Welfare and boredom is also a problem that causes the rise in drug abuse, also if unemployment is high then the government needs to reinvest tax payer money and create more Jobs, investing in schools and universities lower tuitions and new trades for adults, or maybe the citizens need to look into what and where their tax money is being spent.
