Unfortunately at some point a police state becomes necessary because democracy requires an electorate whose concept of civic duty does not include destroying their own hoods and profiting off their neighbors addicitions. Democracy has devolved into idiocracy and there is no going back because it's an inherently weak form of government requiring civic participation and brotherhood.
