Adhered to the non-smoking policy for this building and the grounds for Hamilton house um tonight we have an attendance counselor Jen Jones councilor Christian Newsom Bachelor Nick Webb councilor Andy Pierce councilor Bernie raptenberg myself counselor young Elise Youngman and we also have Taylor Williams committee Clerk and Lauren Elliott project and committee Park

104 to receive and consider approval of apologies perhaps and yes shows received apologies from counselors breaks the Brooks and pits all with reasons provided okay Jen except Sandy second all in favor yes everyone Um 105 Declarations of interest and dispensations to receive Declarations of disgraceful pecuni other vegetable and non-regatory interests from the councilors on items on this agenda Andy uh non-registerable Sheridan residence Association which has a general interest in the Improvement of the war but no specific interest in any item on this agenda anyone else

105.2 to consider written requests for inspect dispensations for interest and note dispensations granted we don’t have any 106 to consider the draft minutes and confidential note of the meeting on 4th September 2023 and it’s proposingly accept both as through an accurate record all in favor I’ll say everyone that’s not it’s not

I’m obsiding because I went here yeah me too the thing I can’t see the next hand because he does this and it’s like so that’s for Auntie it was mentioned I wanna say that no public forum the opportunity for the public to make comments of any matters on the agenda and to consider any advanced comments from the public we have nobody here do you have any advanced comments no Advance comments so no one’s online 108 to monitor expenditure by this

Committee and its subcommittees from a delegated project so we spent any money ourselves um I think it’s all sort of under consideration by budget and loan at the moment if I’m just talking to um we didn’t look at that today seeing us and just see if it’s been updated it’s

Really expenditure since the last meeting um don’t know that it has but we’ll make sure that we get a uh Upstate budget position to you so obviously as part of the budgeting rounds for next year you know Monday anyway yeah we’ll be looking at sort of current budgets and so yeah

We’ll make sure they’re not staying positions provided to you thank you 109 parts and Open Spaces 109.1 to receive a note of draft minutes of the parts open space as subcommittee meeting on the 19th of September 2023 they’ll be signed off at the next meeting 109.2 if you consider any

Recommendations on the parts and Open Spaces subcommittees on the following 109.28 the development of the pink and white beds and the Snowdrop burning bands for Bellevue Park in line the private advance I personally like pink and white bed ideas Andy um propose that we approve as I understand it

The Snowdrop Planet leaves we wouldn’t be getting the first lot until next year so it wouldn’t be expenditure for this year so I suppose we’re through but with the delegation to start to liable the council according to Costa up so that it can be expressively budgeted for rather

Than coming off the main development budget second all in favor that’s everyone I think it’s something a bit different we usually they have yellows Reds purple down here Um 109.3 to receive a report from the grounds maintenance do you have the report uh so if you haven’t really got anything since the last four council meeting Clark provided a a sort of an update to all Council so we we haven’t got anything particularly to bring to

You today so if you’ve got the answers I have a question to ask but really there’s probably one that needs feed them back to show and because of the nature of it there’s nothing to worry about but because of them it relates to the tenancy can I ask in confidential

Sessions yeah yeah that’s fine 109. 4 to consider the following regarding the nas 109.48 to receive an update on the placements basket swing at the nest play area uh Mr chair we’ve now got the replacement parts on order I don’t think it’s as extensive as we first bought so

Um we’ve got the replacement parts to affix it back to the frame and the damage to the underside of the Swing we’re gonna just do that sort of In-House if you like so a little Justice obviously as soon as they’re being delivered um we’ll we’ll have it back in place and

We’ll give you an update as we as we do that is it going back on chains or on the road it will be Unchained it’s whether we’ve got sort of coverage chains as well to stop the same thing happening again but I’ll check that be it’ll definitely be chains as opposed to

Very goods and covers and the chains just you know get destroyed as well but they’re determined enough you can get metal ones you can but yeah if they’re determined it’s uh it’s very difficult to stop it but I hope we’ll we’ll put it back and see what happens and fingers crossed another questions

