Contrary to my username, I’m not actually much of an expert on vintage bikes. Are these pedals missing a strap or some kind of clips? Usually flats have some kind of grip, and if they’re single-sided they’re usually weighted, which these are not. This is the same bike I posted about some months ago, a 1981 Shogun with a Shimano 600 Arabesque groupset. I’ve peddled around town a little bit using these as flats but they’re not particularly comfortable. Is there something I’m missing or is it just an odd design?
