There are huge reform programs underway in England impacting upon Level 3 first followed by Level 2 this 45 minute recording is a network event run by Pearson to introduce the new AAQa in IT and Computing and also to discuss other issues related to reform.

So uh my name d my name is David pouch I’m the product manager for digital and business support services for btech Pearson and I’m here today to talk you through the btech reforms which I will just reiterate at the beginning affect England only I say that every time

Because we get ask and questions about that but these are English only reforms from 2025 forward so I’ll go through those reforms go through where we are in the timeline we’re particularly looking at level three forms in digital today in the it and Computing sector so just bear

With with me and I’m just admitting a couple of people and then we’ll get going so we’re at a um stage in the reforms where cycle one level three reforms and if I speak in tongues with things like that as we go along really really sorry there’s a lot of terminology goes on

With this but the cycle one reforms were submitted in July last year and we are currently awaiting the feedback from those from um ifate uh off quo and DFE so whilst we do that what we’ve got today is to share you where we are and also some of the materials with you and

Give you an idea of what’s coming next okay so the BCS that were submitted in July fit into two camps now the first Camp are what’s called alternative academic qualifications and I’ll go through how they fit on a programmer study in a second okay the rules of um what we

Could submit meant that we could submit qualifications of a 360 GH size only and there’s a reason for that which I’ll get to in a second and we could submit qualifications in Computing and it now with regards to the reform work that’s going on where a t level sits a

Large aaq cannot sit not for 16 to 19 Learners so we won’t didn’t have the facility through the reform rules to submit large scale qualifications so the idea is that what what we’ve done is created an information technology 360 extended certificate qualification and the 360 Computing qualification and I’ll go

Through a little bit more about the uh programs of study with that as we go through the the deck in front of you but if you’ve got any questions about how that works with a program study just bear with it ask away and I’ll see if I can those questions we go

Through for 19 plus Learners the aqs are not um deemed suitable so what we’ve actually submitted is a technical occupational qualification in cyber security which is based upon the cyber security standard from ifate and we will submit uh at least another two qualifications there in the next cycle

Which will be in uh June this year those will be in data and they will there will be another one software development uh on top of that we are looking at a possibility of submitting another qualification in that sector as we go along okay so where we are with the with this

Particular reform for digital is that we submitted on 31st of July and by the 31st of March next year we will know whether those submissions have been successful and when we go through the what’s underneath the Bonnet of the it and computer qualifications we’ll go through a bit of

About what that looks like and and why it looks like that when we go through the successful bit the final list will come out in July and from the 1st of August 2025 these qualifications will um will be available for teaching and for funding what that

Means is that and we’ll go through on a subsequent SL is that the bchs that you currently run are good for next year but from 20 August 2025 onwards you will move to the aaq bchs or other qualifications and we’ll go through a little bit of that

Later so in if you’ve been to any of these um briefings before or you’re if you’re familiar with the funding mechanisms or the reform you will have noted or you you have heard me say that aqs are single subjects that are set alongside a levels unless underneath exceptional circumstances and only one a

AQ can be sat alongside another two a levels so to be clear about what this means for the majority of Learners unless are exceptional circumstances and send is exceptional circumstance so we’re still finding out all the details a learner will take one small aaq or one large AQ where a t level does

Not sit so a good example of that would be Sport and then two a levels alongside it now in the in the briefing from um DFE last month they did allow some some more wiggle room regards to that and what’s on the screen I’m not going to read it

Out word for word and I will answer the question in the chat about this in a second is that there will be some exceptional circumstances where two small aqs can be set alongside an a level which I think answers the question in the chat but they expect the majority

Of Learners will sit one aaq alongside 2A levels you will have to be suitable for the St for the program study we don’t know all the details about that it will come on board as we go so the question that I’ve already been asked which I always get asked at this stage

Is can you set two aaq alongside this in exceptional circumstances we allow we expect there could be and if you look at the comment underneath and and these are direct quotes from The dfp Guidance and you will get copies of these slides afterwards you you know we expect to see

Some programs comprising purely a levels and T levels and the study program contain a large technical qualification but there might be some where there’s one a level or two a levels where it benefits students so I the guidance is there there is some flexibility been put