Um 109.4 B approval of a 75 pound landscape design consultation fee for the coastal Gardens and the proposed approval but with a delegation to staff and I guess I’m thinking really of James here because I haven’t looked at the consultancy budget but if we’ve got Headroom in the consultancy budget could

Have come out of there rather than coming out of one of the park budgets yeah but obviously if if staff can decide that between themselves as to whether we’ve got that but that would be my proponent I’ll second that well in fact 109.5 to consider Works required to

Defending Park on is this to do with the color of it yes yeah I think it was raised it may have been in one of the budget meetings as well I think if there are any more extensive work needed but yeah obviously we’ve got an odd coloration of the ponds

At the moment so I have Place uh two companies that I’ve approached that do water testing so I’m just waiting on the response I did read up on it and it does need sorting it needs intestine at least um we’ve got the obviously the aeration devices were approved a few people

Councils back so they are on order and I believe the installation is scheduled for next month so again once we’ve got a confirmed day we’ll we’ll let you know uh but yeah we would probably say we wouldn’t want any sort of installations happening upon until we’ve turned into

What is causing coloration obviously we don’t want to put anyone yeah to agree with that um but I don’t know if they’d be physically going in water obviously the installation would involve contact with the water so um as yeah we’ll we’ll keep you updated as soon as we’ve got responses about the

Water testing Landing could I ask that this is also rolled over to next month and could we have a briefing paper from stuff because I don’t know the answer to this or I think we need to know the answer for the long term on Ben Park I have seen anecdotal I have heard

In person and also seen on social media anecdote or comments regarding to previous incidents with a water company affecting that pond but I don’t know what these previous instruments were or when they happened so I wondered whether we could get clarification of that and what the what the situation was and also

What I’d really like to know Walgreens on vampire run by where the sluice gates are responsible word the ownership and operation of those sleece Gates is not with us I think he used to be with North but that’s presumably under an Easter contract and what I

Would want to know is what is the water inflow or outflow through those shoes Gates and how important is it to the health and vitality of that problem because we are potentially utterly dependent on an outside um dependency for what a better word that we can’t control and I would just like

An opinion on that because I’ve been there on walkgrounds and I’ve stood by the police gate but actually I don’t know what the ownership of the operation is and I don’t know what’s actually coming through there and how it’s being controlled and you know what the criteria are because as far as I

Understand that there’s no dialogue between us and who’s doing that so um I don’t know whether that is contributing to this problem or whether that’s just a complete red herring no that was a proposal Bernie got their cards all in favor thanks everyone following regarding Bellevue Park 109.68 consider the miscellaneous

I’m sorry is that right preparations and words 50th anniversary of Bellevue Park and applied budgets hey Chad but this one there’s just a few little extra jobs that we’ll need to get done in preparation for next year so we’ve contacted a local person about um drawing photos because we wanted a

2024 area photo theme park to go alongside the 1928 image so we’re just waiting for cost to come back on that one uh the 1928 aerial photo historic England confirmed that it would be a 12.50 charge for us to receive a high-res scan and then a 50 pound Plus

V80 for use of the image that’s credits and permissions well the lowestoft archives um they can do a search up ownership for the photo from the opening of the park that’s at a 10 pound fee but in terms of once we find the owner and who the

Credits go to that’ll probably be a similar sort of 50 pound charge to Historic England and I know that it was queried about restoration on the elephant statue but I think for that one we’d ask for feedback from our facilities team first on what needs to

Be done if anything can be done to tidy it up so there’d probably be a Max budget delegation we could have them though it’s just a kind of keep the course um settled for that when we keep the cost as low as we can also for the information panel we had the

Quote for that approved but since we won’t be able to order it until January February time because it won’t be installed until May and we don’t really have anywhere that we can safely keep it stored in the meantime so whether there could be a Max budget settled for that

