Is this much damage to the carbon fiber still safe?

2019 Cannondale SuperSix 105 with carbon wheels for $1400.
Interested in buying this bike, however since the bolt that connects the rear derailleur to the frame wasn’t correct it caused the rear derailleur to scratch up against the frame.
Is the carbon integrity compromised? Is it still safe to ride?
