heartfelt um Appeal on what is an excellent process and lots of good messages um and you know wish you well and and we will support the development of this I will certainly support the development of this into a uh a healthy um sort of future health and well-being um program so thank thank you very much okay um I think on that point as well Peter just on the back of what you were saying um it’ be interesting to know how the um results from this might feed into the local plan because obviously you know comments about you know how we can use land better to perhaps um grow Community fruits and vegetables Etc and also policies I would have thought regarding um what sorts of establishments can be in localities of you know schools Etc yet did you want to quickly come back Arnold yeah thank you um Peter I totally go along with what you’re saying about the grow growing produce on Council land Etc um I did Overlook the fact that when pandemic I I plowed up allotments for the villages in the village my farms in and they still continue to use those now and it’s a focal point for them and on the Nature Reserve I have a community Orchard and the children absolutely love eating apples because they planted the trees themselves so it’s all this engagement and all this education so with Farmers we could actually ask them have you got a bit of land you could spare you know for us to do this and in the bigger picture it’s not a lot of land that’s needed for that thank you okay so unless anybody else has got any other comments then I will just thank Angela very much for her time and for presenting the report and uh we look forward to Future updates and policies as and when thank you goodbye byebye Okay so we’ve already done item 14 so we’re on to uh item 15 the working group updates do you want to lead Paul on this okay yeah just backing on from the earli item we did on item 14 where we’ve now uh established a membership um just update one understand there there are four working groups that are um undertaken by this ACC um there’s a climate working group there’s a voluntary sector group uh the station Gateway group and a river and water quality group um my colleague um Edward Maxwell has been contacting um officers and members who’ve been involved in this to try and get a position statement where we are and it’s an opportunity at this moment for those on the we we’ve had the update on on the um one of the groups from from the station Gateway with any of members have any updates uh that are still remaining at this moment in time we’ll be grateful for them I was going to say I think all all the chairs of the working group have have have to leave already we got voluntary sector with Peter but we we haven’t met so so yes so so the community voluntary sector we’re now in process with Liz to meet in July and really reflect in the comments that I’ve made in terms of the changes in that team um the the membership of that um group um and it might be worth going out to check rather than Consulting now with with limited people but the C councelor Gibbs councelor aldred councelor Slater councelor Harrison and myself were the five members of that working group um and I would imagine that just an email around confirming that they still wish to sit on that working group and meet in July with Liz uh will take that forward thank you chair if I could just briefly apologies um yeah so we’re looking a meeting for that specific uh working group the first week after the general election week commen in the eth uh and a date we’ll come back to that in the runup to this meeting obviously I’ve been reaching out to to the various chairs some of them who aren’t aren’t here um but the intention is to have a standing section of the uh of the work program every time there’s a meeting so there will be a written update on all the meetings that have taken place and I’ll coordinate that so um I realize that some of them are member Le so in those instances I would be looking to get updates from members uh and some of them would need officer support which I’ll coordinate as well so um in short if there’s anything that needs to happen with working groups let me know and and I’ll make it happen councelor Haslam did just contact me before he left and uh asked to say that there would be a member Le meeting of the climate change working group in the next two months and there will be an item on the agenda for the next meeting to uh note their recommendations so uh we’ll speak to you in the midcycle briefing obviously just to update on on the content of that before it comes to the next meeting lovely thank you very much okay so we do have um item 16 which is the work program do you want to speak on this Paul yes thank you chair uh members um obviously this is the first meeting of the new Municipal year and obviously we’ve elected chair Vice chair and it’s it’s an opportunity I think now to um reflect including what we’ve done in the working groups on the the work program so far and perhaps build work program for for the rest of the year now as as as Democratic service officers we’re going around all the accs and we’ll be holding in an informal work programming session for all of you so you can go into a bit more detail about what you want to see and how you want to develop that so we’ll be in touch with you we hope to run that before the end of June that’s that’s where we are butth we’ll give you further details afterwards thank you lovely thank you very much okay so if we can just remind all members that the next scheduled ordinary meeting of the committee will be held on Thursday the 12th of September here at 10: a.m. okay and if there’s no one no other business then I’d like to