In in this recently if you’re going to ask me about what that means we’re still exploring that with the DFE and as we get through in the next few months we’ll get to more details about that so just bear with us apologies I can’t give you all the answers you want about exactly

What that means okay but there is some flexibility in there and there is an expectation now that there will be some study programs but I think they’re going to be ex by exception where there are two aqs and an a level okay and again I’ve got the chat open so you can ask

Questions now for some of you um cycle two will also be a consideration into what you can study and what I would say with cycle two is is this we will be submitting qualifications Performing Arts Sport and crafts and arts and design but we will also and I know I get

Asked this question all the time and this is why I’ve left these slides in here be submitting qualifications that sit in the creative digital media production and that includes digital games film and video production so there will be a btec in games and it may be at

The large aaq size the latest finish state for an extended diploma good question um this this first sorry the let’s be clear about this the last uh registration will be in 2024 2025 year and then it will follow the normal rules about when they can finish that so there

Is a time limit I think it’s it’s longer than two years where they can sit that so they will be funded for that program of study in the second year so for the majority Learners it’ll be 24 25 year 1 25 26 year 2 I hope that

Helps so yes what I would say within there is there is some facility for digital games so I know I get asked that all the time and my colleague Tim Brady is on the call with me so please ask away and we all try and answer as much as we

Can so there’s also been an update and it might not be of interest to the majority people on the call but some people might be of interest that there will be some small exceptional aqs that have been added into the latest frame the latest guidance um there are it’s a

Lot of words on there which basically means that the following areas and you’ll notice none of these affect digital can be created as an aaq so H AA is going away and looking at that and those will be submitted for June next year and there’s a large

Number of them but they don’t actually impact our sector at all and following on from that there’s a couple of examples of exceptions where where could be DF been slightly more specific and ruled out things like business and criminology but said Environmental Studies and applied

Science would be an a AQ so that that those kind of things have come in they don’t affect our sector and this is there for those people that were going to breathe back to the rest of their um the rest of their staff room or the rest of their EST

Center I’ve left those slides in there for that reason if you want to ask questions about other sectors feel free I may not have all the answers but for us the picture is unchanged because we have that t level sitting in this subject Area Technical qualifications which we’ve already discussed are the otq

Which we’ve submitted in cyber they’re based upon occupational standards and as I’ve already said we are currently finalizing the ones in data and software development and a further one is what we’re looking at at the moment um and we will probably be able to give an update

On that in the New Year these are for 19 plus Learners in digital because because the T level sits there in other sectors it may be that they are 4 16 to 19th as well but because the T level sits there there is not the facility to do that within the current reform

Cycle um I will skip through this because I think I’ve just explained that okay now on our website you should be able to now see the Sams and the specifications for all of our Cycle One um bch aqs and that includes the bch AQ that we’re going to look at in slightly

More detail today in Computing and information technology those are two separate qualifications now as part of Reform and just spoilers of the next few slides we’ve had to make some difficult decisions about assessment and about content coverage for those qualifications and I’ll talk you through

That some of which you may like some of which you may not I’ll be honest but those those those difficult decisions are in the interest of getting those qualifications in front of learners but what you will see on the website are the SS and the specifications ahead of

Time you’ll also see on our website the cyber security technician um specification if you’re teaching 19 plus Learners now before we get to the detail there’s a few other things that you need to understand about our new specifications and we’ve all heard about the Learners and the careers that they

Don’t yet know and what we’ve tried to do for the first time is map that into all of our qualifications by embedding three elements and these are embedded into the learning outcomes the criteria and the content where it’s appropriate with some with some square bracket um after the content we’ve come up with

These transferable skills which sit in the in the wheel as you see on the screen and each of these are mapped in they do not add assessment burden but it shows where those transferable skills are being taught and allows you to create jumping off points should you need

To and again there’s the quote on there about preparing learners for the jobs that don’t yet know alongside that and our sector isn’t too affected by this because everything we do is digital there are the five digital skills of problem solving digital collaboration transacting digital digital security and handling

Data and those again are embedded into the content learning outcomes and assessment for these particular qualifications without adding burden where they naturally occur and it’s just useful to know that so that when you’re when you’re looking at the specification it’s there and also you can when you’re