One just to cover any possible charging increases I don’t think there should be but it will say having to come back to Committee in case there is so out of all those things that you’ve costed what is the max budget that you’re looking for so for the information panel it’ll

Probably be a four thousand pounds Max budget I believe the quote was approved at three three five and hundreds so just to cover that but I don’t know we’ll just improving the increase I win the 500 quid increase the 500 quid increase for that and then for Drone footage

Photos permissions that kind of thing maybe a maximum of 200 pounds I doubt we’d get anywhere near to that but if we want to just keep it covered if we’ve approved three and a half thousand on the information board and we want to up it to four thousand so we want approval

For an extra 500. um 200 or they’re apart from the others so I I will propose uh approval of all those things that you write them out and copper did uh with a maximum budget in the expectation that we will come in shy of that of 750 quid in total all in favor

If that doesn’t include the statue though but I personally don’t think there’s really much we can do with that the elephant statue I don’t think there’s really much that can be done other than maybe cleaning it but whether there was anything you want to clean it

Because then it might hurt it even more yes perhaps in Park’s Foundation that could be approved separate yeah um can I just ask on part-time uh I heard anecdote I haven’t been around Bellevue Park probably in about a month um but someone told me recently they’ve been there looking at the flower beds

And they believe that the jph bed is in trouble and all the racers have died can that be looked at and verified Roses Don’t aren’t good I had to look at myself but they would need pruning back okay it’s got to the point they’ve got really tall they’re starting to look

Rather the dragons anybody cut back because they need to grow again but before you get somebody out anyways obviously if this is for like an anniversary could we just have a general have a check on that and a general check of the health of the flowers yeah

Yeah I know we’re looking at getting some uh one of our grounds team has requested some more um I think it’s bark mulch that they use um that they usually use annually on the beds in uh Sparrow’s Nest and Bellevue Park and obviously where else it’s

Needed as well so I think expenditure of that will probably go on the next Park so I don’t think we’re looking at any sort of massive expenditure but that’s something they tend to do randomly just to top up the the mulch I think they said bark

I think we have a launching budget yeah are you finished standing yes I thought you better say something uh 109.6 B in applications of the memorial tree this is the one in birming park yes Bellevue Park so the sorry the applicant has um requested either an ash or silver birch

Um and they’ve said a location near the cemetery if possible so um if you’re happy to approve the application then you can ask our grounds team to comment on the species and suggest a location in the area that perhaps we can show the applicant and so

If you’re happy that we then sort of and and sort that out obviously if you’re happy to approve the application in general and I’ll propose to approve it Andy second because I read the application and it’s somebody who’s got an obvious connection with the Royal Naval patrol service so it wouldn’t

Really be fitted in any other part um so if at least we’re willing to talk about the amendment can we give a delegation to staff to agree the species of the tree and the location um obviously start includes the facility staff but obviously they can agree the

Species of the tree with the applicant yes that’s fine well also nice little story all in favor last Saturday you know 109.7 to consider two applications Memorial Ventures at sparrows Nest Andy I’ve got a question on this one first because it says about embarrassingness but when I read them the second one

Didn’t seem to have a location on it has that been confirmed separately wasn’t one of them asking for the trees down underneath the trees down near the Museum yeah okay yeah that is very spuriousness because they um one of the applicants had originally approached Alton border Parish Council about Everest Park

Um and they’ve been declined so they’d requested Sparrow’s nests but I don’t know that they’d put it on our black actual application but yeah they are strawberries but the locations the asparagus Nest facing the fountain on the grass in between two trees um as per side with it with applicant and LTC

And then whereabouts is that because no but then the other one it just goes proposed location blending yeah so that one is is Sparrow’s Nest but they’ve not um specified a location within the park about the capacity to have two new Memorial pensions in that part we I must

Admit we are quite well stocked for benches and sparrows Nest we’ve gone quite a lot of teaching and so it’s not something you can’t have more but yeah I I wonder because we get a lot of applications for sparious nest and Kensington Gardens particularly and again Kensington

