This video shows the cycle lane section of the bus gate on the High Street, Oxford.
This bus gate has no vehicular access (except buses and taxis) during the daytime. The food delivery riders have cottoned on to the fact that the ANPR camera does not cover the cycle lane section, so they can use this without penalty throughout the day. In this video there are 15 violations in approximately 20 minutes (every single one on a Learner plate).
This causes danger for vulnerable road users, and does nothing to accelerate the switch from moped to electric bike for these short, frequent, inner city deliveries.
Also, the cameras only point in one direction, so anyone can drive through the bus gate from the other direction, without penalty.
Oxfordshire County Council may well be deliberately turning a blind eye to this, but should they? While there is no dangerous driving in this video, the use of the cycle lane by mopeds is certainly hostile to novice or inexperienced cyclists, and pedestrians. If we want more people to take up active travel, we have to reduce road hostility, so that more than just hardened cyclists can get around.