When you’re talking about it in the wider in The Wider context you can say where these skills are coming from certainly with recent elip reports and other things these skills across three areas I’m just about I’m discussing right now are a key part of of the actual makeup of the future skills road

Map finally what we’ve done is we’ve embedded the 17 United Nations sustainable development goals into our specification and those include things like um waste disposal in it and things like that so where it would naturally occur but there are some other things around the ground qualification so if you see

Those square brackets you know exactly what that means okay so how do they look different well they look different in a couple of ways first of all they’re called academic alternative academic qualifications rather than rqf or applied general or tech level the external assessment in the old

Rqs was between 58 and 68% we know that now it’s between 50 and 66 and spoilers of the slides that are coming along the 66% is where we sit for digital so 2/3 of the qualification will be externally set and mared whereas we had multiple sizes and

I’ll just go through what I’ve already said on on the rqf on this there will be the 360 size as it stands only okay external assessments have moved from exams and pre-release tasks to just be exams so some of the assessments that you’re used to particularly uh unit unit

Two the database unit as everyone loves that is now an internally assessed unit but if it was external it’ be an exam there is it synoptic assessment the internally assessed units are now set by us through Pearson set assignment brief there is no facility for you to or

Change the pearon authorized briefs but standards verification stays the same on this btec as it did before we are not moving to a point space scheme um we are we are where we are with this we are exactly where we were with stand verification nothing has changed and so

If you’re in England as the current rules stand you cannot teach the Cyber bch to 16 to 18 year olds so I’ve talked around it enough let’s get into the detail and show you what it looks like why you’re here we’re going to start with the extend certificate in Computing we’ve got

Another slide sorry I’m teasing you here going through exactly what this looks like and what I would say and it will go to another slide later Sean is this has been designed with academic progression in mind with heis feeding into this okay and what it looks like is this

There’s a couple of things to note first of all we have wherever we are possible kept the content where it was previously and kept the units where they are previously the units that are on the screen almost all of them are in the existing BC and have just been updated

So the programming fundamentals is an amalgam of the unit one and unit two on the Computing btec it is now externally set um computer network security and encryption is on the current btec it is moved into an exam from a task based assessment um and it is an exam that

Goes through um computer computer Network and problems and and put them in scenarios takes it from there it’s a pretty typical pieron exam HCI is the unit you all know and and and enjoy so much and HCI is is the design element of it which ties in with the Practical

Programming and I will answer your question in a moment and I’ll just get there okay um for the programming fundamentals we would expect we would expect the programming language to be um python for practical programming I believe we’ve left that fairly open one of the other things you’ll notice on

This is there is no optionality now I hate I I hate to break this to anyone about this but the simple thing is when we’ve got the aaq they cannot overlap with a levels they cannot overlap with um T levels and if we had lots and lots of optional units the

Content increase would mean the capacity for overlap be increased and would it unlikely to be approved so we had to make a very difficult decision about the content of these qualifications and only having content which is actually mandatory okay so I will quickly go through the chat I know there’s a couple

Of questions about this before we get onto it which is probably why most of you here um the aaq could be studied in one year 360 guide learning hours could be what set in one year if you’re asking the questions about a 180 GH qualification that’s something that

We’re keeping under advice advisement at the moment okay um will the jcq and ucast grade equipments be the same as the current extended certificate yes they will uh we have gone through a large um process with higis about um about the the the progression from these qualifications and if we’re talking

Particularly with the Computing one I think it’s been better received than any bch we’ve had before with universities that we would not normally accept btech accepting btech here um some in fact one of the big two has got a letter I think on our website stating that so I think

It’s really that it’s Fallen very well with the actual um academic progression the only full size it course is the T level the only 1080 is the T level I will just reiterate that again and I’ll go through the T level in a bit I will also give you a but in a

Second which might you might like or or you might not okay so internal assessments will have this psab and I won’t go on much detail about this because the next slide does it but it is one assessment and it is over a number of tasks there are not

Multiple assessments within that and the psab is set by us marked by you and verified and that psab has no facility for you to adapt the scenario okay and on the next side which is why I didn’t go over that in a lot of detail is the actual comparison to where you