Gardens is another area that’s very well stocked when he’s eating so I wonder if we need to give consideration in future to something else that I don’t know what yeah but something else to have in our parks but people can perhaps add Memorial plaques too or some other way that

People can commemorate loved ones because I know a lot of people have got really deep personal connections with certain parks facing events are they talking about the one outside yes yeah it’s on the blue tree it’s it’s on the like the martello side almost besides the public toilets there yeah um

So yeah Johnny and I did look at it with them they asked to meet us um so we did look at it with them we were a bit when when we sort of looked at the tree the person like oh is it going to then suffer with sort of sat ready mess from

The trees but having looked at it again I think you may be okay um so and that was an area that they particularly liked to overlook the park as well so Andy um also proposal approval of both with a delegation to staff degree exact location like between themselves with the applicant um

But also for staff to have a discussion between themselves if they feel that this part with the addition of the two benches will then be approaching capacity maybe we add something into the policy form to say that spare has noted approaching capacity in new applications are unlikely to be considered so that we

Then don’t pull somebody just direct yeah they request one yeah so I’m I’m trying to sort of think of something else that we could maybe put in some of our more popular parks for memorial benches so that it might be something you could add a plaque to or even do

Kind of similar to what the the James Patrick Hospital’s done with the the Bellevue Park garden and have almost like a virtual memorial garden where you can scan the QR code and see you’ve got the virtual memorial box something like that and then we could do some nice planting with that as well

Maybe make it like a garden that you can add even like some virtual plaques too but I think yeah we we get a lot of requests for benches and I think yeah we probably are coming to the stage where we think well benches are supposed to be

Sort of functional as well and we’ve we’ve we’ve got a lot of them and obviously from sort of climate point of view as well you think the manufacture manufacturing process eventually sorry I just wanted to say that these QR codes are brilliant but not everybody has smartphones yeah so it’s

Got to be accessible yeah I was thinking um don’t fold up here they have little brass yeah real Flats which they they sold and a rather all the railings um which I sold to raise money to referred I mean the bridging okay I mean the bridge for a start at the hand of

All the bridge will get many in there something like I was actually thinking the Bandstand yeah I was thinking the same thing but different location yeah well of course in chemiston gardens you’ve got the the boat store is there you’ve got walls there which if the garden was slightly

With beds around there were changed like when you hear about something something on there as well yeah well that’s more preposition okay you need a second then yeah that’s Bernie going on trailer Can we put something on the agendas to come up with different ideas 109.8 to consider the cost and installation of this standpipe at London Park uh so so just give some context to this so it was it came as a request from our Grounds Maintenance team so with the

Numbers in part particularly they have line painting equipment for the um uh football pictures primarily yeah uh and they’ve got nowhere to wash the equipment at the moment you have to you have to obviously wash it keep it clean Shields up and you can’t use it so they

At the moment they’re having to use the showers to wash it which obviously is not ideal so the primary purpose is um the washing of the equipment but also you can use it for watering I know we’ve not got a huge amount of actual planting areas in normanston park but where

Watering is needed we’d be able to use it for that purpose as well Um they’ve gone out for a quote but they think the cost shouldn’t exceed five thousand pounds okay Andy um cautiously supportive but My worry is without looking at the budget if we take it out the park Development Fund that’ll be but we’ve already spent like 12 Grand at

That budget might it might be 14 if this goes down right to 17. we’d like to spend half the budget already and we’ve not even gone to the idea of plan so can I propose um because approval but could we have an item on f and g where the agenda’s going

Out tomorrow to determine the um budget allocation because I’m wondering whether we might have room in you know like we’ve got the general if it if it could be considered to be part of the brown maintenance in-house if we’re doing the like whether it could come out of the overall budget

We’ve done for that rather than the power project but I just want to look at what Headroom we’ve got there because we can’t memorize it Bernie all in favor yes everyone 110.1 to receiving note the darkness of the events and Communications subcommittee meeting on the 27th of September 2023