Are with the authorized ass briefs so in in the top row you can see authoriz briefs you’re allowed to edit the scenario you’re not with a with with the new betex but it’s still assessed by centor level it’s still sers verified it’s still completed by may but the other

Difference is instead of having those three to four um assignments which kind of followed the learning outcomes in the current AL s brief there will be one Pearson set s brief which will span across and as we move forward you’ll see more on these psbs over the future

Months now let’s have a look at it and it’ll be no secret that the it has got roughly the same design as what’s before when we went through the process of it we asked H and that that was part of it but we also asked you

What you want to find on an IT qualification and you screened quite loudly at us you wanted websites and databases to be part of this so what we’ve done is we’ve created a qualification that has the current unit one in there plus a little bit more to be 120 guided learning hours cyber

Security and instant management which has been moved from uh a larger size down to be 120 hours and that will look at cyber security instance with a scenario and how you respond to them and those kind of aspects and then we’ve kept the website development unit in

There made it 60 GH and it’s internally assessed and we’ve moved that relational databas unit which which is on our current btec into an internally assessed or Pearson set assignment breef so none of the external assessment for databases it is set by us and then standards verified again it’s got the same design

With this 66% external assessment the two externals and the internal and at this point I will just say one of the other design considerations uh is that we did we didn’t want overlap between the two BCS So currently with the btec it and the bch Computing there are units that

Overlap if not in name but in content and here we wanted to keep them as separate as possible we understand that people if they were allowed to sit to aqs could potentially sit an IT aaq and a Computing aaq because they got different discount codes or alternatively and this is something

That’s been mentioned sit the it aaq alongside an a level in computer science and create a larger um Computing digital um program study as result I will just say that the feedback we got from H was that if you had an AEV computer science student student with an IIT

Aaq they may not get offers from every single hii because they consider that to not be a suitable entry profile so just be very wary of that okay so Shannon that is the only Olive Branch I can send you there about 1080s okay and any questions about what

I’ve gone through just put it in the chat we’re going to go through a little bit more why no modeling spreadsheets would that be more beneficial to Learners than web we asked and people told us web okay there is I mean we’ve been challenged on spreadsheets quite a bit um there isn’t

That much F scope of spreadsheets at level three I believe that it will be a large part of our level two offering we’ll see how yeah um right we went through a lot of talking to people to get to where we are we spoke to a lot of universities we

Spoke to a lot of employers and we spoke to a lot of you during the development uh we have a large number of universities that have been involved with it and have approved these and have said they will accept them as entry criteria and their qualifications and

I’ve already said some of those are the very prestigious universities which typically don’t look at btech so it’s been really really good okay and as I said part of that and I’ll try and answer the question again is that for they have given us feedback that sitting these alongside n and computer

Science wouldn’t be a suitable entry profile you might want to do it in order to build out a larger digital qualification large digital footprint in a program study but it may actually reduce the options for he students okay that’s what I was saying um

Okay so as part of that we’ve got all of the input from our external and as I’ve said we’ve got much more uh H progression opportunities as a result of what we’ve got here we believe that these qualifications actually prepare learners for HD quite well but also for other

Outputs at the end of this okay just bear with me so um before I go on to the next bit um I think I’m glad you say it looks good uh um will these new Chang be kept applied to the old coils the old coils

Will be switched off in 2024 at the end of 2024 and these will come in unless you’re in Wales and Northern Ireland um so you won’t have the choice okay that’s where where we go and we’ll have a look at the digital te level in a second um for those that are interested

In digital T level as an alternative training and support so we’re listening about training and support and I’m not going to give you everything that’s training and support uh would a top university accept it aaq alongside two other a levels yes that’s the answer we’ve had very good feedback

About it I think Computing was the feedback was better because it’s much more te technical from a university point of view but yes the feedback has been very good yes at the moment these bchs don’t affect um Wales and Northern Island but you can take these when they

Come through and in Wales nor Island you may be able to take the Cyber one at 16 to 19 our training offer we listening to what you want so some of this is a little bit blank um today is the part of our introducing your new events and