Signed off for the next meeting 10 went to to consider any recommendations from the events and Communications subcommittee on the following 110.28 options for corn salt burner that’s sort of badge for mayor and Deputy Mayor at any cost involved I thought we’d already done this in events

And comms Andy yeah I did too so I’m not quite sure why it doesn’t come under events and problems delegation unless there was Clarity over which budget it was coming from I think it was special as a placeholder because this was sent out before events and comps happens

Because I think in events and cons we set the maximum budget at 850 quid based on the fact that the most expensive quote was 815 I think we gave the delegation to staff as to which quote they went with so um just in case that’s getting swing

Squeezed uh I would like to endorse the recommendation from events and problems but up the maximum budget to 900 to give a little bit more Headroom if there’s um if the pot goes up just a note on that one so when it was approved I think it

Was just based on the one I wasn’t sure whether uh Council wanted one for the mayor and one for the deputy mayor oh the 815 was for one just for one oh right okay in that case then misunderstanding in events and cons okay because I thought that was cost for the

Two when I proposed that um so in that case then I proposed but with that clarification that we um we endorsed a recommendation um but with a and and bearing in mind that this is not just for it was made clear that this is not just for Pomp and

Ceremony uh there were a security aspect to it because I’m now in depth in there have gone other events and sometimes the consorts get hived up in like in a group on their own and the ones that come from the other councils had the ID so that

Somebody can’t just go in there and pass themselves off as a console and actually you know commit an actual atrocity or whatever um so I would like to propose approval uh with a maximum budget for the two of 1750 pounds um but with the delegation to f and g to consider budget allocation

Second up all in favor let’s go against one two we’re now on allotments 111.1 receiving note adjustments of the allotment subcommittee meeting on the 15th of September 2023 style off the next meeting and within 11.2 to consider the cost of removal of waste at the scent Margaret’s

Allotments we’ve got the cost for that yet uh so we’ve we’ve chased for a quote we’ve requested a quote and chased for it so just to clarify as well this is the waste that was along the boundary with the ormiston Deans I know there’s been a separate issue raised with one

Particular allotment plot on that site that I think the subcommittee will be discussing if it’s meeting this week but yeah this one’s for that wasted on the boundary so we will continue to chase that but it has been requested so obviously we’ll bring that to you as soon as we’ve got it

Andy yeah um on that one uh not urgent but could we doesn’t impact on this but could we ask our facility staff to schedule a visit out there because when I went out there uh off of background a lot with me in and I met with Betty and the lady whose

Name Escapes me who’s the site rep on that side when you go on that uh when you stand sort of facing so so like you’ve got the the accumulated waste on our sides yeah but it’s apparently pushing that fence inwards into the deep side um at the near so although that

Embankment is all the way along on the near side the fence is still upright so I just wondered without invalidating this whether after symptoms Bob could offer an opinion on whether there is anything else at play that is causing the fence to push inwards for three quarters of

Its length but but not on the near corner because um it needs to move it anyway because it’s an accumulated waste but obviously you don’t want to do all that and then find out that there’s something that’s not unidentified that still needs to be fixed foreign Corrections file some aspects may be confidential we’ll move that to the competition um I’ve I spoke with uh Sarah earlier today and she advised that the selected contractor is meeting with our health health and safety consultant next week find noise going through everything just a couple of bits that was still

Outstanding so yeah foreign Factor anyway it was so referred that um she expected them to be routed and not a problem because it’s things like the Posh and round I know what caution but Ram is it like don’t have a standard certificate they have to use yeah it

Ramps up their sort of method statement right it’s risk assessment and Method statement so yeah it’s it’s just how they’re going to follow due process so yeah obviously we’ll keep you updated uh once that’s gone through and let you know where we’re at can we leave that onto the next day 113 receiving update on the following Standalone meetings 113.1 explained splits and 113.2 is State forms do we have any update on them uh so the friends groups one I believe we’re now looking at another date because we didn’t have attendance for this one we weren’t sure about the