Sector events where we’ll be rolling these out when we get through to June July not before because obviously we’re waiting for approval of these qualifications we will start the formal um on demand training we split our training into two elements these bite-size videos which are just there

And it’s become very popular since 2020 where we get something where you can just access get a bit of learning move on and the actual live and On Demand training we’ll have launch events for these we have a welcome to B Tech event for these plus also on the bu size a

Short run through the qualification practical assessment vers resistance assessment and those kind of elements in the winter turn the’re getting ready to teach will kick in and then we will potentially run face-to-face Regional events which is exciting first time since Co we’ve done that for btech it

Should be quite good if we get there um we’ll also about have best practice and workshops there and you’ll be able to ask us anything um we’ll also have in bi size videos some of those we have not yet decided to waiting on feedback from yourselves if there’s anything you

Really need that you haven’t had before please feel free to put it in the chat we’ll feed it back but also there’ll be some for you in the classroom but also for your exams officer and the role that happens there b size videos become much

More um much more vague as we go through to spring summer terms and when I say vague it’s up to what you want because we will meet your requirements to get you to transition to wherever you need to be in re form but we’ll have more of

Those getting ready to teach more of the and we’ll start rolling in the getting ready to assess both internal assessment there internal and external assessment there so all of this is part of the plan of us trying to be there for you as we go through this reform process to the new

Qualifications and there is a slide on the end about abs and I will go through that slightly at the end but it’s it yeah anyway the other iple our options are still there so Tim is on the call he’s our subject advisor teaching ICT pearson.com I name drop and give his

Because for the external assessment it is invaluable okay teaching and learning resources student books will be in print and digital form we’ll have teacher packs available we aim to publish all Resources by April 2025 with samples in January 2025 and we’re already starting work on that we’re rolling that out and

You’ll see that as part of the package we come up with for support so our current Suite is on the screen we’ll just go through the defunding quickly and what you’ll see here for it is that unless you haven’t moved from our old BCS you are fine for this

Academic Year and next academic year but when we get to 2025 you need to move to the aqs or an alternative qualific ation okay that be the T level or whatever the full funding guide is on our website please log in and see it if you’re in

Any doubt but if you’re on the rqf you are fine what we will be briefing about and what we will be talking about will over the next few months will be what level two reform looks like and if you are very much confused about level three per

Form level two form is even more complex than that and I apologize for that in advance if you’re currently a t-lev provider and want to know more about level two reform please reach out to me directly and I can talk to you about that we need your input to design that

Submitted for next October and we are currently at the very designed stages because we’ve only just got the rules on which we design to and our level two reform website is there for you to look at and to try and get an idea of what’s what it’s going to look

Like of course the other side of things and and a discussion for many of you will be what you actually move to some of you will move to a hybrid aaq a level approach and some of you look at T levels T levels so as I said for T levels so

For most centers you’re going to have to make a choice your SLT or exec or whatever you want to call it will have to make a choice as to where you’re going to sit whether you’re going to a hybrid AEV a AQ or a t-lev programmer study for the majority of your

Vocational Technic we’re going to go through what a t- Lev looks like very quickly um we’re going to use the Pearson btech T level sorry Pearson b t level as an example there are three T levels within digital person only have one of them I’m only going to talk about the person one

Okay A T level is a very very different qualification from anything else that’s out there it is it is bigger than 1080 uh this one is 1,00 GH and it gets funded accordingly the core is split into three assessments a employer set project a in two exam papers and the

Occupational specialism which is half the qualification is a large project this one is programming okay it is a programming T level it is 100% externally set and Mark we set all of the assessments we Mark all the assessments okay there was lots on our website about

The T levels if You’ got any questions about the pearon one or anything about t levels please come and talk to me about them but what I would say here and I haven’t been asked it yet in the chat and I will get asked it at one point

Point will the reform program and T levels um be stopped at any point or will it slow down at the moment there is no sign of this and all of the all of the um direction from DFE is that t-lev roll out will continue as it currently

Does and to give you an example of what that looks like so the digital analysis paper one has four areas to its 100 marks 33% the qu of the core and it’s a 2hour 30 Pro um uh exam it covers some programming it covers some legislation and emerging

Issues the employer set project which is one of the project elements um has five tasks we call it five tasks it’s four it’s four and the final task is split down it’s about planning a project we then given some Co give the students some code and they have to identify some

Defects and fix it then to design a solution to extend the um the functionality a program develop that and then reflect upon what they’ve done and so that says emplo that project is occupation specialing project the occupation specialing project is a large scale project 67 guided learning hours

Um of which um most of it is in control conditions and you are given a problem asked to analyze it design and develop it in well you’re giving fairly free re of the program languages there some within the speck it doesn’t have to be python gather feedback and

Evaluate okay now I’ll come back to this one in a minute the last thing I would say is this there’s been a lot of noise over the summer about the advanced British standard or ABS we are working with the DF on that and tomorrow the first consultation for

The ABS will be launched so feel free to make your feelings felt in the consultation but this is a long way off the students that are currently in reception of your primary schools are the first students that will sit the ABS that’s how far this is off so it’s not

Going to affect the reform TI table for 2627 is not going to affect the the roll out of T levels okay the consultation will form more of the ideas around this I’m not going to go into lots of details about about the ABS and what it looks

Like because 10 years away there are many many decisions to be made before 10 years and and but this side is there to tell you that basically the direction of travel is where it is right now so what we’re going to do is we’re going to go back aside I’m going to try

And ask questions I’ll answer as quick as honestly as possible um and make sure that you get either in the chat or come off mute however you want to do it hands up would be better if you came off mute so I can take take turns we’ve got one

In the chat already but please feel free to ask me anything how are universities viewing T levels is the first question that’s a really good question it depends on the T level as we’ve gone through the T level experience universities have adopted them better and better but it is

Fair to say that the tea levels have not been as accepted as I think many people would have hoped there have been some universities which still don’t accept them or don’t have them in an offer there are some challenges with t levels with regards to the grading which can

Cause problems with the with the with being able to go to university by and large though what we’re seeing are the T levels are get being gradually more and more accepted by the universities what are the initial completion Pass rates for T levels there’s nothing been been given overall

But there is a government website with that all on for each individual T level which we can put and if I get second I will I will put a um a link to that in the chat so you can look at what those outcomes are and they allow you to delve

Into each of the digital tea levels what I would say and not just digital T levels but all of T levels what I would say is that um the T levels have got a a pretty good pass rate a pretty good success rate but there is a challenge

Particularly in digital in getting the higher grades at the moment I’m not going to hide away from that that’s where the challenge is these are new qualifications um and just a cursory look at those tables will tell you that okay so I think I’ve answered those two

Questions as honest is that honestly as possible Tim you could just nod and say that we run T levs and B Tech it’s been a having both as they seem to suit differently the grades aren’t amazing but Pass rates are very high I agree with you Shannon I think so I think the

T levels on right for the students to hit the T levels and you know I’ll go a bit further than Tim on that I think that’s good do you have any idea about current recruitment numbers onto T level digital courses right I’ll be as honest

As I can be here and Tim will tell me I’m not being honest enough again I think that most Colleges and Schools that are recruiting to T levels are having smaller cohorts than btech sometimes by quite a large Factor the challenges of that are the are numerous

But but actually one of the big ones not withstanding it’s a new qualification and all the things about progression stuff like that is the work work placement and how and the demands and the availability of it so what we’re seeing is the T levels are have got

Challenges to being able to scale up to where btech is so without going into lots and lots of detail I think there were 3,000 T Lev students across all of the subjects last year that finished we will see more this year and but we are not at that number I

Think we’re only just over that number for all three digital T levels put together for this Academic Year just give you an idea are you planning right okay right if we are move if if we all moving to T levels how do we secure the work placement element there are lots of

Challenges about that work placement element of T levels I think we’ve got to work together at the end of this year um we person will be running our first T Lev event looking at things like this um we will run one in the north and one in

The South and we will we will have people there to help you with that if you are worried about the the placement come and talk to me and I will share the practice elsewhere some good some bad and how people have got around it and how people have made the T level

Placement work okay there you go so subjects in cycle two will start from September 26 we also teach business of Creative Media so they will not change until September 2026 yes that’s correct and there is no btech aaq in business per se in the new tables be go