Friends of Femme Park what their status is now and the friends of Kensington Gardens I think we were still waiting on them I was told to pencil it in but I was given no confirmation of attendance right um with that meeting because I have to

Check a couple of days is not enough I needed yes two weeks yeah yeah that’s if I have to take the day of work um the other thing is if we get to have it like later on in the evening sort of time

So I saw it was I think it was at five o’clock and I thought that at six with seven BMW I don’t finish till 6 30 right and I don’t know the question would want to share them right yeah so obviously we all liaised with with the friends groups and hopefully we

Can get attendance from both and then there yeah we’ll make sure we’ve got a day with plenty of notice that’s great thank you thank you um 114 to receive an update on the consent commencement commencement date for The Works by the long tennis Association we’ve got uh so Sarah met with the lawn

Tennis Association last week met virtually with them last week um so she’s discussed the detailed construction plans and occupation of public open spaces obviously anywhere that you’re doing working public open spaces you have to go through the process so at the moment works are due to start February next year should be

Completed by April um the only thing is we’ve got a concern about their proposed position of the new gate at normanston Park so we’re working that through with them I think they wanted to move it around the side where it would be opening outwards onto the public footpath and cycle Park

So we’ll work that through with them but again we’ll we’ll keep you updated on that so that that day is that for normal and Kensington yeah yeah okay so could I just ask them as part of those discussions because with enormously works there’s three stages for the works and

It’s the bit in the middle that Grandpa did yeah so we may in turn once we get that time scale we need to count back to allow for because we’ve got to take the surface my balls to cause that’s our direct funded with it then the Grant from the Reconstruction and resurfacing

Takes place and then we relay the all-weather surface on three of the courts and the third decision on whether when we’re going to relay on the other three court so what I don’t know is although we’re paying for the removal of the current surface on the Stick Of

Course that the grant Bundy Works can take place are we procuring for that separately or will be able to use their own contractors and do it all together and attempted to say it was all being done together even though someone else that was my understanding but it was so

Long ago when we finalized enormous depart I can’t remember and I want one to assume yeah anything else the 150 to receive an update on the commencement date there’s a vision repairs works as far as nest Andy yeah so I think this is a little bit more than the commencement day because originally

Enchanting when we got the original report I think it will only 20 or it might have been 21. you know when we had the five-year like there was a five-year program of work on that building and everything was like prioritized by number and there was an indicative budget which had some inflation

Allowance in it but obviously it hadn’t allowed for inflation spike in the double digits last year um but um and most of the toilet Works in that block were in Year One so obviously we’re doing a little bit more than preventative repairs on the toilets because we flagged them for

Reefer but we had some separate money put aside to refurn but then obviously after that report I’ll start then came back and said what does council feel about doing all the windows at once rather than doing impeachment in the stages so we’d said okay

Um yes go for it but because of the cost increases since then although we’ve got 136 Grand in the asparagus capital budget at the moment that isn’t going to be enough to do both the toilets and the windows this year which is why I said to Shona because

There was a delegation to start doing it you will have to decide which is going to take priority this year and the other one would then potentially have to be left till early in the new Financial year either a few months later unless we were to take the money from

Like General capital or whatever and because we don’t want to be double canned um so um so I think it’s like what works are we going to do this year bearing in mind we can’t do both out of that 136 000 a lot of uh funds um

And secondly it had been requested and I think I read it on one of the minutes recently but I don’t know um if uh um if a request had gone out to the contractor but we need to get an updated um preventative repair Port right for the whole duration of the project

Um because those costs are going to be outdoing so therefore we need to know that we’re budget and appropriately for each of the five years is that the phasing was it just you know I think I should go Application but if you if it needs a bit

About to make it one you want it to be one uh no that’s what I think I think we were looking to do that anyway so yeah we’ll make sure we can go on Facebook is there anything you wanted to add to that long run that’s fine 116 to consider possible ground training

Options for the Town Council projects Um obviously this is a general um issue and I think for some of our environmental ones could we um could we have a look at what the current situation is the horsey Community done because I think that was originally meant to launch in June and I heard anecdotally that the launch might have

Been put back to October um but I know there’s like they they specialize in London to Paris councils and Community groups rather than primary authorities and they have different categories which include environmental employment projects Community projects so there might be a number of things we do there that could qualify and it’s not

Just a one-off either I think it’s annually for however many years it is um but the other one um there was a reminder um with the Cricket Club because obviously the well this will apply to a tennis club as well if there were any work going on there

Because one of the main reasons that the cricket and Tennis clubs on Dean’s overall were pursuing licenses or so that they can talk directly to third-party funders but for like the LTA to talk to the tennis club and to the ECB to talk to the Cricket Club they

Needed to be evidence security at tenure which they can’t currently do without license um but obviously we’re looking at the maps we said provisionally we’ll budget for it on the basis and it will be directly funded but to explore grant funding potentially if they have a license they can have a conversation

With the ECB about some particularly abundance of that um but the um the only thing we would then need to look at I think is if if the sports clubs are going to contribute towards Capital purchase of items that we currently own or the placement of items we currently own

Um rather like the tennis club or the floodlights on teams overall that would then we would then need to consider how we reflect that like in the license so they protect their investment because obviously if that’s awesome funding and playing it over and we then terminate the license appraisal yeah

Um on another thing when the dean’s overall was that was one of the options of potential grant funding as well uh was that yes and one of the options and it is only an option that we’ve asked Shona to look at is the possibility because

Well I can say the cost of the public thing could be indicative of course there’s as much as 200 000. um to look at the possibility of a public works loan right because what I what I wanted to avoid personally was if we were going to say okay 200 000 let’s

Look at funding that in phases over say three years we don’t really want to be coming in with 60 000 plus a year over the next three years when we’ve got all the uncertainty over the transition to the town hall right um budget there if we have to do

It we have to do it but obviously if we if it we took our Public Works loan well I’ll say we the Town Council took out a public works loan when was the box office 2018 or 2017. yeah 2018 I think yeah but that was a

Similar amount that was a quarter of a million I believe yeah and I don’t know what interest rate it will secure that but the annual reclaimants it comes down a few hundred each year but it’s around about 14 000 miles well if we could get a loan at

A rate that meant that we were repaying at 14 Grand a year that’s much more manageable than 60 to 65 Grand a year even though we might be replaying it over a longer period it means it’s more manageable in connection with our other Capital requirements doesn’t mean we’ve

Got a doesn’t mean we have to do it but if it could be looked at as one option and then we could weigh it up against direct from them right okay was that proposed a little while ago Andy um well the one about the ground funding for electricity sure

The license no it’s just to note that that’s obviously in progress but obviously there is an imperative that those licenses are linked so that if we can agree and and they go live then potentially we have two clubs there who can access bundle which might that in

Turn help us by reducing our Capital Financial loss yeah yeah all right so we’re on why’d you get through this pretty quick tonight 117 to see feedback on the relocation of the joint of aim where you’re all we’ve come out of any way we’re struggling you’re not gonna lie we are struggling

To find somewhere with enough wall space to accommodate it so we haven’t looked at sort of buildings we have but we are a bit stunned I know it was also the suggestions habit like floor men yeah triangle market area but I think we have to be careful with ground excavation

There because we have got utilities running through that site so which does make a picture but then that could actually happen at any parks yeah yeah so we can we can do utility searches anywhere when we do excavations we have got access to do utility searches but yeah certainly where you’ve

Then got utilities running through the site it does make excavations right and then you don’t actually get clear rubber matting you can actually load on top of it so it’s like a non-slip so all right yeah yeah I think we’ve also I don’t know if we’ve made an approach we were also you

Know found a stop about weren’t we over because I think did they say that the mural is five meters high correct yeah so we I mean we don’t own a lot of buildings full stop we certainly own even fewer two-story buildings um and I think it was whether they had

Anything suitable in the vicinity of the seed one that might be a possibility the other one I did mention um but I didn’t ask anyone when I went on um this mural that we have Grant funded um we might essentially have to relocate it and we were therefore looking at

Options on where it could go um and that was just all I was going to say is an update and then um another lady there who I don’t want to name for in public session but she suggested the wall I’m trying to visualize now because I don’t think it’s

An end Terence but anyway it was mentioned in that meeting the war of the um artworks Cafe Commercial Road which obviously just before you get to the bridge But that’s one end from the end of it so if they actually got a spare wall well I looked and I when we drove past and then I just got one thing that I got there would be windows and doors everywhere I can’t actually see a clear

Wall but anyway could we bear that in mind as to um I did another suggestion can we get in contact with the landlord where it actually is now and see if we’ve got some idea of keeping it back yeah yeah we can certainly ask the question yeah

We know they want it removed but why is there an actual reason why or is there somehow we can do that because we don’t have to move it won’t be better oh yeah yeah but what I think the thing is you know we Grant funded that and when we

Jump under there there was no indication it might have a limited shelf life so what we don’t want to do is having made that mirror available to the public is then losing basically so even because it’s installed in power even if we have to take it down and store it in panels

But obviously it would be better just to be able to relocate it without having to go in storage yes if we if we can get around more permission I don’t actually know who the landlord is can we find out and ask them ask some questions or put some videos

And that’s proposal are you just gonna yeah we can do that back to you anyone else I still think my ideas Sprint I’m putting one bit we need to go and finance Australia might come to that but 118 to consider works in the dean’s oval Clubhouse for 2025 and 2026

Earlier where the item came from so I was speaking to James about it because it was the the 2025 to 2026 that through me there so you might be able to transformation but I didn’t know this was coming up early because I did look at the agenda until um so

Certainly I don’t know of any request for 20 Parts 26. um and my my suspicion will be if we do it it will be a multi-year Reverb rather than being able to do it all in one year particularly if we are although not public toilets if we’re going to do the

Toilets as well because although that public toilet’s not part of the same block um and um but it was mentioned a couple of years ago in the original approach for the clubhouse and we looked at it and so basically we had um we had approved the initial small

Scale things that they’d asked for and the only thing we didn’t approve was replacement with doors and windows and the reason for that was not because we weren’t willing to do it but because we were looking at a potential refurb in the next two to three years we didn’t

Want to put new windows and doors in it they then had to come out again as part of a reefer um and so um but we we are not going to be out of Darkness for any longer but when you look at the condition of that roof I don’t know how long that

I don’t know how compromised that roof is um on that building um so what I’d ask for on f and g where the agenda’s got to go out tomorrow for the meeting next week is I think we are happy to propose that here around

Again in f and g is I think we need to get an initial condition survey done with the whole building um that in particular will advise on the condition of the roof uh and structural Integrity of the building um including the life expectancy you know

If it isn’t that end of life how close is it to end of life and then I think we need to commission something similar to what we did on sparrows now and get a get a refurbishment straight preventative repair report done with a recommendation of priority you know is

That one year two years three year program um with a priority order of how it should be done and then be guided by that and that’s what I’d like to propose bless everybody uh 119 to consider the installation sonar panels on montello’s building the Jupiters on Andy after the conversation

I do just but because it was a conversation I don’t really want to know the person in public sessions or could I could we take that one’s confidential yeah wow date of next meeting Monday the 6th of November 2023 at seven if anyone’s got any items for the next

Gen you can even mail an container formed trainings and I think that was the quickest a reason 123 to resolve the end of the public bodies administrations of meeting act 1960 to public be excluded from the meeting on the grounds that probability would be presidential to the Public’s

Interest by reasons of the confidential nature of the business to be transacted namely any legal issues relating to the matter on this agenda yeah for about his neck yeah thank you all in favor foreign
